Islamic republic

An Islamic republic in its modern context has come to mean several things. Theoretically it is a state under a particular theocratic form of government advocated by some Muslim religious leaders in the Middle East and Africa. In an Islamic republic the laws of the state are required to be compatible with the laws of Islam, while the state remains a republic. In the Islamic Republic of Iran (established in 1979), the president and members of the legislature are elected by direct vote of the citizens (although many westernized and pro-monarchy Iranians object to elections as a means of choosing leaders). Iran's Islamic republic is in contrast to the constitutionally democratic and partially secular state of the Islamic Republic of Pakistan (proclaimed as an Islamic Republic in 1956) where Islamic laws are technically considered to override laws of the state, though in reality they rarely do. Iran is one of the first contemporary nations to formally attempt to follow this form of the government after a revolution. Today, the creation of an Islamic Republic is the rallying cry for many Muslims all over the world. However the term itself means several things to several people. Many of these Muslims advocate the abolition of the monarchies of the Middle East, regimes which they believe to be overly secular or otherwise destructive to Islam. The nations of Afghanistan, Iran, Mauritania, and Pakistan all have "Islamic republic" in their full name, though they differ greatly in individual governments and laws. Pakistan for example, only uses the "Islamic" name on its passports and visas. All government documents are prepared under the name of the Federation of Pakistan, and some constitutional scholars believe that this should be the proper name. However, it must be pointed out that the name is specifically mentioned in the Constitution of 1973. A state is an organized political community occupying a definite territory, having an organized government, and possessing internal and external sovereignty. Recognition of the state's claim to independence by other states, enabling it to enter into international agreements, is often important to the establishment of its statehood, although some theories do not make this a requirement - for instance, the Montevideo Convention. The "state" can also be defined in terms of domestic conditions, specifically, as conceptualized by Max Weber, "a state is a human community that (successfully) claims the monopoly of the legitimate use of physical force within a given territory." Introduction

The word "state" in contemporary parlance often means the "Westphalian state", in reference to the Peace of Westphalia of 1648. In this sense, the modern state is an entity that enjoys extensive autonomy in its domestic economic and social policy, largely free from interference from other states and powers. A number of modern commentators have claimed that we are experiencing the decline of the Westphalian state as the principal actor of the international system, pointing to economic, cultural, political, and technological changes in the world, such as globalization and the emergence of regional and supernational groupings such as the European Union. The term "state" is also used to describe subnational territorial divisions within a federal system, as in the case of the United States of America. See state (law) and state (non-sovereign). In common speech, the terms country, nation and state are casually used as synonyms, but in a more strict usage they are distinguished:
- country is the geographical area.
- nation designates a people (however, national and international both confusingly refer as well to matters pertaining to what are strictly states, as in "national capital", "international law").
- state refers to the government, and an entity in international law. Currently, the entire land surface of the Earth is divided among the territories of the roughly two hundred states now existing, with the special case of Antarctica, a variety of disputed territories, and a number of areas where state power exists in theory, but not in practice (the most significant of these being Somalia and Iraq).

Etymology

The word "state" originates from the medieval state or throne upon which the head of state (usually a monarch) would sit. By process of metonymy, the word state became used to refer to both the head of state and the power entity he represented (though the former meaning has fallen out of use). A similar association of terms can today be seen in the practice of referring to government buildings as having authority, for example "The White House today released a press statement..."

Formation of the state

The birth of the state, in the broadest sense of the word, coincides with the rise of civilization. For most of the existence of the human species, people lived as nomadic hunter-gatherers. That lifestyle began to change with the invention of agriculture around the 9th millennium BC. The practice of agriculture made it necessary for human beings to build permanent settlements and spend most of their lives in close proximity to the land they cultivated. Thus, control over land became an issue for the first time. To express that control, various forms of property rights developed, with people claiming different kinds of rights over various areas of land. Disagreements over the nature and extent of such claims of ownership degenerated into violence and the first "wars". In some parts of the world, notably Mesopotamia and the Nile valley, natural conditions favoured the concentration of land ownership in few hands. Eventually, a small group of people found themselves owning the land on which many other people worked for a living. This control over the land meant control over the people whose livelihoods depended on the land; thus, the first primitive states arose. These states were usually despotic and unstable, with the ruler(s) holding absolute power over their subjects until some other ruler(s) displaced them. Since there were no laws and no infrastructure, and since power was exercised arbitrarily, some political theorists and historians do not consider such early forms of despotic rule to have been states in the proper sense of the word; they are sometimes called proto-states. One of the earliest known sets of laws, the Code of Hammurabi, has been dated to ca. 1700 BC. It was around this time that the concept of law - one of the foundations of the modern state - began to appear. But the rulers of the Ancient Near East had a long tradition of holding absolute power and claiming the status of god-kings (see hydraulic despotism). Thus, laws limiting the power of monarchs did not develop very far in that region. The city-states of Ancient Greece were the first to establish states whose powers were clearly defined in laws (even if the laws themselves could usually be changed quite easily). Also, notably, the idea of democracy was born in ancient Athens (see Athenian democracy). Many institutions of the modern state (especially in Western Europe and areas once dominated by Western-European empires) can trace their origins back to Ancient Rome, which inherited the political traditions of the Greeks and developed them further (particularly the rule of law, albeit in incomplete form). However, the Roman Republic gave way to the Roman Empire - which, in turn, created the concept of universal empire: the idea that the entire world was (or should be) under the authority of one single legitimate state. The fall of the Roman Empire and the Great Migrations changed the character of European politics. The "barbarian" (i.e., non-Roman) kingdoms and chieftains that followed the Roman Empire were ephemeral and transitory and bore little resemblance to the modern state. Even the kingdom of Charlemagne was fleeting; without the tradition of primogeniture, it dissolved into three smaller kingdoms with the Treaty of Verdun in 843. These kingdoms were treated more as land holdings by the royalty that ruled them. Once again, the state became little more than an expression of the ruler's private ownership of a certain area of land. The lack of a real successor to the Roman Empire in Western Europe created a power vacuum. The kingdoms of Western Europe were besieged by invaders on the frontiers - first, the Muslim invasions from the south, then a series of new migrations from the east and finally the Viking invasions from the north. At the same time, the various kingdoms (and smaller political units) were often involved in wars with each other over territory and succession. The solution that evolved out of these affairs was decidedly opposed to the system of independent states and temporary alliances that dominate the modern international system. Religion, which had rarely been a factor in the power calculations of Ancient Greece and the Roman Empire, became the cornerstone of an extremely loose pan-European defensive bloc under the aegis of the Catholic Church. This system produced an extensive framework of institutions - sometimes called "feudalism" - that regulated internal conflict and enabled Western Europe to confront exterior threats, even while no individual secular entity was truly independent in the sense of the modern state. This system asserted itself abroad in the form of the Crusades as the Middle Ages progressed. In 1302, Pope Boniface VIII stated that the political powers of Christendom exercised their prerogatives "at the command and sufferance of the priest." This limited the power of kings, who were obliged to pledge their ultimate allegiance to the Pope. The Holy Roman Empire, one of the strongest medieval authorities, emerged as a competitor to Papal power under Holy Roman Emperor Frederick Barbarossa, who invaded Italy to press his claims to secular authority in the mid-12th century. The weakening of the papacy was a major theme of the Middle Ages; the Western Schism in the later 14th century, a dispute over papal succession, was exploited by secular authorities and contributed to their growing power. The emergence of large, stable land holdings by single dynasties - for instance, France and Castile - enabled them to take a more active and independent role than their traditionally subsidiary role in the earlier middle ages. This shift to more independent, more secular actors would become a major point of controversy in Early Modern Europe. The great dynasties of Europe dramatically consolidated power by the beginning of the 16th century; additionally, the external threats to Europe had considerably lessened. The Reformation was to have a powerful impact on the structure of European politics; the dispute was not only theological, but also threatened the very fabric of the ancient political institutions of feudalism. The bloody conflicts that followed, blending the religious and political, pitted those who asserted the authority of the Pope (and in Germany, the Holy Roman Emperor) against those who asserted the authority of secular authorities and their sovereign ability to make internal policy, particularly when that policy reflected religious affiliation, Roman Catholic or Protestant. These conflicts culminated in the Thirty Years' War of the 17th century. In 1648, the powers of Europe signed the Treaty of Westphalia which ended the religious violence for purely political motives and the Church was stripped of temporal power - even though religion continued to play a political role as the foundation of the divine right of kings. The principle of "cuius regio, eius religio" established at Westphalia and previously in the Peace of Augsburg set a precedent of noninterference in other states' internal affairs that was key in the evolution of the modern state. In Germany, the office of the Holy Roman Emperor, the most prominent symbol of lingering institutions of feudalism, was emasculated as a secular authority in favor of the constituent elements of the Holy Roman Empire. The modern state was born. The state continued to develop as monarchs brought nobles and free towns into line and amassed spectacular resources and prestige. The growing numbers of civil servants eventually became known as the bureaucracy after the elevation of the Republican ideal. Nearly a century and a half after the Peace of Westphalia, the state became fully modern through the French Revolution. Claiming 'national will' as its justification, Napoleon and the Grande Armee of France swept over Europe. In response, conquered and neighboring principalities discarded their old systems and adopted the new model of the nation state. The nation state has remained the dominant political entity all over the world ever since, even though the many ideologies of the 19th and 20th century have created numerous different ways of running the affairs of nation states, as well as numerous different forms of internal and external organization (see political system and economic system).

