International Phonetic AssociationThe International Phonetic Association // (abbr.: IPA) is an organization that promotes the scientific study of phonetics and the various practical applications of that science. The IPA’s major contribution to the academic community is the International Phonetic Alphabet—a notational standard for the phonetic representation of all languages. The initials IPA is used to refer to both the Association and the Alphabet. The Association also publishes the Journal of the International Phonetic Association.
History
In 1886, in Paris, a small group of language teachers formed an association to encourage the use of phonetic notation in schools to help children acquire realistic pronunciations of foreign languages and also to aid in teaching reading to young children. The group, led by Paul Passy, called itself initially Dhi Fonètik Tîcerz' Asóciécon (the FTA). In January 1889, the name of the Association was changed to L'Association Phonétique des Professeurs de Langues Vivantes (AP), and, in 1897, to L'Association Phonétique Internationale (API)—in English, the International Phonetic Association (IPA).
The IPA’s peak of membership and influence in education circles was around 1914, when there were 1751 members in 40 countries. World War I and its aftermath severely disrupted the Association's activities, and the Journal did not resume regular publication until 1922.
Development of the Alphabet
The group’s initial aim was to create a set of phonetic symbols to which different articulations could apply, such that each language would have an alphabet particularly suited to describe the sounds of the language. Eventually it was decided that a universal alphabet, with the same symbol being used for the same sound in different languages was the ideal, and development of the International Phonetic Alphabet progressed rapidly up to the turn of the 20th century. Since then, there have been several sets of changes to the Alphabet, with additions and deletions that the progress of the science of phonetics has indicated.
Examinations
The IPA also has given examinations in phonetics since 1908, awarding Certificates of Proficiency in the phonetics of English, French, or German.

Abbreviation
Abbreviation (from Latin brevis "short") is strictly a shorter form of a word, but more particularly, an abbreviation is a letter or group of letters, taken from a word or words, and employed to represent them for the sake of brevity. For example, the word "abbreviation" can be abbreviated as "abbr." or "abbrev."
Types of abbreviations
Apart from the common form of shortening one word, there are other types of abbreviations. These include apocopations, syllabic abbreviations, acronyms, initialisms and portmanteaux.
Syllabic abbreviations (SAs)
A syllabic abbreviation is an abbreviation formed from (usually) initial syllables of several words, such as Interpol = International + police.
Syllabic abbreviations are usually written using lower case, sometimes starting with a capital letter, and are always pronounced as words rather than letter by letter.
Syllabic abbreviations should be distinguished from portmanteaus.
Usage of syllabic abbreviations in different languages
Syllabic abbreviations are not widely used in English or French.
On the other hand, they prevailed in Germany under the Nazis and in the Soviet Union for naming the plethora of new bureaucratic organizations. For example, Gestapo stands for Geheime Staats-Polizei, or "secret state police". Similarly, Comintern stands for the Communist International. This has caused syllabic abbreviations to have negative connotation, notwithstanding that such abbreviations were used in Germany even before the Nazis came to power, e.g., Schupo for Schutzpolizei.
Syllabic abbreviations were also typical for the German language used in the German Democratic Republic, e.g. Stasi for Staatssicherheit ("state security", the secret police) or Vopo for Volkspolizist ("people's policeman").
East Asian languages whose writing uses Chinese-originated ideograms instead of an alphabet form abbreviations similarly by using key characters from a term or phrase. For example, in Japanese the term for the United Nations, kokusai rengō (国際連合) is often abbreviated to kokuren (国連). (Such abbreviations are called ryakugo (略語) in Japanese). The classic example is, of course, shogun. The syllabic abbreviation is frequently used for universities: for instance, Beida (北大, Běidà) for Peking University (Beijing) and Tōdai (東大) for the University of Tokyo.
Usage of syllabic abbreviations in organisations
Syllabic abbreviations are prefered by the US Navy as it increases readability amidst the large number of initialisms that would otherwise have to fit into the same acronyms. Hence DESRON 6 is used (in the full capital form) to mean "Destroyer Squadron 6," while COMNAVFORLANT would be "Commander, Naval Force (in the) Atlantic."
Style conventions
In modern English there are several conventions for abbreviations and the choice may be confusing. The only rule universally accepted is that one should be consistent, and to this end publishers express their preferences in a style guide.
Questions which arise include the following:
- Use of upper or lower case letters. If the original word was capitalised, then the first letter of its abbreviation should retain the capital, for example Lev. for Leviticus. When abbreviating words spelt with lower case letters, there is no consistent rule.
- Use of periods (full stops) and spaces, for example when abbreviating United States, should one write "US", "U.S." or "U. S."? Spaces are generally not used between single letter abbreviations of words in the same phrase, so one almost never encounters "U. S.". In American English, the period is usually added if the abbreviation may be interpreted as a word, though some American writers do not use a period here. There is no stop/period between letters of the same word, for example St. and not S.t. for Saint. In modern British English abbreviations are written with full stops if the word has been cut at the point of abbreviation (e.g., "Street" – "St[reet]" – becomes "St."), but not otherwise (e.g., "Saint" – "S[ain]t" – becomes "St"). Thus in the United Kingdom, titles such as "Doctor", "Mister" and "Mistress" are abbreviated as "Dr", "Mr", and "Mrs" respectively, but in Canada and the U.S. as "Dr.", "Mr." and "Mrs." respectively.
- Acronyms that were originally capitalized (with or without periods) but have since "stood the test of time" by entering the vocabulary as generic words are no longer abbreviated with capital letters nor with any periods—e.g., sonar, radar, laser, and scuba.
- Whether to add an apostrophe for a plural where the plural is not formed by doubling up the last letter: should one write CDs or CD's? The apostrophe is not needed grammatically but sometimes is added to make it clear that the s is not part of the abbreviation. Because the apostrophe most often represents possession or a contraction, some style guides prefer that it not be used at all with abbreviations, but only with individual letters—"Dot all your i's and cross all your t's!" or "Mind your p's and q's!"—or numbers—"The dyslexic student mixes up his S's and 5's." Thus numbers, such as decades, that are understood to represent other concepts, are not written with apostrophes either—e.g., "The U.S. enjoyed an economic boom in the 1990s and the Roaring ’20s", referring to decades, or "I am going to the bank to exchange four 5's for two 10's", where the 5's and 10's refer to banknotes.
Conventions followed by publications and newspapers:
- Publications based in the United States tend to follow the style guides of the Chicago Manual of Style and the Associated Press. The U.S. Government follows a style guide published by the U.S. Government Printing Office.
- There is some inconsistency in abbreviation styles, however, as they are not rigorously defined by style guides. Some two-word abbreviations, like "United Nations", are abbreviated with uppercase letters and periods, and others, like "personal computer" (PC) and "compact disc" (CD), are not; rather, they are typically abbreviated without periods and in uppercase letters. A third variation is to use lowercase letters with periods; this is used by Time Magazine in abbreviating "public relations" (p.r.). Moreover, even three-word abbreviations (most U.S. publications use uppercase abbreviations without periods) are sometimes not consistently abbreviated, even within the same article.
- The New York Times is unique in having a consistent style by always abbreviating with periods: P.C., I.B.M., P.R. This is in contrast with the trend of British publications to completely make do without periods for convenience.
- Many British publications follow some of these guidelines in abbreviation:
- For the sake of convenience, many British publications, including the BBC and The Guardian, have completely done away with the use of full stops or periods in all abbreviations. These include:
- Social titles, like Ms or Mr (though these would not have had full stops in any case — see above) Capt, Prof, etc.;
- Two-letter abbreviations for countries (US, not U.S.);
- Words are seldom abbreviated with lower case letters (PR, instead of p.r., or pr)
- Abbreviations beyond three letters (full caps for all except initialisms);
- Names (e.g., FW de Klerk, GB Whiteley, Park JS). A notable exception is the Economist (e.g., Mr F. W. de Klerk)
- Scientific units.
- Acronyms are referred to with only the first letter of the abbreviation capitalised. For instance, the North Atlantic Treaty Organisation can be abbreviated as Nato, and Severe Acute Respiratory Syndrome as Sars. Initialisms (which are similar to acronyms but which are not pronounced as words) are always written in capitals, for instance the British Broadcasting Corporation is abbreviated to BBC, never Bbc.
- When abbreviating scientific units, no space is added between the number and unit (e.g., 100mph, 100m, 10cm, 10ºC).
Miscellaneous and general rules
- Plurals are often formed by doubling up the last letter of the abbreviation. Most of these deal with writing and publishing: MS=manuscript, MSS=manuscripts; l=line, ll=lines; p=page, pp=pages; s=section, ss=sections). This form, derived from Latin is used in Europe in many places: dd=didots. "The following (lines or pages)" is denoted by ff. One example that does not concern printing is hh=hands.
- A doubled letter also appears in abbreviations of some Welsh names, as in Welsh the double "l" is a separate sound: "Ll. George" for (late British prime minister) Lloyd George.
- Some titles, such as "Reverend" and "Honourable", are spelt out when preceded by "the", rather than as "Rev." or "Hon." respectively. This is true for most British publications, and some in the United States.
- It is usually advised to spell out the abbreviation where it is new or unfamiliar to the reader (e.g., UNESCO in a magazine about music, because it more frequently refers to another entity in another context, the United Nations Educational, Scientific and Cultural Organization).
History
After World War II, the British greatly reduced their use of the full stop and other punctuations after abbreviations in at least semi-formal writing, while the Americans more readily kept its use until more recently, and still maintain it more than Britons. The classic example, considered by their American counterparts quite curious, was the maintenance of the internal comma in a British organization of secret agents called the "Special Operations, Executive" – "S.O.,E." – which is not found in histories written after about 1960.
But before that, many Britons were more scrupulous at maintaining the French form. In French, the period only follows an abbreviation if the last letter in the abbreviation is not the last letter of its antecedent: "M." is the abbreviation for "monsieur" while "Mme" is that for "Madame" and "Mlle" for "Mademoiselle". Like many other cross-channel linguistic acquisitions, many Britons readily took this up and followed this rule themselves, while the Americans took a simpler rule and applied it rigorously.
Over the years, however, the lack of convention in some style guides has made it difficult to determine which two-word abbreviations should be abbreviated with periods and which should not. The U.S. media tend to abbreviate two-word abbreviations like United States (U.S.), but surprisingly, not personal computer (PC) or television (TV), which is a source of confusion. Many British publications have gradually done away with the use of periods in abbreviations completely.

