Lord Spiritual

The Lords Spiritual of the United Kingdom, also called Spiritual Peers, consist of the 26 clergymen of the established Church of England who serve in the House of Lords along with the Lords Temporal. The Church of Scotland, which is Presbyterian, is not represented by spiritual peers. The Anglican Churches in Wales and Northern Ireland are no longer established churches and are therefore not represented either.

Ranks and Titles

The Church of England comprises 44 dioceses, which include the two archdioceses of Canterbury and York; each archdiocese is led by an Archbishop, and each diocese by a Bishop. Two dioceses—the Diocese of Sodor and Man (the Isle of Man) and the Diocese of Gibraltar (Continental Europe)—lie outside Great Britain. The occupants of the five great sees — Canterbury, York, London, Durham and Winchester — are always spiritual peers and Lords of Parliament. Since their dioceses lie outside Great Britain, on the other hand, the Bishop of Sodor and Man and the Bishop of Gibraltar in Europe may not sit in the House of Lords regardless of seniority; the former, though, sits on the Isle of Man's Legislative Council ex officio. Of the remaining 37 bishops, the 21 most senior sit in the House of Lords. Theoretically, the power to elect Archbishops and Bishops is vested in the diocesan Cathedral's College of Canons. Practically, however, the choice of the Bishop or Archbishop is made prior to the election. The Prime Minister chooses from amongst a set of nominees proposed by the Crown Nominations Commission; the Sovereign then instructs the College of Canons to elect the nominated individual as a Bishop or Archbishop. Lords Spiritual as Peers

Authorities differ on whether the Lords Spiritual are peers. Some contend that archbishops and diocesan bishops are peers during their tenures in the House of Lords, while others argue that only the Lords Temporal are peers. Debrett's Peerage and Baronetage, for example, unequivocally states, "Diocesan Bishops of England in the Lords are — peers of the kingdom." On the other hand, the Encyclopedia Britannica of 1911 suggests, "the spiritual lords are not now regarded as peers." Even during the early years of the Peerage, the position of bishops was unclear. During the reign of King Richard II, the Archbishop of Canterbury declared, "of right and by the custom of the realm of England it belongeth to the Archbishop of Canterbury for the time being as well as others his suffragans, brethren and fellow Bishops, Abbots and Priors and other prelates whatsoever, — to be present in person in all the King's Parliaments whatsoever as Peers of the Realm." The claim was neither agreed nor disagreed to, however, by Parliament. The Lords Spiritual at first declared themselves entirely outside the jurisdiction of secular authorities; the question of trial in the House of Lords did not arise. When papal authority was great, the King could do little but admit a lack of jurisdiction over the prelates. Later, however, when the power of the Pope in England was reduced, the Lords Spiritual came under the authority of the secular courts. The jurisdiction of the common courts was clearly established by the time of Henry VIII. Despite their failure to be tried as temporal peers in the House of Lords, it remained unclear whether or not the Lords Spiritual were indeed peers. In 1688, the issue arose during the trial of the Seven Bishops—William Sancroft, Archbishop of Canterbury; Sir Jonathan Trelawny, Baronet, Bishop of Winchester; Thomas Ken, Bishop of Bath and Wells; John Lake, Bishop of Chester; William Lloyd, Bishop of Worcester; Francis Turner, Bishop of Ely and Thomas White, Bishop of Peterborough—by a common jury. The charge was that a petition sent by the Bishops constituted seditious libel; the Bishops argued that they had the right to petition the Sovereign at any time, while the prosecution charged that such a right was only permissible when Parliament was in session (which, at the time of the delivery of the petition, it was not). If the Bishops were only Lords of Parliament, and not peers, their right to petition would be visciated while Parliament was dissolved. Peers, however, were and still are counsellors of the Sovereign whether Parliament is in session or not; therefore, if the Bishops were indeed peers, they would be free to send petitions. Since there was no doubt that the petition was actually sent, while the Court still ruled the Bishops not guilty, it appears that it was taken for granted that the Bishops were counsellors of the Crown. Nevertheless, the Standing Orders of the House of Lords provide, "Bishops to whom a writ of summons has been issued are not Peers but are Lords of Parliament."

The number of Lords Spiritual

Early in England's history, Lords Spiritual—including lesser clergymen such as abbots—outnumbered Lords Temporal. Between 1536 and 1540, however, Henry VIII dissolved the monasteries, thereby removing the seats of the abbots. For the first time, Lords Spiritual formed a minority in the House of Lords. The number of Spiritual peers has not increased significantly since the Dissolution of the Monasteries. Originally, all bishops could sit in the House of Lords, but following the Dissolution of the Monasteries, no new bishoprics were created for three centuries. There were just 21 Lords Spiritual in 1836 when the bishopric of Ripon was created. The number of bishoprics continued to rise, but the Bishopric of Manchester Act of 1844 and other acts limited the number of Lords Spiritual to 26. For a time, they were supplemented by four Bishops of the Church of Ireland sitting as representative peers on the part of Ireland. Prior to the disestablishment of the Church in Wales, the four Welsh bishops were also eligible for inclusion (if sufficiently senior). Nowadays, of the 44 Bishops of the Church, only 26 are members of the House of Lords. They comprise just under 4% of the total membership of the House.

The United Kingdom of Great Britain and Northern Ireland (usually shortened to the United Kingdom or the UK) is a country located off the north-western coast of continental Europe, surrounded by the North Sea, the English Channel, the Celtic Sea, the Irish Sea, and the Atlantic Ocean. It is composed of four constituent parts: three constituent countriesEngland, Scotland, and Wales—on the island of Great Britain, and the province of Northern Ireland on the island of Ireland. The border between Northern Ireland and the Republic of Ireland forms the United Kingdom's principal international land border, although there is a nominal frontier with France in the middle of the Channel Tunnel. The UK has several overseas territories and the Crown dependencies of the Isle of Man and the Channel Islands come under the UK's sovereignty. History