International point of view

The legal criteria for statehood are not obvious. A document that is often quoted on the matter is the Montevideo Convention from 1933, the first article of which states: :The state as a person of international law should possess the following qualifications: (a) a permanent population; (b) a defined territory; (c) government; and (d) capacity to enter into relations with the other states. Also, in article 3 it very clearly states that statehood is independent of recognition by other states. This is the declarative theory of statehood. While the Montevideo is a regional American convention and has no legal effect outside the Americas, some have nonetheless seen it as an accurate statement of customary international law. On the other hand, article 3 of the convention is attacked by the advocates of the constitutive theory of statehood, where a state exists only insofar as it is recognized by other states. Which theory is correct is a controversial issue in international law. An example in practice was the collapse of central government in Somalia in the early 1990s: the Montevideo convention would imply that the state of Somalia no longer existed, and the subsequently declared republic of Somaliland (comprising part of the so-called "former" Somalia) may meet the criteria for statehood. However the self-declared republic has not achieved recognition by other states. Article 1 of the convention is also attacked by those who claim that it fails to take into account the complicated situations of military occupation, territorial cession, and governments in exile. Richard W. Hartzell is a leading proponent of this view, and stresses that the four criteria of article 1 need to be expanded to nine. The domestic point of view

Looked at from the point of view of an individual nation, the state is a centralized organization of the whole country. Those studying this dimension emphasize the relationship between the state and its people. The English political philosopher Thomas Hobbes argued that in order to avoid a multi-sided civil war, in which life was "solitary, poor, nasty, brutish, and short", individuals must necessarily surrender many of their "natural rights" -- including that of attacking each other -- to the "Leviathan", a unified and centralized state. In this tradition, Max Weber and Norbert Elias defined the state as an organization of people that has a monopoly on the legitimate use of force in a particular geographic area. Also in this tradition, the state differs from the "government": the latter refers to the group of people who make decisions for the state. For Weber, this was an "ideal type", or model, or pure case of the state. Many institutions that have been called "states" do not live up to this definition. For example, in countries such as Afghanistan and the Democratic Republic of the Congo, the central state has so far not succeeded in monopolizing the legitimate use of force, and must compete with various local warlords. These cases are sometimes called "failed states". One of the most basic characteristics of a modern state is regulation of property rights, investment, trade and the commodity markets (in food, fuel, etc.) typically using its own currency. Although many states (by their own decision) increasingly cede these powers to trade bloc entities, e.g. North American Free Trade Agreement, European Union, it is always controversial to do so, and opens the question of whether these blocs are in fact simply larger states. The study of political economy, which evolved into the modern study of economics, deals with these specific questions in more detail. However, although states are often influenced in their decisions and no longer hold an absolute jurisdiction over their internal affairs, they are nonetheless much stronger in relation to international organizations or to other states than lower (substate) political subdivisions normally are. But the trend at the moment is for the power of superstate levels of governance to increase, and there is no sign of this increase abating. Many (especially those who favour constitutional theories of international law) therefore reject as outdated the idea of sovereignty, and view the state as just the chief political subdivision of the planet.