Phonetics (from the Greek word φωνή, phone = sound/voice) is the study of sounds (voice). It is concerned with the actual properties of speech sounds (phones) as well as those of non-speech sounds, and their production, audition and perception, as opposed to phonology, which operates at the level of sound systems and abstract sound units (such as phonemes and distinctive features). Phonetics deals with the sounds themselves rather than the contexts in which they are used in languages. Discussions of meaning (semantics) therefore do not enter at this level of linguistic analysis.
While writing systems and alphabets are in many cases closely related to the sounds of speech, strictly speaking, phoneticians are more concerned with the sounds of speech than the symbols used to represent them. So close is the relationship between them however, that many dictionaries list the study of the symbols (more accurately semiotics) as a part of phonetic studies. On the other hand, logographic writing systems typically give much less phonetic information, but the information is not necessarily non-existent. For instance, in Chinese characters, a phonetic refers to the portion of the character that hints at its pronunciation, while the radical refers to the portion that serves as a semantic hint.
Characters featuring the same phonetic typically have similar pronunciations, but by no means are the pronunciations predictably determined by the phonetic due to the fact that pronunciations diverged over many centuries while the characters remained the same. Not all Chinese characters are radical-phonetic compounds, but a good majority of them are.
Phonetics has three main branches:
- articulatory phonetics, concerned with the positions and movements of the lips, tongue, vocal tract and folds and other speech organs in producing speech
- acoustic phonetics, concerned with the properties of the sound waves and how they are received by the inner ear
- auditory phonetics, concerned with speech perception, principally how the brain forms perceptual representations of the input it receives.
There are over a hundred different phones recognized as distinctive by the International Phonetic Association (IPA) and transcribed in their International Phonetic Alphabet.
Phonetics was studied as early as 2500 years ago in ancient India, where there existed numerous phonetically extremely accurate treatises on the orthoepy of Sanskrit and a Tamil grammar book Tolkāppiyam (c. fifth century BCE) that described the place and manner of articulation of consonants. Most Indian languages group and order their consonants based on place and methods of articulation.

