Music video

A music video (also video clip, promo) is a short film or video meant to present a visual representation of a popular music song. The American cable television channel MTV ("Music Television" launched in 1981), originated the format of end-to-end music video programming without any conventional programs, although the music video itself has a history dating back to the earliest days of sound film. Music videos can be animated cartoons, live action films, or a mixture of both. Music videos are primarily a marketing device intended to promote the sale of recordings. Alan Durant (1984, p.115) has criticized music videos tendency for glittery escapism, musical portraiture, which, "may fix currencies of sounds, but...may also close eyes to music seen more broadly as practice." (Middleton 1990, p.91)

History of music videos

Early precedents

Sergei Eisenstein's 1938 film Alexander Nevsky, which features extended scenes of battles choreographed to a score by Sergei Prokofiev, set new standards for the use of music in film and has been described by some as the first music video. However, the roots of the music video can be found even earlier. In 1911 Alexander Scriabin wrote his symphony Prometheus -- Poem of Fire for orchestra and "light organ". And as far back as the 1920s, the animated films of Oskar Fischinger (aptly labelled "visual music") were supplied with orchestral scores. Animation pioneer Max Fleischer introduced a series of sing-along short cartoons called Screen Songs, which invited audiences to sing along to popular songs by "following the bouncing ball". Early 1930s entries in the series featured popular musicians performing their hit songs on-camera in live-action segments during the cartoons. The early animated efforts of Walt Disney, his Silly Symphonies, were built around music. The Warner Brothers cartoons, even today billed as Looney Tunes and Merrie Melodies, were initially fashioned around specific songs from upcoming Warner Brothers musical films. Live action musical shorts, featuring such popular performers as Cab Calloway, were also distributed to theatres. Blues singer Bessie Smith appeared in a two-reel short film called Saint Louis Blues (1929) featuring a dramatized performance of the hit song. It was shown in theatres until 1932. Numerous other musicians appeared in short musical subjects during this period. Later, in the mid-1940s, musician Louis Jordan made short films for his songs, some of which were spliced together into a bizarre feature film Lookout; these films were, according to music historian Donald Clarke, the ancestors of music videos . Another early form of music video were one-song films called "Soundies" made in the 1940s for the Panoram visual jukebox. These were short films of musical selections, usually just a band on a movie-set bandstand, made for playing. Thousands of Soundies were made, mostly of jazz musicians, but also torch singers, comedians, and dancers. Before the Soundie, even dramatic movies typically had a musical interval, but the Soundie made the music the star and virtually all the name jazz performers appeared in Soundie shorts, many still available on compilation video tapes or DVDs. The Panoram jukebox with eight three-minute Soundies were popular in taverns and night spots, but the fad faded during World War II. In 1940, Walt Disney released Fantasia, an animated film based around famous pieces of classical music.

Television era

The very first short musical films made specifically for television, however, were the Snader Telescriptions, more than 1000 short musical presentations filmed for use as television filler between 1950 and 1954. The Snader Telescriptions covered the entire musical landscape. Although most of them were of conventional pop performers, there were many rhythm and blues, jazz, and country music performers. Over the years, the Telescriptions have been re-released many times as compilations, such as Showtime at the Apollo. Other important influences during this period were the youth-oriented films featuring the then-new rock and roll genre, many of which included performances by noted rock acts like Little Richard. Among the most influential music-oriented films of this period were The Blackboard Jungle and The Girl Can't Help It. In the 1960s, French technology developed for the aerial photography during the war was adapted to create the Scopitone, a modern visual jukebox. The Scopitone was a hit in France with fairly primitive scenes of bands playing, but when it was introduced into the US, the videos took on a vivid quality, with crooners wandering through crowds of girls in bikinis or "jungle" furs. The Scopitone also was a hit, but involvement of organized crime led to its demise, just as rock and roll was being revitalized, too late for Scopitone. Also in the '60s, the light show became popular for live performances, combining music with abstract visuals, hearkening back to Scriabin's efforts.