Philosophies of the state

Different political philosophies have distinct opinions concerning the state as a domestic organization. In the modern era, these philosophies emerged with the rise of capitalism, which coincided with the (re)emergence of the state as a separate and centralized sector of society. Philosophers such as Thomas Hobbes, John Locke, and Jean-Jacques Rousseau pondered issues concerning the ideal and actual roles of the state. Recent philosophers like John Rawls and Robert Nozick were more concerned with distributive justice and the morality of exercising political power. There are four theories about the origin (and indirectly the justification) of the state. They are:
- Supernatural or natural authority - In this view, the state is either ordained by a higher power (such as God for the "Divine right of kings") or arises naturally out of a presumed human need for order and authority.
- Natural rights - According to this theory, human beings have certain rights that are "natural" (the implications of this word may vary), and establish states for the protection of those rights.
- Social contract - This idea holds that the state is established by the people (i.e. through the consent of the governed) in order to provide for various collective needs that cannot be satisfied through individual efforts, such as national defense, public roads, education, "the general welfare", etc.
- Conflict - Perhaps the simplest of the theories, it holds that the state did not arise out of any conscious decision, but merely as the result of violent conflict. Various groups of people fought each other for control over land or other resources, and the winning side imposed its domination on the losing side. These four theories can accommodate the full spectrum of political views. In practice, most people (and most political philosophies) subscribe to a combination of two or more of the above theories - arguing, for example, that different states have different origins. The conflict theory, in particular, is often combined with one of the other three in order to separate the illegitimate states (those created through conflict and subjugation) from the legitimate ones. There are at least five major philosophies of the state today, the last four of which correspond to specific political ideologies: contractarianism, liberalism, Marxism, conservatism, and anarchism. Contractarianism, as the name implies, is based on the social contract theory. It is also the only major philosophy of the state that does not fall within any single political ideology - perhaps because several different ideologies have adopted it as their own. Contractarianism is the foundation of modern democracy, as well as most forms of socialism and some types of liberalism. In contractarian thinking, the state should express the public interest, the interests of the whole society, and reconcile it with the separate interests of individuals. The state provides public goods and other kinds of collective consumption, while preventing individuals from free-riding (taking advantage of collective consumption without paying) by forcing them to pay taxes. Liberalism, in the classical sense, is based mainly on the natural rights theory. In this view, some or even all "rights" exist naturally and are not created by the state. For example, John Locke believed that individual property rights existed prior to the creation of the state, while the state's main job should be to preserve those rights. Historically, liberals have been less concerned with determining what the state should do and far more interested in stipulating what the state shouldn't do. The liberal philosophy of the state holds that the powers of any state are restricted by natural rights that exist independently of the human mind and overrule any social contract. However, there has been considerable debate among liberals as to what these natural rights actually are. Critics argue that they do not exist at all, since they are not evident from any observations of nature. On the other hand, there are also liberals who subscribe to the contractarian theory. In most cases, they fall on the left wing of liberalism, being social liberals ("New Deal" liberals; see American liberalism) and arguing for a welfare state. They stand in opposition to adherents of the natural rights theory, who tend to be libertarians, falling on the right wing of liberalism and arguing for a "minimal" state. The Marxist philosophy of the state is based on the conflict theory - specifically, on the idea of class conflict. In this view, the primary role of the state in practice is to enforce the existing system of unequal property and personal rights, class domination, and exploitation. The state also mediates in all types of social conflicts, and supplies necessary social-infrastructural conditions for society as a whole. Under such systems as feudalism, the lords used their own military force to exploit their vassals. Under capitalism, on the other hand, the use of force is centralized in a specialized organization which protects the capitalists' class monopoly of ownership of the means of production, allowing the exploitation of those without such ownership. In modern Marxian theory, such class domination can coincide with other forms of domination (such as patriarchy and ethnic hierarchies). Further, in Marxist theory, classes and other forms of exploitation should be abolished by establishing a socialist system, to be followed later by a communist one. Communism, the final goal, is a classless, propertyless and stateless society; however, socialism still preserves personal property and a (democratic) state. Thus, Marxism is opposed to the state (which it views as illegitimate, in accordance with the conflict theory), but does not wish to abolish the state immediately. As such, there is some overlap between Marxism and contractarianism: the socialist state that Marxists wish to establish as their short-term goal is to be based on a form of social contract. This state ought subsequently to slowly "wither away" as the representative democracy of socialism gradually transforms into the direct democracy of communism. Once the process is complete, the communist social order has been achieved and the state no longer exists as an entity separate from the people. In conservative thinking, which is based on the theory of (super)natural authority, the existing structure of traditions and hierarchies (of class, patriarchy, ethnic dominance, etc.) is seen as benefiting society overall. Thus, in a way, conservatives accept some ideas from both the Marxist and the liberal schools of thought, but view them in a different light: the state forces people to accept class and other kinds of domination, but this is seen as being for their own good. This perspective posits that, in general, current traditions only exist because they have been demonstrably successful in the past. Further, as with the liberals, the state is seen as always existing and/or "natural". Many conservatives, especially in recent decades, have come out in favor of the liberal theory of natural rights. Finally, in anarchist thinking, the state is nothing but an unnecessary and exploitative segment of society. Totally rejecting the Hobbesian notion that only a state can prevent chaos, anarchists argue that the state's monopoly of violence creates chaos. They believe that if the state and its restrictions on individual freedom were abolished, people could figure out how to work together peacefully and individual creativity would be unleashed. Contrary to the Marxist perspective, the anarchists see the state as an unnecessary evil, rather than a tool to be used in the class struggle.

Form of government

A form of government (also referred to as a system of government) is a social institution composed of various people, institutions and their relations in regard to the governance (or government) of a state. Different forms of government have different political systems—a term which is generally considered to be a separate but related concept. A wide range of different forms of government has been proposed or used in practice. The study of such forms is called civics or comparative government.

Types of government

However, the picture is more complicated than this, as every country’s system is unique, and in practice many represent a hybrid of different forms of government. For example, a system generally seen as a representative democracy (for instance Canada and the United States) may in fact also include measures providing for a degree of direct democracy in the form of referenda, for deliberative democracy in the form of the extensive processes required for constitutional change, and investigating committees and commissions (which may not be led by representatives). A further complication is that a number of political systems originate as socio-economic movements and are then carried into governments by specific parties naming themselves after those movements. Experience with those movements in power, and the strong ties they may have to particular forms of governmental control, can cause them to be considered as forms of government in themselves. Some examples are as follows:
- Perhaps the most widely cited example of such a phenomenon is the communist movement. This is an example of where the resulting political systems may diverge from the original socio-economic ideologies from which they developed. This may mean that adherents of the ideologies are actually opposed to the political systems commonly associated with them. For example, activists describing themselves as Trotskyists or communists are often opposed to the communist states of the 20th century.
- Islamism is also often included on a list of movements that have deep implications for the form of government. Indeed, many nations in the Islamic World use the term Islamic in the name of the state. However, these governments in practice exploit a range of different mechanisms of power (for example debt and appeals to nationalism). This means that there is no single form of government that could be described as “Islamic” government. Islam as a political movement is therefore better seen as a loose grouping of related political practices rather than a single, coherent political movement.
- The basic principles of many other popular movements have deep implications for the form of government those movements support and would introduce if they came to power. For example, bioregional democracy is a pillar of green politics.