The International Phonetic Alphabet (IPA) is a system of phonetic notation devised by linguists to accurately and uniquely represent each of the wide variety of sounds (phones or phonemes) used in spoken human language. It is intended as a notational standard for the phonemic and phonetic representation of all spoken languages.

History
Description
The general principle of the IPA is to provide a separate symbol for each speech segment, avoiding letter combinations (digraphs) such as sh and th in English orthography, and avoiding ambiguity such as that of c in English.
The principle of formation
The IPA is what MacMahon (1996) has termed a "selective" phonetic alphabet. It aims to provide a separate symbol for every contrastive (that is, phonemic) sound occurring in human language. For instance, a flap and a tap are two different articulations, but since no language has (yet) been found to make a phonemic distinction between them, the IPA does not provide them with dedicated symbols. Instead, it provides a single symbol, , that covers both. For non-contrastive (that is, phonetic or subphonemic) details of these sounds, the IPA relies on diacritics, which are optional. Thus there is a certain level of flexibility in representing a language with the IPA.
The principles behind the used symbols
The letters chosen for the IPA are generally drawn from the Latin and Greek alphabets, or are modifications of Latin or Greek letters. There are also a few letters derived from Latin punctuation, such as the glottal stop (originally an apostrophe, but later given the form of a "gelded" question mark to have the visual impact of the other consonants), and one, , although Latin in form, was inspired by Arabic ﻉ. In contrast, the old Latin-derived symbols for the clicks have been abandoned in favor of the iconic Khoisanist symbols, such as .
The sound-values of the consonants from the Latin alphabet correspond to usage in French and Italian, which are close to those of most other European languages as well: , , , (hard) , , , , , (unvoiced) , , , . English values are used for , , and ,
The vowels from the Latin alphabet (, , , , ) correspond to the vowels of Spanish and are similar to Italian. is like the vowel in piece, like rule, etc.
The other symbols from the Latin alphabet (, , , , , and ) correspond to sounds these letters represent in other languages. has the Germanic value, English y in yoke.
has the Scandinavian and Old English value (Finnish y, German y or ü, French u, Dutch u).
Letters that share a particular modification sometimes correspond to a similar type of sound. For example, all the retroflex consonants have the same symbol as the equivalent alveolar consonant, with the addition of a rightward pointing hook at the bottom. Although there is some correspondence between modified letters, generally the IPA does not have a systematic "featural" relationship between graphic shape and articulation. For instance, there is not a consistent relationship between lowercase letters and their small capital counterparts, nor are all labial consonants linked through a common character design.
Diacritic marks can be combined with IPA letters to transcribe modified phonetic values or secondary articulations. There are also special symbols for suprasegmental features such as stress and tone.
Types of transcriptions
The International Phonetic Association recommends that a phonetic transcription should be enclosed in square brackets ("[ ]"). A transcription that specifically denotes only phonological contrasts may be enclosed in slashes ("/ /") instead. If one is in doubt, it is best to use brackets, for by setting off a transcription with slashes one makes a theoretical claim that every symbol within is phonemically contrastive for the language being transcribed.
Phonetic transcriptions try to objectively capture the actual pronunciation of a word, whereas phonemic transcriptions are model dependent. For example, Noam Chomsky transcribed the English word night phonemically as /nixt/. In his model, the phoneme /x/ is often silent, but shows its presence by “lengthening” the preceding vowel. The preceding vowel in this case is the phoneme /i/, which is pronounced [aj] when long. So phonemic /nixt/ is equivalent to phonetic [najt], but only if you share Chomsky's belief that historical sounds such as the gh in night may remain in a word long after they have ceased to be pronounced.
For phonetic transcriptions, there is flexibility in how closely sounds may be transcribed. A transcription that gives only a basic idea of the sounds of a language in the broadest terms is called a "broad transcription"; in some cases this may be equivalent to a phonemic transcription (only without any theoretical claims). A close transcription, indicating precise details of the sounds, is called a "narrow transcription". These are not binary choices, but the ends of a continuum, with many possibilities in between. All are enclosed in brackets.
For example, in some dialects the English word pretzel in a narrow transcription would be , which notes several phonetic features that may not be evident even to a native speaker. An example of a broader transcription is , which only indicates some of the easier to hear features. A yet broader transcription would be . Here every symbol represents an unambiguous speech sound, but without making any claims as to their status in the language.
There are also several possibilities in how to transcribe this word phonemically, but here the differences are not of precision, but of analysis. For example, pretzel could be or . The special symbol for English r is not used, for it is not meaningful to distinguish it from a rolled r. The differences in the letter e reflect claims as to what the essential difference is between the vowels of pretzel and pray; there are half a dozen ideas in the literature as to what this may be. The second transcription claims that there are two vowels in the word, even if they can't both be heard, while the first claims there is only one.
Occasionally a transcription will be enclosed in pipes ("| |"). This goes beyond phonology into morphological analysis. For example, the words pets and beds could be transcribed phonetically as and (in a fairly narrow transcription), and phonemically as and . Because /s/ and /z/ are separate phonemes in English (unlike Spanish, for example), they receive separate symbols in the phonemic analysis. However, you probably recognize that underneath this, they represent the same plural ending. This can be indicated with the pipe notation. If you believe the plural ending is essentially an s, as English spelling would suggest, the words can be transcribed and . If, as most linguists would probably suggest, it is essentially a z, these would be and .
To avoid confusion with IPA symbols, it may be desirable to specify when native orthography is being used, so that, for example, the English word jet is not read as "yet". This is done with angle brackets or chevrons: . It is also common to italicize such words, but the chevrons indicate specifically that they are in the original language's orthography, and not in English transliteration.