Film and video promos

In 1956 Tony Bennett was filmed walking along The Serpentine in Hyde Park, London as his recording of "Stranger in Paradise" played; this film was distributed to and played by UK and US television stations, leading Bennett to later claim he made the first music video. In 1961 Ozzie Nelson filmed and edited the video of "Traveling Man" by his son Ricky Nelson. It featured images of various parts of the world mentioned in the Jerry Fuller song and Ricky singing. It is believed to be the very first rock video. The pioneering full-colour music video for The Exciters' "Tell Him" from 1962 greatly influenced all that came afterwards. The defining work in the development of the modern music video was The Beatles' first major motion picture, A Hard Day's Night in 1964, directed by Richard Lester. The musical segments in this film arguably set out the basic visual vocabulary of today's music videos, influencing a vast number of contemporary musicians, and countless subsequent pop and rock group music videos. That same year, The Beatles began filming short promotional films for their songs which were distributed for broadcast on television variety shows in other countries, primarily the U.S.A. By the time The Beatles stopped touring in late 1966 their promotional films, like their recordings, were becoming increasingly sophisticated, and they now used these films to, in effect, tour for them. Also in 1966 the clip of Bob Dylan performing Subterranean Homesick Blues filmed by D A Pennebaker was much used. The clip's ironic portrayal of a performance and the seemingly random inclusion of a celebrity (Allen Ginsberg) in a non-performing role also became mainstays of the form. The clip has been much imitated. Although unashamedly based on A Hard Day's Night, the hugely popular American TV series The Monkees was another important influence on the development of the music video genre, with each episode including a number of specially-made film segments that were created to accompany the various Monkees songs used in the series. The series ran from 1966 to 1968. The Beatles took the genre to new heights with their groundbreaking films for "Strawberry Fields Forever" and "Penny Lane", made in early 1967, which used techniques borrowed from underground and avant garde film, such as reversed film effects, dramatic lighting, unusual camera angles and rhythmic editing. Created at the height of the psychedelic music period, these two landmark films are among the very first purpose-made concept videos that attempt to "illustrate" the song in an artful manner, rather than just creating a film of an idealized performance. Other pioneering music videos made during this time include the promotional films made by The Doors. The group had a strong interest in film, since both lead singer Jim Morrison and keyboard player Ray Manzarek had met while studying film at UCLA. The clip for their debut single "Break On Through" is essentially structured as a filmed performance, but it is notable for its accomplished and atmospheric lighting, camera work and editing. The Doors also directed a superb promotional clip for their controversial 1968 anti-war single "The Unknown Soldier", in which the group stage a mock execution by firing squad. One of the clip's most innovative features is its use of external visuals sources, with extensive intercutting of archival footage and shocking contemporary TV footage of the carnage of the Vietnam War. When released in 1968, the animated film Yellow Submarine was an international sensation, although The Beatles themselves had only a tangential involvement with it. Soon it was commonplace for artists to make promotional films, and bands