Muslim

A Muslim (Arabic: مسلم) (sometimes also pronounced Moslem) is an adherent of Islam. Literally, the word means someone who has submitted/surrendered himself or herself to the will of God.

Definition

Most Muslims accept as a fellow Muslim anyone who has sincerely pronounced the Shahada, a ritual declaration of submission to God and assertion that Muhammad is the last prophet. Muslims describe many Biblical figures, such as Musa (Moses) and Isa (Jesus), as Muslims because they submitted completely to God.

Etymology

The singular form of the word Muslim comes from the Arabic plural form 'Al-Muslimīn, from the tri-consonantal root SLM, also found in the words Islam and salām. The plural form is instanced in the Qur'an, 22:79, Al-Hajj.

Pronunciation and spelling

Until around the late 1980s, the word was commonly spelled Moslem. The spelling has since fallen into disuse. Muslims do not recommend this spelling because it is often pronounced "mawzlem," which sounds somewhat similar to an Arabic word for "oppressor" (Za'lem in Arabic). The word is pronounced "Mus"-lim in Arabic, but some English dictionaries allow both "Mus"-lim and "Muz"-lim. The word is written "Muslim".

Other words for Muslim

Many English-language writers used to call Muslims "Mohammedans" or "Mahometans," meaning "followers of Mohammed," but this terminology is considered incorrect and insulting, because Muslims believe it implies that they worship the prophet Muhammad, contrary to the fundamental principles of Islam itself. This terminology is seen as too similar to Christians as followers and worshippers of Christ. In addition, Muslims believe that the religion of submitting to God (Islām in Arabic) existed long before the birth of Muhammad, making all the prophets before him "Muslims." English writers of the 19th century and earlier sometimes used the words Mussulman, Musselman, or Mussulmaun. Variant forms of this word are still used by many Indo-European languages. These words are similar to the French, Spanish, and Italian words for "Muslim."

Disputes

The Ahmedi sect consider themselves Muslim, and an agnostic or atheist of Islamic background may refer to themselves as a cultural Muslim; however, most mainstream Muslims disagree with both these classifications, since they conflict with the conventional religious definition of Islam.

Middle East

The Middle East is a political and cultural subregion of Asia, or of Africa-Eurasia. The core of the region comprises the lands between the Mediterranean Sea and the Persian Gulf along with the Anatolian, Arabian and Sinai peninsulas. Sometimes, it is used in a broader sense which can include areas stretching from North Africa in the west to Pakistan in the east and the Caucasus and/or Central Asia in the north. The media and various international organizations (such as the United Nations) usually considers the Middle East to be Southwest Asia (including Cyprus and Iran) plus all of Egypt. The area encompasses several cultural and ethnic groups, including the Iranians, Arabs, Greeks, Jews, Berbers, Assyrians, Kurds and Turks. The main language groups include: the Persian, Arabic, Hebrew, Assyrian, Kurdish and Turkish. The corresponding adjective is Middle-Eastern and the derived noun is Middle-Easterner. Most Western definitions of the "Middle East" -- in both established reference books and common usage -- define the region as 'nations in Southwest Asia, from Iran (Persia) to Egypt'. Consequently, Egypt, with its Sinai Peninsula in Asia, is usually considered part of the 'Middle East', although most of the country lies geographically in North Africa. North African nations without Asian links, such as Libya, Tunisia and Morocco, are increasingly being called North African -- as opposed to Middle Eastern (Iran to Egypt - Asia) -- by international media outlets.

History

North African Main article: History of the Middle East Starting in the middle of the 20th century, the Middle East has been at the center of world affairs, and has been an extremely strategically, economically, politically, culturally, and religiously sensitive area. It possesses huge stocks of crude oil and is the birthplace and spiritual centre of Judaism, Christianity, and Islam.

Borders

The term Middle East defines a cultural area, so it does not have precise borders. The most common and highly arbitrary definition includes: Bahrain, Cyprus, Egypt, Turkey, Iran (Persia), Iraq, Israel, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, Syria, the United Arab Emirates, Yemen, the West Bank and the Gaza Strip. Iran is often the eastern border, but Afghanistan and western Pakistan are often included due to their close relationship (ethnically and religiously) to the larger group of Iranian peoples as well as historical connections to the Middle East including being part of the various empires that have spanned the region such as those of the Persians and Arabs among others. Afghanistan, Tajikistan, and western Pakistan (Baluchistan and North West Frontier Province) share close cultural, linguistic, and historical ties with Iran and are also part of the Iranian plateau, whereas Iran's relationship with Arab states is based more upon religion and geographic proximity. Also the Kurds, another group of Iranic linguistic extraction, are the largest ethnic group in the Middle East without their own state. North Africa or the Maghrib, although often placed outside the Middle East proper, does have strong cultural and linguistic links to the region, and historically has shared many of the events that have shaped the Mediterranean and Middle Eastern regions including those prompted by Phoenician-colonized Carthage and Greco-Roman civilization as well as Muslim Arab-Berber and Ottoman empires. The Maghrib is sometimes included, sometimes excluded from the Middle East by the media and in informal usage, while most academics continue to identify North Africa as geographically a part of Africa, but being closely related to southwestern Asia in terms of politics, culture, religion, language, history, and genetics. This can be compared with other similar instances in which, for example, Tasmania and Newfoundland, geographically non-European, share many such traits with northwestern western Europe while Madagascar is in some of these respects more like southeast Asia than southeast Africa. The Caucasus region, Cyprus, and Turkey, although often grouped into Southwest Asia based upon geographic proximity and continuity, are generally considered culturally and politically European due to their various historic and recent political ties to that region. For example, Armenia and Cyprus, although both exist in close geographic proximity to the Middle East, possess two important criteria that links them more to Europe than to the Middle East: their national identity that combines an Indo-European linguistic background and majority populations that adhere to Christianity, which are both factors that do not correspond with most typically Middle Eastern countries some of whom possess one trait (Indo-European languages dominate Iran and Afghanistan for example) or the other (Lebanon is the only country that may have a Christian majority but this remains speculative as well). Turkey possesses neither of these European traits, but has deep historic (and according to genetic research DNA) connections with Europe since it was the site of the Byzantine Empire and the Ottoman Empire that overlapped into Europe. As a prospective candidate of the European Union and a long-time member of NATO, Turkey has adopted the secular traits that dominate Europe and has severed many of its ties to the Middle East with the notable exception of the religion of Islam. Both Georgia and Azerbaijan were radically altered by the dominion of the Russian Empire and the Soviet Union and are seen as more 'European' then Middle Eastern and generally viewed as a regional bloc in the Caucasus region. Central Asian countries from the former Soviet Bloc also show varying degrees of affinity and historical ties to the Middle East, but not in any uniform fashion. While the southern states of Turkmenistan, Uzbekistan, and Tajikistan display many cultural, historical, and socio-political similarities to the Middle East, Kazakhstan and Kyrgyzstan are examples of more remote and mixed cultures. As a result, these states are often viewed as similarly Eurasian to the Caucasus and their Soviet past has set them apart in various ways from the Middle East, while there has been a movement to re-establish ties to the region in Tajikistan, for example, based upon their ethno-linguistic affinities with Iran and Afghanistan. Like the Caucasus and Turkey, Central Asia has strong secular and 'western' affinities that are both Soviet legacies, although this may change with some recent shifts towards a historical-cultural renaissance and resurgence of Islamic identity that were suppressed for decades by Soviet authorities. Lastly, the state of Israel also represents a unique fusion of European and Middle Eastern traits, but due to geographic continuity with the Levant and a majority population that is predominantly Middle Eastern (including Sephardic Jews, Sabras, Israeli Arabs, etc.). However, due to political and religious conflict, Israel is something of an anomaly in a region of exceptions and diversity.