Protestant Today's state is the latest of several unions formed over the last 1000 years. Scotland and England have existed as separate unified entities since the 10th century. Wales, under English control since the Statute of Rhuddlan in 1284, became part of the Kingdom of England by the Laws in Wales Act 1535. With the Act of Union 1707, the separate kingdoms of England and Scotland, having shared the same monarch since 1603, agreed to a permanent union as the Kingdom of Great Britain. The Act of Union 1800 united the Kingdom of Great Britain with the Kingdom of Ireland, which had been gradually brought under English control between 1169 and 1691, to form the United Kingdom of Great Britain and Ireland. The
United Kingdom of Great Britain and Northern Ireland was formed in 1922, after bitter fighting which echoes down to the current political strife, the Anglo-Irish Treaty partitioned Ireland into the Irish Free State and Northern Ireland, with the latter remaining part of the United Kingdom. As provided for in the treaty, Northern Ireland, which consists of six of the nine counties of the Irish province of Ulster, immediately opted out of the Free State and to remain in the UK. The nomenclature of the UK was changed in 1927 to recognise the departure of most of Ireland, with the current name being adopted. 1927 The United Kingdom, the dominant industrial and maritime power of the 19th century, played a leading role in developing Western world ideas of property, liberty, capitalism and parliamentary democracy - to say nothing of its part in advancing world literature and science. At its zenith, the British Empire stretched over one quarter of the Earth's surface and encompassed a third of its population. The first half of the 20th century saw the UK's strength seriously depleted from the effects of World War I and World War II. The second half witnessed the dismantling of the Empire and the UK rebuilding itself into a modern and prosperous nation. The UK has been a member of the European Union since 1973. Its attitude towards further integration is conservative, and there is significant Euroscepticism in UK politics. It has not chosen to adopt the Euro, owing to internal political considerations and the government's judgement of the prevailing economic conditions.

Government and politics

The United Kingdom is a constitutional monarchy, with executive power exercised on behalf of the Queen by the Prime Minister and other cabinet ministers who head departments. The cabinet, including the Prime Minister, and other ministers collectively make up Her Majesty's Government. These ministers are drawn from and are responsible to Parliament, the legislative body, which is traditionally considered to be "supreme" (that is, able to legislate on any matter and not bound by decisions of its predecessors). The UK is one of the few countries in the world today that does not have a codified constitution, relying instead on customs and separate pieces of constitutional law. While the monarch is Head of State and holds all executive power, it is the Prime Minister who is the head of government. The government is answerable chiefly to the House of Commons and the Prime Minister is drawn from this chamber of Parliament by constitutional convention. The majority of cabinet members will be from the House of Commons, the rest from the House of Lords. Ministers do not, however, legally have to come from Parliament, though that is the modern day custom. The British system of government has been emulated around the world - a legacy of the United Kingdom's colonial past - most notably in the other Commonwealth Realms. The Prime Minister is chosen as the MP who can command a majority in the House of Commons - usually the leader of the largest party or, if there is no majority party, the largest coalition. The current Prime Minister is Tony Blair of the Labour Party, who has been in office since 1997. In the United Kingdom the monarch has extensive theoretical powers, but his or her role is mainly, though not exclusively, ceremonial. The monarch is an integral part of Parliament (as the "Crown-in-Parliament") and theoretically gives Parliament the power to meet and create legislation. An Act of Parliament does not become law until it has been signed by the Queen (being given Royal Assent), although no monarch has refused to assent to a bill that has been approved by Parliament since Queen Anne in 1708. Although the abolition of the monarchy has been suggested several times, the popularity of the monarchy remains strong in spite of recent controversies. The current monarch is Queen Elizabeth II who acceded to the throne in 1952 and was crowned in 1953. Parliament is the national legislature of the United Kingdom. It is the ultimate legislative authority in the United Kingdom, according to the doctrine of parliamentary sovereignty. It is bicameral, composed of the elected House of Commons and the unelected House of Lords, whose members are mostly appointed. The House of Commons is the more powerful of the two houses. The House of Commons has 646 members who are directly elected from single-member constituencies based on population. The House of Lords has 724 members (though this number is not fixed): hereditary peers, life peers, and bishops of the Church of England. The UK has long had a two-party system, but in the last 20 years the Liberal Democrats have re-emerged as a large third party. The electoral system used for general elections is first-past-the-post. The constitution of the United Kingdom is un-codified and partially unwritten, which means that no single document regulates how the government works, and unwritten constitutional conventions are used extensively. The constitution is based on the principle that Parliament is the ultimate sovereign body in the country. There has long been a widespread sense of national identity in the Celtic nations. Throughout the late 19th century the UK debated giving Ireland home rule. The Scottish National Party was founded in 1934, and Plaid Cymru (Party of Wales) in 1925. Referenda for devolution succeeded in 1997 for Scotland and Wales and in 1998 for Northern Ireland. In 1999, the Scottish Parliament and the National Assembly for Wales were established, the former having primary legislative power. Proportional representation is used for the elections, which has resulted in a Labour-Liberal Democrat coalition government in Scotland. Due to internal disagreements, the Northern Ireland Assembly has been suspended since 2002.

Although all four have historically been divided into counties, England's population is an order of magnitude larger than the others so in recent years it has for some purposes been divided into nine intermediate-level Government Office Regions. Each region is made up of counties and unitary authorities, apart from London, which consists of London boroughs. Although at one point it was intended that each or some of these regions would be given its own regional assembly, the plan's future is uncertain, as of 2004, after the North East region rejected its proposed assembly in a referendum. Scotland consists of 32 Council Areas. Wales consists of 22 Unitary Authorities, styled as 10 County Boroughs, 9 Counties, and 3 Cities. Northern Ireland is divided into 26 Districts. Also sometimes associated with the United Kingdom, though not constitutionally part of the United Kingdom itself, are the Crown dependencies (the Bailiwicks of Jersey and Guernsey, and the Isle of Man) as self-governing possessions of the Crown, and a number of overseas territories under the sovereignty of the United Kingdom.

Military

The armed forces of the United Kingdom are known as the
British Armed Forces or Her Majesty's Armed Forces, officially the Armed Forces of the Crown. Their Commander-in-Chief is the Queen and they are managed by the Ministry of Defence. Ministry of Defence The British Armed Forces are charged with protecting the United Kingdom and its overseas territories, promoting the United Kingdom's wider security interests, and supporting international peacekeeping efforts. They are active and regular participants in NATO and other coalition operations. The United Kingdom fields one of the most powerful and comprehensive military forces in the World. Its global power projection capabilities are second only to those of the United States Armed Forces. The British Army had a reported strength of 112,700 in 2004, including 7,600 women, and the Royal Air Force a strength of 53,400. The 40,900-member Royal Navy is in charge of the United Kingdom's independent strategic nuclear arm, which consists of four Trident Ballistic Missile Submarines, while the Royal Marines provide infantry units for amphibious assault and for specialist reinforcement forces in and beyond the NATO area. This puts total active duty military troops in the 210,000 range, currently deployed in over 80 countries. The UK's special forces, principally the SAS, provides elite commandos trained for quick, mobile, military responses; often where secrecy or covert operations are required. The Royal Navy is the second largest navy in the World in terms of gross tonnage. Despite the United Kingdom's wide ranging capabilities, recent pragmatic defence policy has a stated assumption that any large operation would be undertaken as part of a coalition. Bosnia, Kosovo, Afghanistan, Iraq (Granby, No-Fly-Zones, Desert Fox and Telic) may all be taken as precedent - indeed the last true war in which the British military fought alone was the Falklands War of 1982, in which military action was initiated by Argentina and the UK was fighting a defensive, rather than offensive, campaign. The British army has been actively involved in the Troubles in Northern Ireland. However, a programme of demilitarisation is being gradually implemented.