- In rows where some symbols appear in pairs (the obstruents), the symbol to the right represents a voiced consonant (except for breathy-voiced ). However, cannot be voiced. In the other rows (the sonorants), the single symbol represents a voiced consonant.
- Although there is a single symbol for the coronal places of articulation for all consonants but fricatives, when dealing with a particular language, the symbols are treated as specifically alveolar, post-alveolar, etc., as appropriate for that language.
- Shaded areas indicate articulations judged to be impossible.
- The symbols represent either voiced fricatives or approximants.
- It is primarily the shape of the tongue rather than its position that distinguishes the fricatives , , and .
- The labiodental nasal is not known to exist as a phoneme in any language.

- The miscellaneous portion of the chart, as published by the IPA, includes additional symbols that would have been included in the main consonant chart were it not for difficulties in typesetting on a printed page. In this article, which does not suffer from such problems, they have been included in the main chart above.
Consonants (non-pulmonic)

Notes:
- All clicks are doubly articulated and require two symbols: a velar or uvular stop, plus a symbol for the release: , etc. When the dorsal articulation is omitted, a may usually be assumed.
- Symbols for the voiceless implosives are no longer supported by the IPA. Instead, the voiced equivalent is used with a voiceless diacritic: , etc.
- Although not confirmed from any language, and therefore not "explicitly recognized" by the IPA, a retroflex implosive, , is supported in the Unicode Phonetic Extensions Supplement, added in version 4.1 of the Unicode Standard, or can be created as a composite .
- The ejective symbol is often seen for glottalized but pulmonic sonorants, such as , but these are more properly transcribed as creaky ().
Vowels

Notes:
- Where symbols appear in pairs, the one to the right represents a rounded vowel, as does (at least prototypically). All others are unrounded.
- is not confirmed as a distinct phoneme in any language.
- is officially a front vowel, but there is little distinction between front and central open vowels, and is frequently used for an open central vowel.
Affricates and double articulation
Affricates and doubly articulated stops are represented by two symbols joined by a tie bar, either above or below the symbols. The six commonest affricates are optionally represented by ligatures, though this is no longer official IPA usage, due to the great number of ligatures that would be required to represent all affricates this way. A third affricate transcription sometimes seen uses the superscript notation for a consonant release, for example for , paralleling ~ . The symbols for the palatal plosives, are often used as a convenience for or similar affricates, even in official IPA publications, so they must be interpreted with care.

Extended IPA
The Extended IPA was designed for disordered speech. However, some of the symbols (especially diacritics, below) are occasionally used for transcribing normal speech as well.

The last symbol may be used with the alveolar click for , a combined alveolar and sublaminal click or "cluck-click".
Suprasegmentals

IPA allows for the use of either tone diacritics or tone letters to indicate tones.
Note:
- With regard to tone diacritics, Unicode encodes marks for some contour tones, but not all. In Unicode version 4.1, only hacek (rising) and circumflex (falling) diacritics were encoded. Subsequent versions may also include six additional diacritics for contour tones, such as the macron-acute and the grave-acute-grave ligatures. (See an image here.) Note that contour tone diacritics are not encoded as sequences of level tone diacritics in Unicode.
- With regard to tone letters, Unicode does not have separate encodings for contour tones. Instead, sequences of level tone letters are used, with proper display dependent on the font, usually by means of OpenType font rendition: or . (These are probably not displaying correctly in your browser. See the image for a sample of how they should appear.) Since few fonts support combination tone letters (see the external links for one that is free), a common solution is to use the old system of superscript numerals from '1' to '5', for example [e53, e312]. However, this depends on local linguistic tradition, with '5' generally being high and '1' being low for Asian languages, but '1' being high and '5' low for African languages. An old IPA convention sometimes still seen is to use sub-diacritics for low contour tones: for low-falling and low-rising.
- The upstep and downstep modifiers are superscript arrows. Unicode version 4.1 does not encode these, though subsequent versions will. The arrows for upstep and downstep should not be confused with the full-height arrows, which are used to indicate airflow direction.
Diacritics

Sub-diacritics may be placed above a symbol with a descender, i.e. . The dotless i, <ı>, is used when the dot would interfere with the diacritic. Other IPA symbols may appear as diacritics to represent phonetic detail: (fricative release), (breathy voice), (glottal onset), (epenthetic schwa), o (diphthongization).

#Some linguists restrict this breathy-voice diacritic to sonorants, and transcribe obstruents as .
#With aspirated voiced consonants, the aspiration is also voiced. Many linguists prefer one of the diacritics dedicated to breathy voice.

Extended IPA diacritics
The letters and diacritics of the ExtIPA
The ExtIPA has widened the use of some of the regular IPA diacritics, such as for pre-aspiration, or for a linguolabial sibilant, as well as adding some new ones. Some of the ExtIPA diacritics can be used for non-disordered speech as well, for example for the unusual airstream mechanisms of Damin.
One modification is the use of subscript parentheses around the phonation diacritics to indicate partial phonation; a single parenthesis at the left or right of the voicing indicates that it is partially phonated at the beginning or end of the segment. For example, is a partially voiced [s], shows partial initial voicing, and partial final voicing; also is a partially devoiced [z], shows partial initial devoicing, and
partial final devoicing. These conventions may be convenient for representing various voice onset times.
Phonation diacritics may also be prefixed or suffixed rather than placed directly under the segment to represent relative timing. For instance, is a pre-voiced [z],
a post-voiced [z], and is an [a] with a creaky offglide.