Changes in the meaning over time

Until World War 2, it was customary to refer to the eastern shore of the Mediterranean as the Near East. The Middle East then meant the area from Mesopotamia to Burma, namely the area between the Near East and the Far East. The sense described in this article evolved during the war, perhaps influenced by the ancient idea of the Mediterranean as the "sea in the middle".

Eurocentrism

Some have criticized the term Middle East for its perceived Eurocentrism. The region is only east from the perspective of western Europe. To an Indian, it lies to the west; to a Russian, it lies to the south. The description Middle has also led to some confusion over changing definitions. Before the First World War, Near East was used in English to refer to the Balkans and the Ottoman Empire, while Middle East referred to Persia, Afghanistan and Central Asia, Turkistan and the Caucasus. In contrast, Far East refers to the countries of East Asia e.g. China, Japan, Koreas, Hong Kong, Taiwan etc. With the disappearance of the Ottoman Empire in 1918, Near East largely fell out of common use in English, while Middle East came to be applied to the re-emerging countries of the Islamic world. However, the usage of Near East was retained by a variety of academic disciplines, including archaeology and ancient history, where it describes an area identical to the term Middle East, which is not used by these disciplines (see Ancient Near East). So in shorter words, the term Middle East came about when the UK/French part of the world used the term. In German the Term Naher Osten (Near East) is still in common use. The criticism of Eurocentrism is of course related to the fact that 'East' and 'West' are defined in relation to the lines of Longitude relative to the Prime Meridian or Greenwich Meridian and therefore inherently Eurocentric. This was a result of the British cartography standard being widely accepted in 1884 at the International Meridian Conference.

Indirect translations

There are terms similar to Near East and Middle East in other European languages, but, since it is a relative description, the meanings depend on the country and are different from the English terms generally. See :fr:Proche-Orient, :fr:Moyen-Orient, and :de:Naher Osten for examples.

Similar terms

In some ways the lack of precise borders of the Middle East is an advantage, since it can be used to describe various cultural and political criteria. This vagueness in definition has led to the emergence of alternative neutral terms used by international organizations and movements, namely Southwest Asia and West Asia, which has become the preferred term of use in India, both by the government and by the media. Arab world is not a synonumous term for the Middle East, although it covers most of the same area. "Middle East-North Africa" (MENA), which is sometimes used to encompass the zone from Morocco to Iran, also occasionally called the Greater Middle East; sometimes this term is used to mean the entire area of Africa from the Sahara to the Mediterranean and Asia west of China and India and south of Russia. It is used by some historians who deal with various empires and civilizations (including that of the Mediterreanean Greco-Romans and Persians as well as the vast Arab Caliphates and the regions where early Muslim Turks established their rule). It can encompass North Africa and Turkey in the west to Pakistan and Afghanistan in the east. Middle Easterner

Strictly speaking, A Middle Easterner is someone who lives in, or is from the area around the eastern Mediterranean, from Iran to northern Africa and eastward to Pakistan. The site of such ancient civilizations as Phoenicia and Persian and Babylon and Egypt is the birthplace of Judaism, Christianity, Zoroastrianism and Islam.

Republic

:This article concentrates on the several forms of government of real states and countries that have been termed republic, for all other uses see: republic (disambiguation) In a broad definition, a republic is a state whose political organization rests on the principle that the citizens or electorate constitute the ultimate root of legitimacy and sovereignty. Several definitions, including that of the 1911 Encyclopædia Britannica, stress the importance of autonomy and the 'rule of law' as part of the requirements for a Republic. The detailed organization of republics' governments can vary widely in practice. The first section of this article gives an overview of the distinctions that characterise different types of non-fictional republics. In addition, many forms of national governments that call themselves "republics" are actually some other form of government, such as oligarchies, hereditary monarchies or socialist states or simple dictatorships. The second section of the article gives short profiles of some of the most influential republics, by way of illustration. A more comprehensive List of republics appears in a separate article. The third section is about how republics are approached as state organisations in political science: in political theory and political science, the term "republic" is generally applied to a state where the government's political power depends solely on the consent, however nominal, of the people governed, along with some form of written constitution, limitations against absolute power by a single individual or a combination of individuals, and other characteristic mechanisms of freedom, such as economic freedom, or a "commonwealth".