Geography

Troubles World Factbook Map of the United Kingdom]] Most of England consists of rolling lowland terrain, divided east from west by more mountainous terrain in the Northwest (Cumbrian Mountains of the Lake District) and north (the upland moors of the Pennines) and limestone hills of the Peak District by the Tees-Exe line. The lower limestone hills of the Isle of Purbeck, Cotswolds, Lincolnshire and chalk downs of the Southern England Chalk Formation. The main rivers and estuaries are the Thames, Severn and the Humber Estuary. The largest urban area is Greater London. Near Dover, the Channel Tunnel links the United Kingdom with France. There is no peak in England that is 1000 metres (3,300 ft) or greater. Wales is mostly mountainous, the highest peak being Snowdon at 1085 metres (3,560 ft) above sea level. North of the mainland is the island of Anglesey. The largest and capital city is Cardiff, located in South Wales. Scotland's geography is varied, with lowlands in the south and east and highlands in the north and west, including Ben Nevis, the UK's highest mountain at 1343 metres (4,406 ft). There are many long and deep-sea arms, firths, and lochs. A multitude of islands west and north of Scotland are also included, notably the Hebrides, Orkney Islands and Shetland Islands. The largest city is Glasgow. Northern Ireland, making up the north-eastern part of Ireland, is mostly hilly. The main cities are Belfast ('Beal Feirste' in Irish) and Londonderry / Derry ('Doire' in Irish). The province is home to one of the UK’s World Heritage Sites, the Giant's Causeway, which consists of more than 40,000 six-sided basalt columns up to 40 feett (12 m) high. In total it is estimated that the UK includes around 1098 small islands, some being natural and some being crannogs, a type of artificial island which was built in past times using stone and wood, gradually enlarged by natural waste building up over time.

Economy

artificial island The United Kingdom, a leading trading power and financial centre, has an essentially capitalist economy, the fourth largest in the world in terms of market exchange rates and the sixth largest by purchasing power parity (PPP) exchange rates. Over the past three decades, the government has greatly reduced public ownership by means of privatisation programmes, and has contained the growth of the Welfare State. Agriculture is intensive, highly mechanised, and efficient by European standards, producing about 60% of food needs with only 1% of the labour force. The UK has large coal, natural gas, and oil reserves; primary energy production accounts for 10% of GDP, one of the highest shares of any industrial state. Services, particularly banking, insurance and business services, account for by far the largest proportion of GDP. Industry continues to decline in importance, although the UK is still Europe's largest manufacturer of armaments, petroleum products, personal computers, televisions, and mobile telephones. Tourism is also important: with over 24 million tourists a year, between China (33) and Austria (19.1), the United Kingdom is ranked as the sixth major tourist destination in the world. The Blair government has put off the question of participation in the Euro system, citing five economic tests that would need to be met before they recommend that the UK adopts the Euro, and hold a referendum.

Society

Demographics

At the April 2001 census, the United Kingdom's population was 58,789,194, the third-largest in the European Union (behind Germany and metropolitan France) and the twenty-first largest in the world. Its overall population density is one of the highest in the world. Almost one-third of the population lives in England's prosperous south-east and is predominantly urban and suburban--with about 7.2 million in the capital of London. The United Kingdom's high literacy rate (99%) is attributable to universal public education introduced for the primary level in 1870 and secondary level in 1900 (except in Scotland where it was introduced in 1696). Education is mandatory from ages five through sixteen. referendum The Church of England and the Church of Scotland function as the official national religions in their respective countries, but most religions found in the world are represented in the United Kingdom. Anglicanism is the state religion that has been established in England since 1534 during the reign of King Henry VIII. During his reign, England broke ties with the Roman Catholic church and established the Church of England as the offical religion of England. Reforms to the nature of the church's relationship to the state have been ongoing, especially concerning the nature of the House of Lords and the appointment of a fixed amount of the lordships going to Lords Temporal, bishops of the Church of England. A group of islands close to continental Europe, the British Isles have been subject to many invasions and migrations, especially from Scandinavia and the continent, including Roman occupation for several centuries. Contemporary Britons are descended mainly from the varied ethnic stocks that settled there before the eleventh century. The pre-Celtic, Celtic, Roman, Anglo-Saxon, and Norse influences were blended on Great Britain under the Normans, Scandinavian Vikings who had lived in Northern France. Although Celtic languages persist in Wales, Scotland, and Northern Ireland, the predominant language is English, which is a West Germanic language descended from Old English, featuring a large amount of borrowings from Norman French.The other indigenous languages include the Celtic languages; Welsh, the closely related Irish and Scots Gaelic, and the Cornish language; as well as Lowland Scots, which is closely related to English; Romany; and British Sign Language (Northern Ireland Sign Language is also used in Northern Ireland). Celtic dialectal influences from Cumbric persisted in Northern England for many centuries, most famously in a unique set of numbers used for counting sheep. Recent immigrants, especially from the Commonwealth, speak many other languages, including Bengali, Cantonese, Hindi, Punjabi and Urdu. The United Kingdom has the largest number of Hindi speaking peoples outside of the Indian sub continent.