In addition to these symbols, a subscript < or > indicates that an articulation is laterally offset to the left or right, and a double exclamation mark indicates 'ventricular' phonation, though it is not clear how this differs from 'harsh' phonation.
Prosodic notation
The ExtIPA also makes use of musical notation for the tempo and dynamics of connected speech. These are subscripted on the insides of a notation that indicates that they are comments on the prosody.
Pauses are indicated with periods or numbers inside parentheses.
Obsolete and nonstandard symbols
How to transcribe sounds that don't have symbols in the IPA charts
The remaining blank cells on the IPA chart can be filled without too much difficulty if the need arises. Some ad hoc symbols have appeared in the literature, for example for the lateral flaps and voiceless lateral fricatives, the epiglottal trill, and the labiodental plosives. Diacritics can supply much of the remainder, which would indeed be appropriate if the sounds were allophones. For example, the Spanish bilabial approximant is commonly written as a lowered fricative, . Similarly, voiced lateral fricatives would be written as raised lateral approximants, . A few languages such as Banda have a bilabial flap as the preferred allophone of what is elsewhere a labiodental flap. It has been suggested that this be written with the labiodental flap symbol and the advanced diacritic, . Similarly, a labiodental trill would be written (bilabial trill and the dental sign). Palatal and uvular taps, if they exist, and the epiglottal tap could be written as extra-short plosives, . A retroflex trill can be written as a retracted , just as retroflex fricatives sometimes are. The remaining consonants, the uvular laterals and the palatal trill, while not strictly impossible, are very difficult to pronounce and are unlikely to occur even as allophones in the world's languages.
The vowels are similary manageable by using diacritics for raising, lowering, fronting, backing, centering, and mid-centering. For example, the unrounded equivalent of can be transcribed as mid-centered , and the rounded equivalent of [æ] as raised . True mid vowels are lowered , while centered are near-close and open central vowels, respectively. The vowels that aren't representable in this scheme are the compressed vowels, which would require a dedicated diacritic.
Names of the symbols
It is often desirable to distinguish an IPA symbol from the sound it is intended to represent, since there is not a one-to-one correspondance between symbol and sound in broad transcription. The symbol's names and phonetic descriptions are described in the Handbook of the International Phonetic Association. The symbols also have nonce names in the Unicode standard. In some cases, the Unicode names and the IPA names do not agree. For example, IPA calls "epsilon", but Unicode calls it "small letter open E".
The letters
The traditional names of the Latin and Greek letters are used for unmodified symbols. In Unicode, some of the symbols of Greek origin have Latin forms for use in IPA; the others use the symbols from the Greek section.

#The Latin "upsilon" is frequently called "horseshoe u" in order to distinguish it from the Greek upsilon. Historically, it derives from a Latin small capital U.
The IPA standard includes some small capital letters, such as , although it is common to refer to these symbols as simply "capital" or "cap" letters, because the IPA standard does not include any full-size capital letters.
A few letters have the forms of cursive or script letters. Examples:

Ligatures are called precisely that, although some have alternate names. Examples:
Many letters are turned, or rotated 180 degrees. Examples:
The symbol can be described as a turned cee, but it is almost always referred to as open o, which described both its articulation and its shape. The symbol is often also called "caret" or "wedge" for it similarity to that diacritic.
A few letters are reversed (flipped on a vertical axis): reversed E, reversed epsilon, reversed glottal stop [often called by its Arabic name, ayin].
One letter is inverted (flipped on a horizontal axis): inverted R. ( could also be called an inverted double-u, but turned double-u is more common.)
When a horizontal stroke is added, it is called a bar: barred H, barred o, reversed barred glottal stop or barred ayin, barred dotless J or barred gelded J [apparently never 'turned F'], double-barred pipe, etc.
One letter instead has a slash through it: slashed O.
The implosives have hook tops: hook-top B, as does hook-top H.
Such an extension at the bottom of a letter is called a tail. It may be specified as left or right depending on which direction it turns: right-tail N, right-tail turned R, left-tail N [note that has its own traditional name, engma], left-tail em, tail Z [or just retroflex Z], etc.
When the tail loops over itself, it's called curly: curly-tail jay, curly-tail C.
There are also a few unique modifications: belted L, closed reversed epsilon [there was once also a closed omega], right-leg turned M, turned long-leg R [there was once also a long-leg R], double pipe, and the obsolete stretched C.
Several non-English letters have traditional names: C cedilla, eth (also spelled edh), engma, schwa, exclamation mark, pipe.
Other symbols are unique to the IPA, and have developed their own quirky names: fish-hook R, ram's horns, bull's eye, esh [apparently never 'stretched ess'], ezh [sometimes also yogh], hook-top heng.
The is usually called by the sound it represents, glottal stop. This is not normally a problem, because this symbol is seldom used to represent anything else. However, to specify the symbol itself, it is sometimes called a gelded question mark.
The diacritic marks
Diacritics with traditional names:
: acute, macron, grave, circumflex, caron, wedge, or háček, diaeresis or umlaut, breve, (superscript) tilde, plus variants such as subscript tilde, superimposed tilde, etc.
Non-traditional diacritics:
: seagull, hook, over-cross, corner, bridge, inverted bridge, square, under-ring, over-ring, left half-ring, right half-ring, plus, under-bar, arch, subscript wedge, up tack, down tack, left tack, right tack, tie bar, under-dot, under-stroke.
Diacritics are alternately named after their function: The bridge is also called the dental sign, the under-stroke the syllabicity sign, etc.
Comparison to other phonetic notation
The IPA is not the only phonetic transcription system in use. The other common Latin-based system is the Americanist phonetic notation, devised for representing American languages, but used by some US linguists as an alternate to the IPA. There are also sets of symbols specific to Slavic, Indic, Finno-Ugric, and Caucasian linguistics, as well as other regional specialies. The differences between these alphabets and IPA are relatively small, although often the special characters of the IPA are abandoned in favour of diacritics or digraphs.
Other alphabets, such as Hangul, may have their own phonetic extensions. There also exist featural phonetic transcription systems, such as Alexander Bell's Visible Speech and its derivatives.
There is an extended version of the IPA for disordered speech (extIPA), which has been included in this article, and another set of symbols used for voice quality (VoQS). There are also many personal or idiosyncratic extensions, such as Luciano Canepari's canIPA.
Since the IPA uses symbols that are outside the ASCII character set, several systems have been developed that map the IPA symbols to ASCII characters. Two notable systems are Kirshenbaum and SAMPA (or X-SAMPA). These systems are often used in electronic media, although their usage has been declining with the development of computer technology, specifically because of spreading support for Unicode.