like The Byrds and The Beach Boys were also making promotional films. Although these "film clips" were often aired on pop music TV shows, they were still considered as secondary at that time, with live or mimed performances generally given precedence. The promotional clip continued to grow in importance, with television programs such as The Midnight Special and Don Kirshner's Rock Concert mixing concert footage with clips incorporating camera tricks, special effects, and dramatizations of song lyrics. Other important contributions to the development of the genre include the film of the Woodstock Festival, and the various concert films that were made during the early Seventies, most notably Joe Cocker's Mad Dogs And Englishmen and particularly Pink Floyd's groundbreaking Live At Pompeii concert film, which featured sophisticated rhythmic cross-cutting. Many countries with local pop music industries soon copied the trend towards music videos. In Australia promotional films by Australian pop performers were being made on a regular basis by 1966; among the earliest known are clips by Australian groups The Masters Apprentices and The Loved Ones. Surf film makers such as Bruce Brown, George Greenough and Alby Falzon also made important contributions in their films, which featured innovative combinations of images and music, and they notably dispensed with all narration and dialogue for many extended surfing sequences in their films, presenting the surfing action accompanied by suitably atmospheric music tracks. Alby Falzon's 1972 film Morning Of The Earth included a spectacular sequence (filmed by Greenough) that was constructed around the extended Pink Floyd track "Echoes". The group reportedly agreed to allowed Falzon to use the music gratis, in exchange for a copy of Greenough's footage, which they used during their concerts for several years. Other notable Australian developments in this field are the early 1970s monochrome promotional films made by Australian musician and filmmaker Chris Lofven, whose clips for the Spectrum song "I'll Be Gone" and the Daddy Cool song "Eagle Rock" were among the best of the early Australian music video productions. It is notable that Lofven's 1971 clip for "Eagle Rock" bears a strong stylistic resemblance to the video for the 1980 hit "Brass In Pocket" by The Pretenders, and it has been speculated that original bassist Pete Farndon may well have seen the Lofven clip when he was working in Australia in the mid-1970s as a member of The Bushwackers. The first promo clip to combine all the elements of the modern music video is David Bowie's promotional clip for the song The Jean Genie, which was released as single in late 1972 at the height of Bowie's Ziggy Stardust period. Filmed and directed by renowned photographer Mick Rock, this genre-defining four-minute film was produced for less than $350, shot in one day in San Francisco on 28th October 1972, and edited in less than two days. The Swedish music group, ABBA, used promotional films throughout the 1970's to promote themselves in other countries when travelling or touring abroad became difficult. Almost all of these videos were directed by Chocolat and My Life as a Dog director, Lasse Hallström. In 1975 Queen released a promo video for "Bohemian Rhapsody" directed by Bruce Gowers, when they were unable to make a personal appearance on Top of the Pops. Considered a landmark in music video, it featured the complete visual grammar of today's music promos. Videos also found distribution through the early laserdisc format. Other notable contributions came from avant-garde bands such as The Residents and Devo and cult performers such as original Monkees member Michael Nesmith.