Culture

Urdu The United Kingdom contains many of the world's leading universities, including the University of Cambridge, the University of Oxford and the University of London (which incorporates, amongst others, Imperial College and University College London), and has produced many great scientists and engineers including Sir Isaac Newton, Charles Darwin and Isambard Kingdom Brunel; the nation is credited with many inventions including the locomotive, vaccination, television, vacuum, and both the internal combustion and the jet engine. The English language has spread to all corners of the world (primarily because of the country’s empire) and is referred to as a ‘global language’. It is now taught as a second language more than any other around the world. Over the next few decades, it is estimated that approximately half the world’s population will be proficient in the language. Playwright William Shakespeare is arguably the most famous writer in the history of the English language; other well-known writers from the United Kingdom include the Brontë sisters (Charlotte, Emily, and Anne), Jane Austen, William Thackeray, J. R. R. Tolkien, John Milton, H. G. Wells and Charles Dickens. Important poets include Lord Byron, Robert Burns, Lord Tennyson and William Blake. Notable composers from the United Kingdom have included William Byrd, John Taverner, William Lawes, John Dowland, Thomas Tallis, and Henry Purcell from the 16th and early 17th centuries, and, more recently, Sir Edward Elgar, Sir Arthur Sullivan (most famous for working with librettist Sir W. S. Gilbert), Ralph Vaughan Williams and Benjamin Britten in the 19th and 20th. George Frideric Handel spent most of his composing life in England. The BBC is the oldest and perhaps the most respected broadcasting network on the globe, with the BBC World Service radio channel and its news output held in particularly high regard. The other main television networks are ITV, Channel 4, five (TV) and Sky Television. Popular programmes in the UK include the three soaps Eastenders, Coronation Street and Emmerdale, as well as the comedy news quiz Have I Got News For You and Reality TV shows Big Brother and The X Factor. Various British TV formats have been exported to other nations, notably Who Wants To Be A Millionaire?, The Weakest Link and The Office. The UK was, with the US, one of the two main contributors in the development of rock and roll, and the UK has provided some of the most famous rock stars, including the Beatles, Queen, Led Zeppelin, Pink Floyd, the Rolling Stones, The Who and many others. The UK was at the forefront of punk rock music in the 1970s with bands such as the Sex Pistols and The Clash, and the subsequent rebirth of heavy metal with bands such as Motörhead and Iron Maiden. In mid to late '90s, the Britpop phenomenon has seen bands such as Oasis, Blur, Radiohead and Coldplay gain international fame. The UK is also at the forefront of electronica, with British artists such as Aphex Twin, Talvin Singh, Nitin Sawhney and Lamb at the cutting edge. The United Kingdom was also associated with music from the Caribbean, with a large number of Jamaicans and other Caribbean nationals being present in the UK.

Sport

A great number of major sports originated in the United Kingdom, including football, golf, cricket, rugby, tennis and boxing. The national sport of the UK is association football, but the UK does not compete as a nation in any major football tournament. Instead, the home nations compete individually as England, Wales, Scotland and Northern Ireland. It is because of this unique four-team arrangement that the UK currently does not compete in football events at the Olympic Games. However, a united team will probably take part in the 2012 Summer Olympic Games, as these are hosted in London. The English and Northern Irish football associations have confirmed participation in this team while the Scottish FA and the Welsh FA have declined to participate. The UK also hosts many world-renowned football clubs, such as Manchester United, Liverpool, Chelsea and Arsenal in England and Rangers and Celtic in Scotland. Clubs compete in national leagues and competitions and some go on to compete in European competitions. Both forms of rugby are national sports. Rugby League originates from and is generally played in the North of England, whilst Rugby Union is played all over Britain. In Rugby League the UK plays as one nation - Great Britain - whilst in union it is represented by the four nations. England are the current holders of the Rugby Union World Cup. Every four years the British and Irish Lions (comprising the best players from England, Scotland, Wales and Ireland) tour other countries. Cricket is also played in the UK, although it is focussed in England. The Wimbledon Championships are an international tennis event held in Wimbledon in south London every summer and are seen as the most prestigious of the tennis calendar. Golf is one of the most popular participation sports played in the UK and St Andrews in Scotland is the sport's home course.

Clergy

Clergy is the generic term used to describe the formal religious leadership within a given religion. The term comes from Greek κληρος (a lot, that which is assigned by lot (allotment) or metaphorically, heritage). Depending on the religion, clergy usually take care of the ritual aspects of the religious life, teach or otherwise help in spreading the religion's doctrine and practices. They often deal with life-cycle events such as childbirth, circumcision, coming of age ceremonies, marriage, and death. Clergy of most faiths work both inside and outside formal houses of worship, and can be found working in hospitals, nursing homes, missions, armies, etc. There is a significant difference between clergy and theologians; clergy have the above-mentioned duties while theologians are scholars of religion and theology, and are not necessarily clergy. A lay-person can be a theologian. The two fields, of course, often overlap. In some denominations clergy status is reserved for males. In other denominations both men and women serve as clergy. Clergy are protected by special laws in many countries. In some cases clergy are financed (or co-financed) by the state, but usually they are financially supported by the donations of individual members of their religion. In Christianity there is a wide range of formal and informal clergy positions, including priests, deacons, bishops, and ministers. In Islam, religious leaders are usually known as imams or ayatollahs.