Paris
Paris is the capital and largest city of France. Located on the river Seine in the country's north, it is a major cultural and political centre of Europe and the world's most visited city.
The area's first inhabitants, a Celtic tribe named the "Parisii" give Paris its name. Its eponym, "the City of Lights" (la Ville Lumière), dates from 1828 when it became the first city in Europe to light its main boulevards with gas street lamps along its Champs-Élysées. The city of Paris is also widely referred to as the "most romantic city in the world."
As a cultural and political centre for Europe since the early Middle Ages, Paris preserves many vestiges of its past. While hosting numerous art galleries, museums and theatres, it has grown into a significant centre of international trade with ever-growing modern business districts, including La Défense, the de facto city centre built for the purpose. In addition to the head offices of nearly half of all France's companies and the offices of many major international firms, Paris hosts the headquarters of many international trade and social organisations, including the OECD and UNESCO.
The city of Paris proper has 2.1 million inhabitants , but its centre of influence extends to cover a "Greater Paris" metropolitan area that has a population of 11.1 million , over one sixth of the French population. Paris is the third largest metropolitan area in Europe (after Moscow and London), and approximately the 22nd most populous metropolitan area in the world.
Paris is also the centre of an economic network that, within the limits of its Île-de-France région (of which it is also the capital), with a GDP of nearly €450 billion , is alone the producer of over one quarter of France's wealth.
Because of its financial, business, political, and tourism activities, Paris today is one of the world's major transport destinations. Along with New York, London and Tokyo, it is often listed as one of the four major global cities.

The original Latin name of Paris was Lutetia (), or Lutetia Parisiorum, known in French as Lutèce (). Lutetia was later dropped in favor of only Paris, based on the name of the Gallic Parisi tribe, whose name perhaps comes from the Celtic Gallic word parios, meaning "caldron", but this is not certain.
Traditionally, Paris was known as Paname () in French slang, but this vulgar appellation is gradually losing currency. (.)
The inhabitants of Paris are known as Parisians in English, as Parisiens (Image:ltspkr.png) in French. The pejorative term Parigot (Image:ltspkr.png) is sometimes used in French slang.
Locally, inhabitants of the Paris suburbs are known as banlieusards (Image:ltspkr.png). Inhabitants of the whole Paris metropolitan area are known as Franciliens (Image:ltspkr.png), i.e. from Île-de-France.
Geography
Coordinates
Paris is located at (48.866667, 2.333056). The city straddles a north-bending arc of the river Seine. This waterway is dotted with a few islands along its path through the city, and the largest and most central of these, the Île de la Cité, is the Capital's heart and origin.
Area
The city (commune) of Paris proper has an area of 105.398 km² (40.69 mi², or 26,044 acres). Excluding the outlying parks of Bois de Boulogne and Bois de Vincennes, the actual area of the city is only 86.928 km² (33.56 mi², or 21,480 acres), being in the form of an almost regular oval, with a circumference of 35.5 km (22 miles). This oval extends 9.5 km (6 miles) from north to south, and 11 km (7 miles) from east to west.

This is not a very large area, and in fact the commune of Paris is only the 113th largest commune of France (out of 36,782 communes). By comparison, Greater London has an area of 1,572 km² (607 mi²), and New York City has an area of 786 km² (303 mi²). This peculiar fact arises because, unlike other large western cities such as New York, London, or Berlin, whose territories were enlarged in the 20th century, the borders of Paris have not been changed since 1860 when Napoleon III and the prefect Haussmann annexed the then suburban communes surrounding Paris, such as Montmartre and Auteuil, more than doubling the the city's area to 78 km² (30.1 mi²), and creating the 20 arrondissements of Paris. Since 1860, the limits of Paris have only marginally changed, reaching the 86.9 km² figure indicated above. In 1929, the Bois de Boulogne and Bois de Vincennes were officially incorporated into the city of Paris.
Thus, the Brooklyn, Greenwich, or Charlottenburg of Paris are still outside the city of Paris proper, and it can be more accurately compared to the borough of Manhattan (59.5 km²/23 mi²) or to Inner London (319 km²/123 mi²). Even the largest business and financial district of Paris, known as La Défense, is outside the city boundary.
The urban area (unité urbaine) of Paris, i.e. the contiguous built-up area, extends past the administrative city limits to cover 2,723 km² (1,051.4 mi²) (INSEE 1999), or an area about 26 times larger than the city itself. The metropolitan area (aire urbaine) of Paris, i.e. the built-up area plus the commuter belt, reaches in part beyond the surrounding Île-de-France administative région to cover 14,518 km² (5,605.5 mi²) (INSEE 1999), or an area 138 times larger than the city of Paris.

Altitude
The altitude of Paris varies, with several prominent hills, of which the highest is Montmartre at 130m about sea level. The highest elevation in the urban area of Paris is in the Forest of Montmorency (Val-d'Oise département), 19.5 km. (12 miles) north-northwest of the center of Paris as the crow flies, at 195 metres (640 ft) above sea-level.
Temperatures
The lowest temperature recorded in central Paris (since 1873) was –23.9 °C (–11.0 °F) and –25.6 °C (–14.1 °F) in the southeastern suburb of Saint-Maur-des-Fossés on December 10, 1879 .
The highest temperature was recorded on July 28, 1947 when the temperature in central Paris (Parc Montsouris) reached 40.4 °C (104.7 °F). During the European heat wave of 2003, which caused the death of many elderly people in France, the temperature in central Paris reached 38.1 °C (100.6 °F) (Parc Montsouris) and 40.2 °C (104.4 °F) at Le Bourget Airport in the northern suburbs. A record high night-time minimum of 25.5 °C (77.9 °F) in Parc Montsouris was set on August 11 and August 12, 2003.
History
Paris was occupied by a Gallic tribe until the Romans arrived in 52 BC. The invaders referred to the previous occupants as the Parisii, but called their new city Lutetia, meaning "marshy place". About 50 years later the city had spread to the left bank of the Seine, now known as the Latin Quarter (Le Quartier latin), and was renamed "Paris".
Roman rule had ceased by 508, when Clovis the Frank made the city the capital of the Merovingian dynasty of the Franks. In 845, Paris was sacked by Viking raiders, probably under Ragnar Lodbrok, who collected a huge ransom in exchange for leaving. Thereafter the weakness of the late Carolingian kings of France led to the gradual rise in power of the Counts of Paris; Odo, Count of Paris was elected king of France by feudal lords while Charles III was also claiming the throne. Finally, in 987 Hugh Capet, count of Paris, was elected king of France by the great feudal lords after the last Carolingian king died.