Modern era

Michael Nesmith" (1985)]] The key innovation in the development of the modern music video was of course video recording and editing processes, along with the development of a number of related effects such as chroma-key. The advent of high-quality colour videotape recorders and portable video cameras coincided with the DIY ethos of the New Wave era and this enabled many pop acts to produce promotional videos quickly and cheaply, in comparison to the relatively high costs of using film. However, as the genre developed music video directors increasingly turned to 35mm film as the preferred medium, while others mixed film and video. By the mid-1980s releasing a music video to accompany your new single had become standard, and acts like The Jacksons sought to gain a commercial edge by creating lavish music videos with multi-million dollar budgets. Some of the first American music videos of the modern era were produced by ex-Monkee Michael Nesmith who started making short musical films for Saturday Night Live in 1979. In 1981, he released Elephant Parts, the first video album and first winner of a Grammy for music video. A further experiment on NBC television called Television Parts was not successful, due to network meddling (notably an intrusive laugh track and corny gags). The early self-produced music videos by Devo, including the pioneering compilation "The Truth About Devolution" were also important (if somewhat subversive) developments in the evolution of the genre and these Devo video cassette releases were arguably among the first true long-form video productions. In the UK the importance of Top of the Pops to promote a single created an environment of innovation and competition amongst bands and record labels as the show's producers placed strict limits on the number of videos it would use - therefore a good video would increase a song's sales as viewers hoped to see the video again the following week. David Bowie scored his first UK number one in nearly a decade thanks to the eye catching promo for "Ashes to Ashes". Another act to succeed from this tactic was "Madness" who shot on 16mm and 35mm short micro-comedic films. "Top of the Pops" was censorus in its approach to video content so another approach was for an act to produce a promo that would be banned or edited and so use the resulting controversy and publicity to promote the release. Early examples of this tactic were Duran Duran's "Girls on Film" and Frankie Goes to Hollywood with "Relax". Although little acknowledged outside Australia, it is arguable that the 1970s-1980s Australian TV pop show Countdown -- and to a lesser extent its commercial competitors Sounds and Nightmoves -- were important precursors to MTV. Countdown, which was based on Top Of The Pops, hit of in Australia but other countries quickly followed the format. At its highpoint during most of the 1980s it was to be aired in 22 countries including TV Europe. In 1978 the Dutch TV-broadcasting company Veronica started a Dutch version of Countdown which during the 80s had Adam Curry as its best known presenter. Countdown is still aired in the UK up till today as CD:UK by ITV . The program gained international significance in the recording industry in the late 1970s and early 80s. Produced on a shoestring by the government-owned ABC national TV network, its low budget, and Australia's distance proved to be influential factors in the show's early preference for music video. The relative rarity of visits by international artists to Australia and the availability of high-quality, free promotional films meant that Countdown soon came to rely heavily on music videos in order to feature such performers. The show's talent coordinator Ian Meldrum and his producers quickly realised that these music videos were becoming an important new commodity in music marketing. For the first time, pre-produced music videos gave TV the opportunity to present pop music in a format that rivalled or even exceed the impact of radio airplay, and it was soon apparent that Countdown could single-handedly break new pop acts and new songs by established artists -- a role that up until then been the exclusive preserve of radio. Although Countdown continued to rely heavily on 'live' appearances by local and visiting acts, competing shows like Sounds lacked the resources to present regular studio performances, so they were soon using music videos almost exclusively. As the Eighties progressed, the ability to use music videos to give bands the best possible presentation saw record companies making more, and more lavish, promotional videos. In 1980 New Zealand group Split Enz had major success with the single "I Got You" and the album True Colours, and later that year they became one of the first bands in the world to produce a complete set of music videos for each song on the album and to market these on video cassette -- the so-called video album. This was followed a year later by the first American video album, The Completion Backwards principle by The Tubes. Realising the potential of music video, Countdown negotiated a controversial deal with local record labels, giving them first refusal and a period of exclusive use for any new video that came into the country, and with its nationwide reach and huge audience, Countdown was able to use music videos to break a number of important new local and overseas acts, notably ABBA, Queen, Meat Loaf, Blondie, Devo, Cyndi Lauper and Madonna. This early success in Australia in turn enabled these acts to gain airplay and TV exposure and score breakthrough hits in their home countries. During the 1980s promotional videos became pretty much de rigueur for most recording artists, a rise which was famously parodied by UK BBC television comedy program Not The Nine O'Clock News who produced a spoof music video; "Nice Video, Shame About The Song". Frank Zappa also parodied the excesses of the genre in his satirical song "Be In My Video". Frank Zappa In the early to mid 1980's, artists started to use more sophisticated effects in their videos, and added a storyline or plot to the music video. Michael Jackson was the first artist to create the concept of the short film. A short film is a music video that has a beginning, middle and end. He did this in a small way with Billie Jean, but it wasn't until the 1984 release of the Thriller short film, that he took music videos to another level. Thriller was a 13 minute long music video that had a beginning, a middle and an ending. Along with the plot, it also had ahead-of-its-time special effects, and a memorable dance sequence which has been mimicked ever since this video was released. The video was directed by John Landis. Jackson then went on to make more famous short films such as, Bad (directed by Martin Scorsese), Smooth Criminal, Remember the Time, and Ghosts. A non-representational music video is one in which the musical artist is never shown. Because music videos are mainly intended to promote the artist, such videos are rare; two early 1980s examples however are Bruce Springsteen's "Atlantic City" and David Bowie/Queen's "Under Pressure".