Christian clergy

Catholic clergy

Ordained Catholic clergymen are deacons, priests, or bishops, i.e., they belong to the diaconate, the presbyterate, or the episcopate. Among bishops, some are metropolitans, archbishops, or patriarchs, and the Pope is the Bishop of Rome. With rare exceptions, cardinals are bishops, although it was not always so; formerly, some cardinals were unordained laymen and not clergymen. The Holy See supports the activity of its clergy by the "Congregation for the Clergy" ([http://www.vatican.va/roman_curia/congregations/cclergy/]), an organ of Roman curia. Canon law indicates (canon 107) that "by divine institution, there are in the Church [Latin: Ecclesia] clergy [Latin: clerices] distinguished from laics". This distinction of a separate class was formed in the early times of Christianity; one early source reflecting this distinction is the writings of St. Ignatius of Antioch. The original clerics were the bishops (the Twelve Apostles) and the deacons (their seventy appointed assistants); the presbyterate actually developed as a sort of semi-bishop (cf. the disused chorepiskopos, "rural bishop"). In the Catholic Church, only men can be members of the clergy. Catholic clerical organisation is hierarchical in nature: before the reforms after the Second Vatican Council, the tonsure admitted a man to the clerical state, after which he could receive the four minor orders (ostiary, lectorate, order of exorcists, order of acolytes) and then the major orders of subdiaconate, diaconate, presbyterate, and finally the episcopate, which is defined in Catholic doctrine as "the fullness of Holy Orders". Today the minor orders and the subdiaconate have been replaced by lay ministries and the tonsure no longer takes place, the clerical state being tied to reception of the diaconate. Monks and other religious are not necessarily part of the clergy, unless they have received the diaconate. The administration of sacraments seems to be the real distinguishing element between laity and clergy, and in this sense unordained monks and nuns should not be considered part of clergy. Ordination to Holy Orders is considered one of the Seven Sacraments of Divine institution by Catholic doctrine, in many ways directly comparable to Holy Matrimony (i.e., marriage). During the Middle Ages however, the term was used to indicate all the people with an education (having an education had been the exclusive privilege of clergy for epochs). The term also survives in students' organisations at some ancient universities (such as Goliardia, where they are often called clerici vagantes). The term clerici vagantes comes indeed from the clerics that before 12th century were commanded at the service of a determined church (incardinatio); after that time, they were not forced any more to reside in the church (if they had no privileges or other related rights), and they could go living and residing wherever they liked (then vagantes, wandering). The Council of Trent vainly tried to abolish this use, and only in recent times the rule was restored that a clericus has a perpetual and absolute obligation to serve the diocese or the Order to which he is assigned; only with a special authorisation he can be accepted in the jurisdiction of another diocese or of another Order. Current canon law prescribes that to be ordained a priest, an education is required of two years of scholastic philosophy study, and 4 years of theology; dogmatic and moral theology, the Holy Scriptures, and canon law have to be studied inside a seminary. This reflects the scholastic and intellectual traditions of the Latin Church. Oaths of celibacy and obedience are required as a condition for admittance (and persistence) for Latin Rite Catholic priests; this is a disciplinary and administrative rule rather than a dogmatic and doctrinal one. Celibacy has taken many forms in different times and places. The Council in Trullo (Quinisextum Concilium) in 692 barred bishops from marrying, but did not prevent married men from becoming priests and excommunicated those deacons who would have divorced because ordained. This rule is still followed for ordained deacons in the Latin Rite, as well as for priests in the Eastern Rites. Married men are not ordained priests in the Latin Rite, although some married priests do exist who were ordained in the Anglican church and later received into the Roman Catholic Church. Clergy have four classical rights: #Right of Canon: whoever commits real violence on the person of a clergyman, commits a sacrilege. This decree was issued in a Lateran Council of 1097 (requested by Pope Urban II), then renewed in the Lateran Council II (1139). #Right of Forum: by this right clergy may be judged by ecclesiastical tribunals only. Emperor Constantine I granted this right for bishops, which was subsequently extended to the rest of the clergy by Imperial Decree. #Right of Immunity: clergy cannot be called for military service or for duties or charges not compatible with his role. #Right of Competence: a certain part of the income of clergy, necessary for sustenance, cannot be sequestered by any action of creditors. The extent to which these rights are recognised at law varies dramatically from country to country, with traditionally Catholic countries being more inclined to respect these rights.

Orthodox clergy

The clergy of the Orthodox Church are the bishops, priests, and deacons, the same offices identified in the New Testament and found in the early church. Bishops include archbishops, metropolitans, and patriarchs. Priests (also called presbyters or elders) include archpriests, protopresbyters, hieromonks (priest-monks) and archimandrites (senior hieromonks). Deacons also include hierodeacons (deacon-monks) archdeacons and protodeacons; subdeacons, however, are not deacons, and comprise a separate office that is not to be major clergy, as do readers, acolytes and others. Bishops are usually drawn from the ranks of the monks, and are required to be celibate; however, a non-monastic priest may be ordained to the episcopate if he no longer lives with his wife (following Canon XII of the Quinisext Council)[http://www.ccel.org/fathers2/NPNF2-14/Npnf2-14-136.htm#P6201_1388746]. Priests and deacons may be married, provided that they are married prior to their ordination to the diaconate.In contemporary usage such a non-monastic priest is usually tonsured to the monastic state at some point prior to his consecration to the episcopacy. If they are later divorced or remarried, they are not permitted to remarry unless they first leave the clergy and return to lay status. All Orthodox clergy must be male. There are records of deaconesses in the New Testament and in the early church; the consensus today is that this office was never equivalent to that of deacon, but had separate responsibilities. The ancient office of deaconess was subsumed by the office of abbess. The typical progression of ordination is: reader, subdeacon, deacon, priest, bishop. Each ordination must take place in order, although it is possible to ordain a layman to all five offices in the course of a weekend. The organization of the Orthodox Church is both hierarchical and conciliar (or synodal). It is hierarchical in that priests, deacons, and laymen are expected to follow their bishop and to do nothing without their bishop, and in that Jesus Christ is the head of every bishop. It is conciliar or synodal in that there is no single Pope whom all the bishops follow (the Pope of Alexandria functions as a patriarch), but rather the bishops meet together in synods or councils and reach binding agreements through consensus. A bishop, even the patriarch, is bound to obey the decisions of his synod. A council with representatives from all the churches is an ecumenical council. Although Orthodox clergy are given considerable honor by the Orthodox Church, each ordination is also viewed as a kind of martyrdom. The Orthodox cleric agrees to be a servant of both Jesus Christ and of the people of the church; many of the vestments are intended to remind him of this. Much is expected of the clergy, both practically and spiritually; consequently, they also have a special place in the litanies that are prayed, asking God to have mercy on them.

Anglican clergy

In the Anglican churches clergy is comprised of deacons, priests (presbyters) and bishops, in ascending order of seniority. Canon, Archdeacon, Archbishop, and the like are specific titles within these divisions. Bishops are typically overseers, presiding over a diocese composed of many parishes, with Archbishops presiding over an province, which is a group of dioceses. A parish (generally a single church) is looked after by one or more priests, although one priest may be responsible for several small parishes. New clergy are ordained deacons. Those seeking to become priests are usually ordained priest after a year of satisfactory service. During the 1960s, some Anglican churches reinstituted the diaconate as a permanent, rather than transitional, order of ministry focused on ministry that bridges the church and the world, especially ministry to those on the margins of society. For the forms of address to be used with Anglican clergy, see Forms of Address in the United Kingdom. During the 1980s, before the acceptance of women as equal members of the clergy, women could be ordained as 'deaconesses', who were technically distinct from deacons but carried approximately the same privileges and responsibilities. This title has now been abolished. In the Anglican church all clergy are permitted to marry. In most branches women may become deacons or priests, but very few allow women bishops. Celebration of the Eucharist is reserved for priests and bishops. Each branch of the Anglican church is presided over by one or more archbishops. The senior archbishop of the Anglican Communion is the Archbishop of Canterbury, who acts as leader of the Church of England and 'first among equals' of the archbishops of all Anglican churches. The status of deacon, priest or bishop is a function of the person and not the job. A priest who retires is still a priest, even if they no longer have any role of religious leadership.