In the 12th and 13th centuries the city grew strongly. Main thoroughfares were paved, the first Louvre was built as a fortress, and several churches, including the Cathedral of Notre-Dame, were constructed or begun. Several schools on the Left Bank were grouped together into the Sorbonne, which counts Albertus Magnus and St. Thomas Aquinas among its early scholars. In the Middle Ages, Paris prospered as a trading and intellectual nucleus, interrupted temporarily when the Black Death struck in the 14th century, and again in the 15th century when urban revolts drove the royal court to abandon the city for almost 100 years. In the 18th century, the royal residence was moved from Paris to nearby Versailles.
The French Revolution began with the storming of the Bastille on July 14, 1789. From the establishment of the French Second Empire in 1852 until 1914, Paris experienced the largest development in its history. The famous Parisian Haussmann Style dates back to this period, during which much of the Paris known today was planned and constructed.
For the World's Fair of 1889 which commemorated the 100th anniversary of the French Revolution, the Eiffel Tower was built, the best-known landmark in Paris and tallest structure in the world until 1930. The large scale display of electricity and light bulbs at the world's fairs of 1889 and 1900, which was a first in the world, earned Paris the nickname "City of Lights".
During World War I, Paris was at the forefront of the war effort, having been spared invasion by the German Army due to the French and English victory at the First Battle of the Marne in 1914. In the Interwar period, Paris was famed for its cultural and artistic life, as well as its nightlife. From Russian exiled artists fleeing the Bolsheviks (such as composer Igor Stravinsky), to Spanish painters (such as Picasso or Dalí), to US writers (such as Hemingway), Paris became a melting pot of artists from all around the world.
In June 1940, five weeks after the start of the German attack on France, a partially-evauated Paris fell to German occupation forces, who remained there until late August 1944. Paris was fortunate to be the one of the few large cities in Europe that suffered almost no destruction from the war, preserving its 19th century architecture intact.
In the post-war period, Paris experienced its largest development since the end of the Belle Époque in 1914. The suburbs around the city proper (commune) of Paris began to expand considerably, with the construction of large social estates known as cités and the beginning of the business district La Défense. In the late 1960s, the Tour Montparnasse, a large, modern skyscraper, was built just south of the Jardin du Luxembourg. Its controversial height and location sparked immediate changes in zoning and administrative rules that now restrict skyscrapers to La Défense.
Since the mid-1980s, there has been periodic unrest, sometimes degenerating into riots, in the poor immigrant neighbourhoods of the outer suburbs of Paris, especially in the cités, which have gradually become ghettos. In late 2005 a wave of riots erupted in the Paris suburbs, with thousands of cars and tens of public buildings burnt.

Density
At the 1999 French census the population density in the city of Paris was 20,164 inh. per km² (52,225 inh. per sq. mile). Excluding the outlying parks of Bois de Boulogne and Bois de Vincennes, the density in the city was actually 24,448 inh. per km² (63,321 inh. per sq. mile). As a matter of comparison, the density in Manhattan at the 2000 US census was 25,846 inh. per km² (66,940 inh. per sq. mile), and the density in Inner London at the 2001 UK census was 8,663 inh. per km² (22,438 inh. per sq. mile).
The population density in the city of Paris is very high compared to those of most western cities, which are rarely as crowded as Paris (except for Manhattan). The density in Paris is comparable to the densities met within Asian cities. In many western cities, people have left the city center in the 20th century to relocate to the distant suburbs, leaving the city center as a business district dead at night. Although the city of Paris has also experienced a decline in population since the 1920s, it has nonetheless seen fewer inhabitants relocating to the suburbs than has occurred in other western cities.
More precisely, people relocating to the suburbs were for the most part replaced by new people attracted to an urban lifestyle, and buildings were not converted into offices as systematically as has happened elsewhere, such as in London where the inhabitants have left the city center since the Second World War, and the density of Inner London is now much lower than that of Paris. This is most striking in the medieval heart of both metropolises: the City of London and the four first arrondissements of Paris were the medieval heart of each metropolis, with densities reaching 75,000 to 100,000 inh. per km² before the Industrial Revolution. Today, the City of London is almost empty, with a population density of only 2,478 inh. per km² (6,417 inh. per sq. mile) in 2001, whereas the four first arrondissements of Paris still have a density of 18,139 inh. per km² (46,979 inh. per sq. mile) in 1999, seven times more dense than in the City of London.
Today, the most crowded arrondissement in the city of Paris is the 11th arrondissement, with a density reaching 40,672 inh. per km² (105,339 inh. per sq. mile) in 1999. Some neighborhoods in the east of this arrondissement are known to have densities of almost 100,000 inh. per km² (260,000 inh. per sq. mile).
Population Growth
At the 1999 census, the population of the city of Paris (excluding suburbs) was 2,125,246. The population of the metropolitan area of Paris was 11,174,743.
Historically, the population of the city of Paris peaked in 1921, when it reached 2.9 million. However, there has been since then a movement toward living in suburbs, as well as the gentrification of many areas of inner Paris, and the use of available space for offices rather than dwellings, although this phenomenon was not as massive as happened in London or in American cities. These tendencies are controversial, and the current city administration is trying to reverse them.
As a matter of fact, as of February 2004 estimates, the population of the city reached 2,142,800 inhabitants, increasing for the first time since 1954. As for the metropolitan area, it reached approximately 11.5 million inhabitants in 2004, growing twice as fast in the 2000s as it did in the 1990s. The metropolitan area of Paris has been in continuous expansion since the end of the French Wars of Religion at the end of the 16th century (with only brief setbacks during the French Revolution and World War II).
As can be seen from the figures, only 18.5% of the inhabitants of the metropolitan area of Paris live inside the city of Paris, while 81.5% live in the suburbs. Visitors to Paris, who mostly stay inside the city, are usually not aware that 81.5% of "Parisians" actually live outside of the city itself, in its very extended suburbs. A majority of Parisians also work outside of the city proper: at the 1999 census, there were 5,089,179 jobs in the metropolitan area of Paris, 32.5% of which were located in the city of Paris proper, while 67.5% were located outside of the city. These peculiar facts are due to the conservativeness of French administrative limits (see Geography section above).
For comparisons, in the metropolitan area of London, approximately 60% of people live inside Greater London proper (2001 census), while in the New York-Newark-Bridgeport metropolitan area, 37.8% of people live inside New York City (2000 census). Even in the Los Angeles-Riverside-Orange County metropolitan area, 22.6% of people live inside the city of Los Angeles proper. Paris can be more rightly compared to the San Francisco Bay Area, where only 11% of inhabitants live inside the city of San Francisco proper. However, unlike in the San Francisco Bay Area, there is no city inside the metropolitan area of Paris that rivals Paris, the largest city (commune) after Paris being Boulogne-Billancourt, with only 108,300 inhabitants in 2004.