Characteristics of republics

Heads of state

In most modern republics the head of state is termed president. Other titles that have been used are consul, doge, knyazs, archon, and many others. In republics that are also democracies the head of state is appointed as the result of an election. This election can be indirect: a council of some sort is elected by the people, and this council then elects the head of state. In these kinds of republics the usual term for a president is in the range of four to six years. In some countries the constitution limits the number of terms the same person can be elected as president. If the head of state of a republic is at the same time the head of government, this is called a presidential system (example: United States). In Semi-presidential systems the head of state is not the same person as the head of government, in that case he is usually termed prime minister or premier. Depending on whether the president has any specific tasks (for example, advisory role in the formation of a government after an election) this can leave the president with little more than a ceremonial function. The Prime Minister is responsible for managing the policies and the central government. Depending on the rules for appointing the president and the leader of the government, it is possible for some of these countries to have a situation where the president and the prime minister have opposing political convictions: in France, when the members of the ruling cabinet and the president come from opposing political factions, this situation is called cohabitation. In countries such as Germany and India, however, the president needs to be strictly non-partisan. In some countries, like Switzerland and San Marino, the head of state is not a single person but a committee (council) of several persons holding that office. The Roman Republic had two consuls, appointed for a year by the senate. During the year of their consulship each consul would in turn be head of state for a month at a time, thus alternating the office of consul maior (the consul in power) and of consul suffectus (not-ruling consul, however with some supervision on the work of the consul maior) for their joint term. Republics can be led by a head of state that has many of the characteristics of a monarch: not only do some republics install a president for life, and invest such president with powers beyond what is usual in a representative democracy, examples such as the post-1970 Syrian Arab Republic show that such a presidency can apparently be made hereditary. Historians disagree when the Roman Republic turned into Imperial Rome: the reason is that the first Emperors were given their head of state powers gradually in a government system that in appearance did not originally much differ from the Roman Republic. Similarly, if taking the broad definition of republic above ("In a broad definition a republic is a state or country that is led by people that don't base their political power on any principle beyond the control of the people living in that state or country."), countries usually qualified as monarchies can have many traits of a republic in terms of form of government. The political power of monarchs can be non-existent, limited to a purely ceremonial function or the "control of the people" can be exerted to the extent that they appear to have the power to have their monarch replaced by another one. The often assumed "mutual exclusiveness" of monarchies and republics as forms of government is thus not to be taken too literally, and largely depends on circumstances:
- Autocrats might try to give themselves a democratic tenure by calling themselves president (or princeps or princeps senatus in the case of Ancient Rome), and the form of government of their country "republic", instead of using a monarchic based terminology.
- For full-fledged representative democracies ultimately it generally does not make all that much difference whether the head of state is a monarch or a president, nor, in fact, whether these countries call themselves a monarchy or a republic. Other factors, for instance, religious matters (see next section) can often make a greater distinguishing mark when comparing the forms of government of actual countries. For this reason, in political science the several definitions of "republic", which in such a context invariably indicate an "ideal" form of government, do not always exclude monarchy: the evolution of such definitions of "republic" in a context of political philosophy is treated in republicanism. However, such theoretical approaches appear to have had no real influence on the everyday use (that is: apart from a scholar or "insider" context) of the terminology regarding republics and monarchies. The least that can be said is that Anti-Monarchism, the opposition to monarchy as such, did not always play a critical role in the creation and/or management of republics. For some republics, not choosing a monarch as head of state, could as well be a practical rather than an ideological consideration. For example where there was no monarchial candidate readily available. However, for the states created during or shortly after the Enlightenment the choice was always deliberate: republics created in that period inevitably had anti-monarchial characteristics. For the United States the opposition to the British Monarchy played an important role, as did the overthrow of the French Monarchy in the creation of the first French Republic. By the time of the creation of the Fifth Republic in that country "anti-monarchist" tendencies were barely felt. The relations of that country to other countries made no distinctions whether these other countries were "monarchies" or not.

Role of religion

Before several Reformation movements established themselves in Europe, changes in the religious landscape rarely had any relation to the form of government adopted by a country. For instance the transition from polytheism to Christianity in Ancient Rome maybe had brought new rulers, but no change in the idea that monarchy was the obvious way to rule a country. Similarly, late Middle Age republics, like Venice, emerged without questioning the religious standards set by the Roman Catholic church. This would change, for instance, by the cuius regio, eius religio from the Treaty of Augsburg (1555): this treaty, applicable in the Holy Roman Empire and affecting the numerous (city-)states of Germany, ordained citizens to follow the religion of their ruler, whatever Christian religion that ruler chose - apart from Calvinism (which remained forbidden by the same treaty). In France the king abolished the relative tolerance towards non-Catholic religions resulting from the Edict of Nantes (1598), by the Edict of Fontainebleau (1685). In the United Kingdom and in Spain the respective monarchs had each established their favourite brand of Christianity, so that by the time of the Enlightenment in Europe (including the depending colonies) there was not a single absolute monarchy that tolerated another religion than the official one of the state.

Republics reducing state religion impact

An important reason why people could choose their society to be organised as a republic is the prospect of staying free of state religion: in this approach living under a monarch is seen as more easily inducing a uniform religion. All great monarchies had their state religion, in the case of pharaohs and some emperors this could even lead to a religion where the monarch (or his dynasty) were endowed with a god-like status (see for example imperial cult). On a different scale kingdoms can be entangled in a specific flavour of religion: Catholicism in Belgium, Church of England in the United Kingdom, Orthodoxy in Tsaristic Russia and many more examples. In absence of a monarchy, there can be no monarch pushing towards a single religion. As this had been the general perception by the time of the Enlightenment, it is not so surprising that republics were at that time seen as the preferable form of state organisation, if one wanted to avoid the downsides of living under a too influential state religion:
- United States: the Founding Fathers, seeing that no single religion would do for all Americans, adopted the principle that the federal government would not support any established religion. At first the states were free to establish religion, but they disestablished it instead, and apparently lost the right to set up state religions as a result of 20th century Supreme Court decisions.
- Besides being anti-monarchial, the French Revolution, leading to the first French Republic, was at least as much anti-religious, and led to the confiscation, pillage and/or destruction of many abbeys, beguinages, churches and other religious buildings and/or communities. Up to the Fifth Republic, laïcité can be seen to have a much more profound meaning in republican France than in its neighbouring countries ruled as a monarchy. Several states that called themselves republics have been fiercely anti-religious. This is particularly true for communist republics like the (former) Soviet Republics, North Vietnam, North Korea, and China.