Protestant clergy

Clergy in Protestantism fill a wide variety of roles and functions. In many denominations, such as Methodism, Presbyterianism, and Lutheranism, clergy are very similar to Roman Catholic or Anglican clergy, in that they hold an ordained pastoral or priestly office, administer the sacraments, proclaim the word, lead a local church or parish, and so forth. Some Protestant denominations reject the idea that church leaders are a separate category of people. Some dislike the word clergy and do not use it of their own leaders. Often they refer to their leaders as pastors or ministers, titles that, if used, sometimes apply to the person only as long as he or she holds a particular office.

Latter-day Saints clergy

In The Church of Jesus Christ of Latter-day Saints, there is no professional clergy. Most clergy are part-time volunteers. The rest, including missionaries and upper level leaders, give full-time service by living off their personal savings. Traditional clergy functions such as leading meetings, giving sermons, teaching classes, and ministering in the home and at hospitals are done by ordinary church members called of God to those responsibilities. These roles are generally open to all regardless of theological training or sex. Boys and girls usually begin giving short sermons to the entire congregation and may assume certain leadership roles starting at age 12, but in most cases don't start regular teaching assignments or taking primary responsibility for other tasks until age 18. The Church does not require formal training in theology. In practice, however, most Latter-Day Saint men and women have significant theological training. Every member of the church is expected to: # Attend Sunday School weekly starting at age three and continuing throughout life # Attend four years of Seminary during high school years # Study the scriptures and doctrines of the gospel on their own at least 30 minutes per day throughout their life # Study scriptures with family on a daily basis. # Serve a two-year full-time mission as a young man (for women, a mission is only 1½ years and is optional) # Participate in continuing theological instruction through events like the yearly BYU Education Week. Performance of certain ordinances (rituals) and many leadership roles are restricted to the priesthood. Priesthood offices are Deacon, Teacher, Priest, Elder, High Priest, Seventy, Apostle, and Patriarch. Admission to the Latter-day Saint priesthood requires no training; to be a member of the Latter-day Saint priesthood, one must be male, be at least 12 years old, and be morally worthy, as determined in a confidential interview with a local bishop (pastor). Anyone who meets these requirements is ordained to the priesthood as a matter of course. See Priesthood (Latter-day Saint). Leadership in the church is organized in several levels:
- Ward (congregation) leadership
- Stake (about 10 congregations) leadership
- Area leadership, and
- General (worldwide) leadership Some of the key leadership positions at each level are: Positions marked with ‡ do not require the priesthood and are traditionally filled by women at all levels. Other leadership positions require priesthood ordination, for example a Stake President must be ordained a High Priest. Most church leaders select two “counselors” who are called to assist them in their duties and to take charge when they are at work or otherwise unable to preside. Common ordinances (rituals) which require the priesthood are: Passing the Sacrament (Deacon), blessing the Sacrament (Priest), Baptizing (Priest), and giving priesthood blessings (Elder). All are eligible to receive these ordinances on condition of worthiness.

Judaism

In ancient Judaism there was a formal priestly tribe known as the Kohanim; each member of the tribe, a Kohen had priestly duties, many of which centered around the Temple in Jerusalem. Since the destruction of the Temple in Jerusalem by the Romans in 70 CE, their role has largely been rendered superfluous. Since that time the religious leaders and clergy of Judaism have been the rabbis. Rabbis are not an intermediary between God and man: the word "rabbi" means "teacher". The rabbi is not an occupation found in the Torah (Five books of Moses); the first time this word is mentioned is in the Mishnah. The modern form of the rabbi developed in the Talmudic era. Rabbis are given authority to make interpretations of Jewish law and custom. Traditionally, a man obtains smicha (rabbinic ordination) after the completion of an arduous learning program in Torah, Tanakh (Hebrew Bible), Mishnah and Talmud, Midrash, Jewish ethics and lore, the codes of Jewish law and responsa, theology and philosophy. Since the early medieval era an additional form of clergy, the Hazzan (cantor) has existed as well. Orthodox Judaism maintains all of these traditional requirements. Women are forbidden from becoming rabbis or cantors in Orthodoxy. One does not need a bachelor's degree to enter most Orthodox rabbinical seminaries. Conservative Judaism maintains all of these traditional requirements. Women are allowed to become rabbis and cantors in the Conservative movement. Conservative Judaism differs with Orthodoxy in that it has somewhat less stringent study requirements for Talmud and responsa as compared to Orthodoxy. However, the academic requirements are just as rigorous, as Conservative Judaism adds the following subjects as requirements for rabbinic ordination: one must first earn a bachelor's degree before entering the rabbinate. In addition studies are mandated in pastoral care and psychology, the historical development of Judaism; and academic biblical criticism. Reconstructionist Judaism and Reform Judaism do not maintain the traditional requirements for study. Both men and women may be rabbis or cantors. The level of Jewish law, Talmud and responsa studied in five years of these denominations is similar to that learned in the first year of Orthodox Jewish seminaries. The rabbinical seminaries of these movements hold that one must first earn a bachelor's degree before entering the rabbinate. In addition studies are mandated in pastoral care and psychology, the historical development of Judaism; and academic biblical criticism. Emphasis is placed not on Jewish law, but rather on sociology and modern Jewish philosophy.

Buddhism

The original Buddhist clergy were the Sanghas, the order of monks and the order of nuns, which were founded by Gautama Buddha during his lifetime of missionary work in the 5th century BCE. These monks and nuns followed the patimokkha, a strict code of poverty and discipline. In modern times, however, the role of Buddhist clergy can vary greatly across different countries. For instance, in Korea, Japan, and—in some cases—Tibet, Buddhist priests may marry, which is forbidden under the patimokkha. On the other hand, countries practicing Theravada Buddhism, such as Thailand, Burma, and Sri Lanka, tend to take a much more conservative view of monastic life. In the United States, depending on the sect of Buddhism, clergy are ordained through education, training, and experience. Buddhist priests take on the role of "minister" or "pastor" within the temple organization and use the title Reverend. Today, Buddhist clergy function in a similar way as their Christian counterparts. They counsel, lead study classes, write articles for newsletters, and perform weddings, funerals, and other rites of passage. They also participate in interfaith activities, serving as chaplains in hospitals, police and fire departments, the military, and corrections institutions.

Islam

Orthodox Islam is non-clerical. The term "imam" is generically used to refer to various forms of religious leadership, ranging from the leader of a small group prayer to a scholar of religion, none of which involve any sort of religious ordination. In other branches of Islam, the term "imam" has more specific meanings.

State religion

A state religion (also called an established church or state church) is a religious body or creed officially endorsed by the state. The term state church is associated with Christianity, and is sometimes used to denote a specific national branch of Christianity. Closely related to state churches are what sociologists call ecclesiae, though the two are slightly different. State religions are examples of the official or government-sanctioned establishment of religion, as distinct from theocracy.