Muséification
As a result, a so-called "muséification" (museumification) of the city of Paris is feared. Already, all airports, the largest financial and business district (La Défense), the main food wholesale market (Rungis), major renowned schools (École Polytechnique, HEC, ESSEC, INSEAD, etc.), research laboratories (in Saclay or Évry), the largest sport stadium (Stade de France), and even some ministries (Ministry of Transportation) are now located outside of the city of Paris. Similarly, the National Archives of France are due to relocate to the northern suburbs before 2010.
It is feared that the city of Paris is turning into a museum for tourists and Amélie nostalgists, while the real economic activity and 21st century development take place elsewhere in the metropolitan area. With some of the most stringent protection laws in the world, it is virtually impossible to build new buildings inside the city. Recent proposals by Paris' new mayor, Bertrand Delanoë to gather renowned architects to build skyscrapers on the outskirts of the city center, have been met with strong opposition on all sides. Delanoë wished to scrap the building height limit dating back to Haussmann in the 19th century, and build upwards to compensate for the lack of space on the ground, as was done in Manhattan. The project also aimed to revitalise Paris in the 21st century, rivaling world cities like Shanghai, or even London where city planners have started building aesthetically acclaimed skyscrapers inside the City. The probable failure of the project may be seen as another sign of the "muséification" of the city of Paris.
Immigration
The metropolitan area of Paris is one of the most multi-cultural in Europe. At the 1999 census, 19.4% of the total population of the metropolitan area were born outside of metropolitan France.
As a comparison: at the 2001 UK census, 19.5% of the total population of the metropolitan area of London was born outside of the (metropolitan) United Kingdom, while at the 2000 US census 27.5% of the total population of the New York-Newark-Bridgeport metropolitan area was born outside of the United States (50 states), and 31.9% of the total population of the Los Angeles-Riverside-Orange County metropolitan area was born outside of the United States (50 states).
Still at the 1999 French census, 4.2% of the total population of the metropolitan area of Paris were recent migrants (i.e. people who were not living in France in 1990). The most recent immigrants to Paris come essentially from mainland China and from Africa.

The metropolitan area of Paris is one of the engines of the global economy. In 2003 the GDP of the metropolitan area of Paris as calculated by INSEE and Eurostat was €448,933 million, or US$506.7 billion (at real exchange rates, not at PPP). If it were a country, the metropolitan area of Paris would be the 15th largest economy in the world (as of 2003), above Brazil (US$492.3 billion) and Russia (US$432.9 billion).
Year in, year out, the metropolitan area of Paris accounts for about 29% of the total GDP of metropolitan France, although its population is only 18.7% of the total population of metropolitan France (as of 2004). In 2002, according to Eurostat, the GDP of the metropolitan area of Paris accounted alone for 4.5% of the total GDP of the European Union (of 25 members), although its population is only 2.45% of the total population of the EU25.
Although in terms of population the Paris metropolitan area is only approximately the 20th largest metropolitan area in the world, its GDP is the sixth largest in the world after the metropolitan areas of Tokyo, New York, Los Angeles, London and Osaka.
At the 1999 census there were 5,089,170 persons employed in the metropolitan area of Paris, 31.5% of whom worked inside the city of Paris proper and 16% in the Hauts-de-Seine (92) département, home of the new La Défense business district, to the west of the city proper, while the remaining 52.5% worked in the suburbs.
Economic sectors
The economy of Paris is extremely diverse and has not yet adopted a specialization inside the global economy (unlike Los Angeles with the entertainment industry, or London with financial services). The tourism industry, for instance, employs only 3.6% of the total workforce of the metropolitan area (as of 1999) and is by no means a major component of the economy. The Paris economy is essentially a service economy. Its manufacturing base is still important, the Paris metropolitan area remaining one of the manufacturing powerhouses of Europe, but it is declining, while there is a clear shift of the Paris economy towards high value-added services, in particular services.
Reflecting the diversity of the Paris economy, at the 1999 census 16.5% of the 5,089,170 persons employed in the metropolitan area worked in business services, 13.0% in commerce (retail and wholesale trade), 12.3% in manufacturing, 10.0% in public administrations and defense, 8.7% in health services, 8.2% in transportation and communications, 6.6% in education, and the remaining 24.7% in many other economic sectors.
Among the manufacturing sector, the largest employers were the electronic and electrical industry (17.9% of the total manufacturing workforce in 1999) and the publishing and printing industry (14.0% of the total manufacturing workforce), the remaining 68.1% of the manufacturing workforce being distributed among many other industries.

Paris is divided into twenty arrondissements, numbered in a clockwise spiral outwards from the Ier arrondissement at the center of the city. Two parks on the edge of the city proper, Bois de Boulogne on the west and Bois de Vincennes on the east, belong to the 16th and 12th arrondissements respectively.
Citizens of each arrondissement elect a local council, which in turn elects the mayor of the arrondissement. A selection of members from each arrondissement council form the Council of Paris, which itself has the dual function of being council for the Paris municipality and for Paris as a départment. It must be noted that modern Paris had no Mayor before 1977. Paris in fact has yet to completely emerge from the "prefecture" administrative system created by Bonaparte in 1800; its laws are still governed by its State-appointed Prefecture of Police (as is its Fire Brigade) and has no municipal police force, although it does have its own traffic wardens.
The city of Paris also has other jurisdictional titles: it is a commune and also a département. As a département, until 1968 it stretched beyond its city limits as a Département 75 (or Seine département) to include its immediate suburbs, but that year it was split into four: Paris proper (75) became a smaller département, and in a ring around it three others were created: (Hauts-de-Seine (92), Seine-Saint-Denis (93) and Val-de-Marne (94)).