Republics highlighting state religion impact

Some countries or states prefer or preferred to organise themselves as a republic, precisely because it allows them to inscribe a more or less obligatory state religion in their constitution: Islamic republics generally take this approach, but the same is also true (in varying degrees) for example in the Jewish state of Israel, in the Protestant republic that originated in the Netherlands during the Renaissance, and in the Catholic Irish Republic, among others. In this case the advantage that is sought is that no broad-thinking monarch could push his citizens towards a less strict application of religious prescriptions (like for instance the Millet system had done in the Ottoman Empire) or change to another religion altogether (like the swapping of religions under the Henry VIII/Edward VI/Mary I/Elizabeth I succession of monarchs in England). Such approach of an ideal republic based on a consolidated religious foundation played an important role for example in the overthrow of the regime of the Shah in Iran, to be replaced by a republic with influential ayatollahs (which is the term for religious leaders in that country), the most influential of which is called "supreme leader".

Concepts of democracy

Republics are often associated with democracy, which seems natural if one acknowledges the meaning of the expression from which the word "republic" derives (see: res publica). This association between "republic" and "democracy" is however far from a general understanding, even if acknowledging that there are several forms of democracy. This section tries to give an outline of which concepts of democracy are associated with which types of republics. As a preliminary remark it should be noted that the concept of "one equal vote per adult" did not become a genererally-accepted principle in democracies until around the middle of the 20th century: before that in all democracies the valour of ones vote (or the right to vote) depended on financial situation, sex, race, or a combination of these and other factors. Many forms of government in previous times termed "democracy", including for instance the Athenian democracy, would, when transplanted to the early 21st century be classified as plutocracy or a broad oligarchy, because of the rules on how votes were counted. In a Western approach, warned by the possible dangers and impracticality of direct democracy described since antiquity, there was a convergence towards representative democracy, for republics as well as monarchies, from the Enlightenment on. A direct democracy instrument like referendums is still basically mistrusted in many of the countries that adopted representative democracy. Nonetheless, some republics like Switzerland have a great deal of direct democracy in their state organisation, with usually several issues put before the people by referendum every year. Marxism inspired state organisations that, at the height of the Cold War, had barely more than a few external appearances in common with Western types of democracies. That is, notwithstanding that on an ideological level Marxism and communism sought to empower proletarians. A Communist republic like Fidel Castro's Cuba has many "popular committees" to allow participation from citizens on a very basic level, without much of a far-reaching political power resulting from that. This approach to democracy is sometimes termed Basic democracy, but the term is contentious: the intended result is often something in between direct democracy and grassroots democracy, but connotations may vary. Some of the hardline totalitarianism lived on in the East, even after the Iron Curtain fell. Sometimes the full name of such republics can be deceptive: having "people's" or "democratic" in the name of a country can, in some cases bear no relation with the concepts of democracy (neither "representative" nor "direct") that grew in the West. It also should be clear that many of these "Eastern" type of republics fall outside a definition of a republic that supposes control over who is in power by the people at large – unless it is accepted that the preference the people displays for their leader is in all cases authentic.

Influence of republicanism

Like Anti-monarchism and religious differences, republicanism played no equal role in the emergence of the many actual republics. Up to the republics that originated in the late middle ages, even if, from what we know about them, they also can be qualified "republics" in a modern understanding of the word, establishing the kind and amount of "republicanism" that led to their emergence is often limited to educated guesswork, based on sources that are generally recognised to be partly fictitious reconstruction. Republicanism was the founding ideology of the United States of America and remains the core of American political values. See Republicanism in the U.S. Over time there were various mixtures of republicanism along with democratic theories of the rights of individuals, which (for instance in the Age of Enlightenment) would find expression in the formation of "liberal" and "socialist" parties. What both liberalism and socialism shared was the belief in the self-determination of peoples, and in individual human dignity. But they disagreed and continue to disagree on whether this required a republic, what is the "exact" use of the term republic, and to what degree economic liberties should be regulated. This conflict is often described in terms of capitalism versus socialism, and the compromise between democracy and having an herditary head of state would be called constitutional monarchy.

In antiquity

A number of cities of the Levant achieved collective rule. Arwad has been cited as the first known example of a republic, in which the people, rather than a monarch, are described as sovereign. The important politico-philosophical writings of Antiquity that survived the middle ages rarely had any influence on the emergence or strengthening of republics in the time they were written. When Plato wrote the dialogue that later, in English speaking countries, became know as The Republic (a faulty translation from several points of view), Athenian democracy had already been established, and was not influenced by the treatise (if it had, it would have become less republican in a modern understanding). Plato's own experiment with his political principles in Syracuse were a failure. Cicero's De re publica, far from being able to redirect the Roman state to reinforce its republican form of governement, rather reads as a prelude to the Imperial form of government that indeed emerged soon after Cicero's death.

In the renaissance

The emergence of the Renaissance, on the other hand, was marked by the adoption of many of these writings from Antiquity, which led to a more or less coherent view, retroactively termed "classical republicanism". Differences however remained regarding which kind of "mix" in a mixed government type of ideal state would be the most inherently republican. For those republics that emerged after the publication of the Renaissance philosophies regarding republics, like the United Provinces in the Netherlands, it is not always all that clear what role exactly was played by republicanism - among a host of other reasons - that led to the choice for "republic" as form of state ("other reasons" indicated elsewhere in this article: e.g., not finding a suitable candidate as monarch; anti-Catholicism; a middle class striving for political influence).

Enlightenment republicanism

The Enlightenment had brought a new generation of political thinkers, showing that, among other things, political philosophy was in the process of refocussing to political science. This time the influence of the political thinkers, like Locke, on the emergence of republics in America and France soon thereafter was unmistakable: Separation of powers, Separation of church and state, etc were introduced with a certain degree of success in the new republics, along the lines of the major political thinkers of the day. In fact, the Enlightenment had set the standard for republics, as well as in many cases for monarchies, in the next century. The most important principles established by the close of the Enlightenment were the rule of law, the requirement that governments reflect the self-interest of the people that were subject to that law, that governments act in the national interest, in ways which are understandable to the public at large, and that there be some means of self-determination.

Proletarian republicanism

The next major branch in political thinking was pushed forward by Karl Marx, who argued that classes, rather than nationalities, had interests. He argued that governments represented the interests of the dominant class, and that, eventually, the states of his era would be overthrown by those dominated by the rising class of the proletariat. Here again the formation of republics along the line of the new political philosophies followed quickly after the emergence of the philosophies: from the early 20th century on communist type of republics were set up (communist monarchies were at least by name excluded), many of them standing for about a century - but in increasing tension with the states that were more direct heirs of the ideas of the Enlightenment.