Types of state churches

The degree and nature of state backing for denomination or creed designated as a state religion can vary. It can range from mere endorsement and financial support, with freedom for other faiths to practice, to prohibiting any competing religious body from operating and persecuting the followers of other sects. In Europe, competition between Catholic and Protestant denominations for state sponsorship in the 16th century evolved the principle cuius regio eius religio ("states follow the religion of the ruler") embodied in the text of the treaty that marked the Peace of Augsburg, 1555. In some cases, a state may have a set of state-sponsored religious denominations that it funds; such is the case in Alsace-Moselle in France, following the pattern in Germany. In some communist states, notably the People's Republic of China, the state sponsors religious organizations, and activities outside those state-sponsored religious organizations are met with various degrees of official disapproval. In these cases, state religions are widely seen as efforts by the state to prevent alternate sources of authority.

Sociology of state churches

Sociologists refer to mainstream non-state religions as denominations. State religions tend to admit a larger variety of opinion within them than denominations. Denominations encountering major differences of opinion within themselves are likely to split; this option is not open for most state churches, so they tend to try to integrate differing opinions within themselves. An exception to this is the Church of Scotland which has split several times in the past for doctrinal reasons. Its largest offshoots were the Free Church of Scotland and the United Free Church of Scotland. These offshoots lost the established status of their parent, but since 1929 the reunited Church of Scotland has considered itself to be a "national church" rather than an established church, as it is entirely independent of state control in matters spirtitual. Increasingly, sociologists of religion are using the concept of monopolies in economics as an analogy for state churches. State religions typically exist in countries or jurisdictions where they the majority of residents are considered adherents; however much of this support is little more than nominal, with many members of the church rarely attending it. But the population's allegiance towards the state religion is often strong enough to prevent them from joining competing religious groups. Sociologists put this forward as an explanation for the religious differences between the United States and Europe: many sociologists theorise that the continuing vitality of religion in American life, compared to many European countries, is due to the lack of a state church at all during much of American history. A denomination's status as official religion does not universally imply that the jurisdiction prohibits the existence or operation of other sects or religious bodies. It all depends upon the government and the level of tolerance the citizens of that country have for each other. Some countries with official religions have laws that guarantee the freedom of worship, full liberty of conscience, and places of worship for all citizens and implement those laws in society better than countries that do not have an official or established state religion.

Disestablishment

See also secular state. Disestablishment is the process of divesting a church of its status as an organ of the state. In Britain there was a campaign by Liberals, dissenters and nonconformists to disestablish the Church of England in the late 19th century; it failed in England, but demands for the measure persist to this day. The Church of Ireland was disestablished in 1869 and the Church of England was disestablished in Wales in 1920, becoming the Church in Wales. Those who wish to continue with an established church take a position of antidisestablishmentarianism. The First Amendment to the US Constitution explicitly bans the federal government from setting up a state church. This did not, when ratified, prevent state governments from establishing a church, and Connecticut continued to do so until she replaced her colonial Charter with the Connecticut Constitution of 1818. The Fourteenth Amendment forbids the states to violate the rights of citizens of the United States, those rights defended by the Constitution against the Federal Government; and thus prohibits state establishments also. The exact boundaries of this prohibition are still disputed and are a frequent source of cases before the US Supreme Court, especially as the court must reconcile the establishment clause of the First Amendment with the clause that prohibits restraints on the free exercise of religion. All present State Constitutions also include a clause parallel to the First Amendment.

Since the independence in 1917, both the Evangelical Lutheran Church of Finland and the Finnish Orthodox Church have got a constitutionally established special status.

Note 1: In several colonies, the establishment ceased to exist in practice at the Revolution, about 1776; this is the date of legal abolition. Note 2: Replaced by a system which required every man to belong to a church, and permitted each church to tax its members. This was not, in theory, an establishment; but was sufficiently oppressive in practice, to be abolished in 1833.

Theology and sociology

The Church of England considers itself to stand both in a reformed tradition and in a catholic (but not Roman Catholic) church tradition: Reformed insofar as many of the principles of the Protestant Reformation have influenced it, and insofar as it does not accept Papal authority; Catholic, in that it views itself as the 'unbroken continuation of the early apostolic and later medieval' "universal church", rather than as a 'new formation'. In its practices, furthermore, the Church of England remains closer to Roman Catholicism than most Protestant Churches. It holds many relatively conservative theological beliefs, its liturgical form of worship can feature tradition and ceremony, and its organisation embodies a belief in apostolic succession through the historical episcopal hierarchy of archbishops, bishops, and dioceses. In many people's eyes, however, the Church of England has as its primary distinguishing mark its breadth and 'open-mindedness'. In addition to the traditional mainstream, the church has long included "high church" and "low church" factions with their own particular preferences. Today, practices range from those of the Anglo-Catholics, who emphasise liturgy and sacraments, to the far less ceremonial services of Evangelicals and Charismatics. But this "broad church" faces various contentious doctrinal questions raised by the development of modern society, such as conflicts over the ordination of women as priests (accepted in 1992 and begun in 1994), and the status of noncelibate homosexual clergy (still unsettled today). In July 2005, the divisions were once again apparent, as the General Synod voted to "set in train" the process of allowing the ordination of women as bishops, scheduling debate on the specific legislation for February, 2006.

Governance and administration

The British monarch (at present, Elizabeth II), has the constitutional title of "Supreme Governor of the Church of England". In practice, however, the effective leadership falls to the Archbishop of Canterbury. The worldwide Anglican Communion of independent national or regional churches recognises the Archbishop of Canterbury as a kind of 'symbolic' leader. Dr Rowan Douglas Williams has served as Archbishop of Canterbury since 2002. The Church of England has a legislative body, the General Synod. However, fundamental legislation still has to pass through the UK Parliament. The church has its own judicial branch, known as the Ecclesiastical courts, which likewise form a part of the UK court system. In addition to England proper, the jurisdiction of the Church of England extends to the Isle of Man and the Channel Islands. In recent years, expatriate congregations on the continent of Europe have become the Diocese in Europe.

History

Main article: History of the Church of England The Church of England traces its formal corporate history from the 597 Augustinian mission, stresses its continuity and identity with the primitive universal Western church, and notes the consolidation of its particular independent and national character in the post-Reformation events of Tudor England. Christianity arrived in Britain in the first or second centuries (probably via the tin trade route through Ireland and Spain), and existed independently of the Church of Rome, as did many other Christian communities of that era. Records note British bishops as attending the Council of Arles in 314. The Pope sent Saint Augustine from Rome in the 6th century to evangelise the Angles in (597). With the help of Christians already residing in Kent, he established his church in Canterbury, the capital of Kent, and became the first in the series of archbishops of Canterbury. Simultaneously, the Celtic Church of St.Columba continued to evangelise Scotland. The Celtic Church of North Britain submitted in some sense to the 'authority' of Rome at the Council of Whitby in 644. Over the next few centuries, the Roman system introduced by Augustine gradually absorbed the pre-existing Celtic Christian churches. England remained a Roman Catholic country for nearly a thousand years, but then the church separated itself from Rome in 1534, during the reign of King Henry VIII, though it briefly rejoined Rome during the reign of Queen Mary I, in 1555. Since that time, England has been known as a 'stronghold' of Protestantism, and of world-wide Christian evangelism, eventually being eclipsed in these activities during the twentieth century by one of her former colonies, the United States.

Related churches

In Scotland, the Church of Scotland is recognised in law (Church of Scotland Act 1921) as the "national church", but since 1929 it has not been "established" in the same manner as the Church of England. In particular, the state 'recognises' the independence of the Church of Scotland in matters spiritual, thus no ministers are appointed by the Crown or the State. The Church of Scotland has a Presbyterian system of government. A smaller Anglican church also exists in Scotland, known as the Scottish Episcopal Church, which is in full communion with the Church of England. The Church in Wales underwent disestablishment in 1920, and became an independent member of the Anglican Communion. The Church of Ireland had official established church status in Ireland until 1871, although the bulk of the Irish people in practice remained mostly Roman Catholic. The Church of England stands in full communion with the other churches in the Anglican Communion, and separately with the other signatories of the Porvoo Communion. The Church of England is also a full member of the Conference of European Churches.

Financial situation

The Church of England, although an established church, does not receive any direct government support. Donations comprise its largest source of income, though it also relies heavily on the income from its various historic endowments. As of 2005, the Church of England had estimated total [http://www.cofe.anglican.org/info/funding/ outgoings] of around £900 million. Historically, individual parishes both raised and spent the vast majority of the Church's funding, meaning that clergy pay depended on the wealth of the parish, and parish advowsons (the right to appoint clergy to particular parishes) could become extremely valuable gifts. Individual dioceses also held considerable assets: the Diocese of Durham possessed such vast wealth and temporal power that its Bishop became known as the 'Prince-Bishop'. Since the mid-19th century, however, the Church has made various moves to 'equalise' the situation, and clergy within each diocese now receive standard stipends paid from diocesan funds. Meanwhile, the Church moved the majority of its income-generating assets (which in the past included a great deal of land, but today mostly take the form of financial stocks and bonds) out of the hands of individual clergy and bishops to the care of a body called the Church Commissioners, which uses these funds to pay a range of non-parish expenses, including clergy pensions, and the expenses of cathedrals and bishops' houses. These [http://www.cofe.anglican.org/about/churchcommissioners/annualreport/ funds] amount to around £3.9 billion, and generate income of around £164 million each year (as of 2003), around a fifth of the Church's overall income. The Church Commissioners give some of this money as 'grants' to local parishes; but the majority of the financial burden of church upkeep and the work of local parishes still rests with individual parish and diocese, which meet their requirements from donations. Direct donations to the church (not including legacies) come to around £460 million per year, while parish and diocese reserve funds generate another £100 million. Funds raised in individual parishes account for almost all of this money, and the majority of it remains in the parish which raises it, meaning that the resources available to parishes still vary enormously, according to the level of donations they can raise. Most parishes give a portion of their money, however, to the diocese as a 'quota'. While this is not a compulsory payment, dioceses strongly encourage and rely on it being paid; it is usually only withheld by parishes either if are unable to find the funds or as a specific act of protest. As well as paying central diocesan expenses such as the running of diocesan offices, these diocesan funds also provide clergy pay and housing expenses (which total around £260 million per year across all dioceses), meaning that clergy living conditions no longer depend on parish-specific fundraising. Although asset-rich, the Church of England has to look after and maintain its thousands of churches nationwide — the lion's share of England's built heritage. As current congregation numbers stand at relatively low levels and as maintenance bills increase as the buildings grow older, many of these churches cannot maintain economic self-sufficiency; but their historical and architectural importance make it difficult to sell them. In recent years, cathedrals and other famous churches have met some of their maintenance costs with grants from organisations such as English Heritage; but the Church Commissioners and [http://www.churchcare.co.uk/fundraising.html local fundraisers] must foot the bill entirely in the case of most small parish churches. (The government, however, does provide some assistance in the form of tax breaks, for example a 100 percent VAT refund for renovations to religious buildings.) In addition to consecrated buildings, the Church also controls numerous ancillary buildings attached to or associated with churches, including a good deal of clergy housing. As well as vicarages and rectories, this housing includes residences (called 'palaces') for each of the Church's 114 bishops. In some cases, this name seems entirely apt; buildings such as Archbishop of Canterbury's Lambeth Palace in London and Old Palace at Canterbury have truly palatial dimensions, while the Bishop of Durham's Auckland Palace has 50 rooms, a banqueting hall and 30 acres (120,000 m²) of parkland. However, many bishops have found the older palaces inappropriate for today's lifestyles, and some bishops' 'palaces' are simply ordinary 4-bedroomed houses. Many dioceses which have retained large palaces now employ part of the space as administrative offices, while the bishops and their families live in a small apartment within the palace; and in recent years some dioceses have managed to put their palaces' excess space and grandeur to profitable use as conference centres. The size of the bishops' households has also shrunk dramatically and their budgets for entertaining and servants form a tiny fraction of their pre-20th-century levels.

:This article is about the British House of Lords. For the historical Irish body, see Irish House of Lords. The House of Lords is the upper house of the Parliament of the United Kingdom. Parliament also includes the Sovereign and the lower house, the House of Commons. The House of Lords has 730 members. The House of Lords is an unelected body, consisting of two archbishops and 24 bishops of the established Church of England ("Lords Spiritual") and 706 members of the Peerage ("Lords Temporal"). Lords Spiritual serve as long as they continue to occupy their ecclesiastical positions, whereas Lords Temporal serve for life. Members of the House of Lords are known as "Lords of Parliament". The House of Lords originated in the 14th century and has been in almost continuous existence since. The name 'House of Lords' was not used as a name for the Upper House unt