Islamic republicanism?

Following decolonialization in the second half of 20th century, the political dimension of the Islam knew a new impulse, leading to several Islamic republics. As far as "Enlightenment" and "communist" principles were sometimes up to a limited level incorporated in these republics, such principles were always subject to principles laid down in the Qur'an. While, however, there is no apparent reason why sharia and related concepts of islamic political thought should emerge in a republican form of government, the strife for islamic republics is generally not qualified as a form of "republicanism".

Economical factors

The ancient concept of res publica, when applied to politics, had always implied that citizens on one level or another took part in governing the state: at least citizens were not indifferent to decisions taken by those in charge, and could engage in political debate. A line of thought followed often by historians is that citizens, under normal circumstances, would only become politically active if they had spare time above and beyond the daily effort for mere survival. In other words, enough of a wealthy middle class (that did not get its political influence from a monarch as nobility did) is often seen as one of the preconditions to establish a republican form of government. In this reasoning neither the cities of the Hanseatic League, nor late 19th century Catalonia, nor the Netherlands during their Golden Age emerging in the form of a republic comes as a surprise, all of them at the top of their wealth through commerce and societies with an influential and rich middle class. Here also the different nature of republics inspired by Marxism becomes apparent: Karl Marx theorised that the government of a state should be based on the proletarians, that is on those whose political opinions never had been asked before, even less had been considered to really matter when designing a state organisation. There was a problem Marxist/Communist types of republics had to solve: most proletarians were lacking interest and/or experience in designing a state organisation, even if acquainted with Das Kapital or Engels' writings. While the practical political involvement of proletarians on the level of an entire country hardly ever materialised, these communist republics were more often than not organised in a very top-down structure.

Aggregations of states

When a country or state is organised on several levels (that is: several states that are "associated" in a "superstructure", or a country is split in sub-states with a relative form of independency) several models exist:
- Both over-arching structure and sub-states take the form of a republic (Example: United States)
- The over-arching structure is a republic, while the sub-states are not necessarily (Example: European Union);
- The over-arching structure is not a republic, while the sub-states can be (Example: Holy Roman Empire, after the emergence of republics, like those of the Hanseatic League, within its realm)

Sub-national republics

In general being a republic also implies sovereignty as for the state to be ruled by the people it cannot be controlled by a foreign power. There are important exceptions to this, for example, Republics in the Soviet Union were member states which had to meet three criteria to be named republics, :1) Be on the periphery of the Soviet Union so as to be able to take advantage of their theoretical right to secede, :2) Be economically strong enough to be self sufficient upon secession, And :3) Be named after at least one million people of the ethnic group which should make up the majority population of said republic. Republics were originally created by Stalin and continue to be created even today in Russia. Russia itself is not a republic but a federation. States of the United States are required, like the federal government, to be republican in form, with final authority resting with the people. This was required because the states were intended to create and enforce most domestic laws, with the exception of areas delegated to the federal government and prohibited to the states. The founding fathers of the country intended most domestic laws to be handled by the states, although, over time, the federal government has gained more and more influence over domestic law. Requiring the states to be a republic in form was also seen as protecting the citizens' rights and preventing a state from becoming a dictatorship or monarchy.

Supra-national republics

Sovereign countries can decide to hand in a limited part of their sovereignty to a supra-national organisation. The most famous example of this, since the second half of the 20th century, is the emergence of the European Union, which models its organisation as a republic. That it would be a republic in a strict sense can be debated while the European Union is not a "country" in a strict sense. Being a republic is not part of the admission criteria for the member states. Although the largest political family of EU parlementaries has a Christian denomination, the European constitution establishes its form of government as secular.

Examples of republics

In the early 21st century the states that are not hereditary monarchies, but still don't label themselves as republics are the Libyan Arab Jamahiriya, the State of Vatican City, the State of Israel, the Union of Myanmar and the Russian Federation. Israel and Russia, and even Myanmar and Libya, would meet many definitions of the term republic, however. Republics by additional qualifier:
- Without other qualifier than the term Republic - for example France.
- Federal republic - India, USA, Austria, Germany, Brazil are republics governed by representative democracy, in which the states play a crucial role.
- Confederation - Switzerland is a confederal republic governed by a combination of representative democracy and direct democracy. Please note the confederation page says Switzerland is now a federation in its confederation vs. federation section. A better example should be found.
- Islamic Republic - Countries like Afghanistan, Pakistan, Iran are republics governed in accordance with Islamic law.
- Arab Republic - for example, Syria its name reflecting its theoretically pan-Arab Ba'athist government.
- People's Republic - Countries like China, North Korea are meant to be governed for and by the people but generally without direct elections. This name is generally used by communist states.
- Democratic Republic - Also often used by communists is similar in meaning to People's Republic.
- Other modifiers are rooted in tradition and history and usually have no real political meaning. San Marino, for instance, is the "Most Serene Republic" while Uruguay is the "Eastern Republic".

Republics in political theory

In political theory and political science, the term "republic" is generally applied to a state where the government's political power depends solely on the consent, however nominal, of the people governed. This usage leads to two sets of problematic classification. The first are states which are oligarchical in nature, but are not nominally hereditary, such as many dictatorships, the second are states where all, or almost all, real political power is held by democratic institutions, but which have a monarch as nominal head of state, generally known as constitutional monarchies. The first case causes many outside the state to deny that the state should, in fact, be seen as a Republic. In many states of the second kind there are active "republican" movements that promote the ending of even the nominal monarchy, and the semantic problem is often resolved by calling the state a Democracy. Generally, political scientists try to analyse underlying realities, not the names by which they go: whether a political leader calls himself "king" or "president", and the state he governs a "monarchy" or a "republic" is not the essential characteristic, whether he exercises power as an autocrat or not is. In this sense political analysts may say that the First World War was, in many respects, the death knell for monarchy, and the establishment of republicanism, whether de facto and/or de jure, as being essential for a modern state. The Austro-Hungarian Empire and the German Empire were both abolished by the terms of the peace treaty after the war, the Russian Empire overthrown by the Russian Revolution of 1917. Even within the victorious states, monarchs were gradually being stripped of their powers and prerogatives, and more and more the government was in the hands of elected bodies whose majority party headed the executive. Nonetheless post-WWI Germany, a de jure republic, would develop into a de facto autocracy by the mid 1930s: the new peace treaty, after the Second World War, took more precaution in making the terms thus that also de facto (the Western part of) Germany would remain a republic.