MTV

In 1981, the U.S. video channel MTV launched, beginning an era of 24-hour-a-day music on television. (The first video broadcast was "Video Killed the Radio Star", by The Buggles.) With this new outlet for material, the music video would, by the mid-1980s, grow to play a central role in popular music marketing. Many important acts of this period, most notably Madonna, owed a great deal of their success to the skilful construction and seductive appeal of their videos. Some academics have compared music video to silent film, and it is suggested that stars like Madonna have (often quite deliberately) constructed an image that in many ways echoes the image of the great stars of the silent era such as Greta Garbo. Although many see MTV as the start of a "golden era" of music videos and the unparalleled success of a new artform in popular culture, others see it as hastening the death of the true musical artist, because physical appeal is now critical to popularity to an unprecedented degree. In the information technology era, music videos now approach the popularity of the songs themselves, being sold in collections on video tape and DVD. Enthusiasts of music videos sometimes watch them muted purely for their aesthetic value. Instead of watching the video for the music, (the basis for the artform), the videos are appreciated for their visual qualities, while viewers remain uninterested in the audio portion of the performance. This is a normal sociological reaction, some say, to the increasing trend in the music business to focus on visual appeal of artists, rather than the quality of the music. Critics say that the corporate music managers, over the course of logical and calculated business decisions, have sought to capitalize on the sex appeal of females in music videos rather than in choosing less profitable musicianship-based music. Since December 1992, when MTV began listing directors with the artist and song credits, music videos have increasingly become an auteur's medium. However, few if any filmmakers train specifically to make music videos, and very few make them exclusively. Most split their time between videos and other film projects (usually commercials), and many readily admit to feature-film ambitions. As a result, music videos are typically seen as a necessary stepping-stone to greater glories, training ground for budding directors compiling clip reels and building name recognition. That so few people consider the form a destination only reinforces three crucial criticisms that have dogged music videos since the Buggles' "Video Killed the Radio Star" aired on cable 24 years ago: that these short clips are faddishly disposable, that their visuals remain necessarily secondary to the music even as they detract from the listening experience, and that music videos are works of commerce, not art. What makes music video direction a dubious profession, however, also makes the medium a potentially exciting art form defined by the cross-pollination of ideas and approaches from various disciplines. Because music video directors come from such different backgrounds, they don't share much in the way of common thinking or set-in-stone pedagogy, bringing to the field a diversity of experiences.

Music video censorship

As the concept and medium of a music video is a form of artistic expression, artists have been on many occasions censored if their content is deemed offensive. What may be considered offensive will differ in countries due to censorship laws and local customs and ethics. In most cases the record label will provide and distribute videos edited or provide both censored and uncensored videos for an artist. In some cases it has been known for music videos to be banned in their entirety as they have been deemed far too offensive to be broadcast. The first video to be banned by MTV was "Girls On Film" by Duran Duran in 1981, because it contained full frontal nudity; it was also banned by the BBC. In 2001 Madonna's "What It Feels Like For A Girl" was banned by MTV due to its graphic depiction of violence. Madonna's music video for the song "Justify My Love" was banned due to its depiction of sadomasochism, homosexuality, cross-dressing, and group sex. Madonna's video for "American Life" was also banned due to its anti-American sentiment, subsequently a new video was made for the song. The Prodigy's video for "Smack my bitch up" was banned in some countries due to depictions of drug use and nudity. The Prodigy's video for "Firestarter" was banned by the BBC because of its references to arson. As of 2005 the Egyptian state censorship committee has banned at least 20 music videos which featured sexual connotations due to Muslim ethical viewpoints. The Sex Pistols video for "God Save the Queen" was banned by the BBC for its anti-royal sentiment. A seemingly innocuous video for "Losing My Religion" by R.E.M. has been banned in Ireland due to its religious imagery. In 2004 many family groups and politicians lobbied for the banning of the Eric Prydz video "Call on me" for containing soft pornography however the video was not banned.

Internet

The earliest purveyors of music videos on the internet were members of IRC-based groups who took the time to record music videos as they appeared on television, then digitising them and exchanging the .mpg files via IRC channels. As broadband Internet access has become available more widely, various initiatives have been made to capitalise on the continued interest in music videos. MTV itself now provides streams of artists' music videos, while AOL's recently launched AOL Music features a vast collection of downloadable videos. At its launch, Apple's iTunes Music Store provided a section of free music videos in high quality compression to be watched via the iTunes application. More recently the iTunes Music Store has begun selling music videos for use on Apple's recently introduced iPod with video playback capability. Another new phenomenon, deriving from the popularity of blogging, is the use of so-called music video "codes", lines of HTML code including links to music videos that the individual can simply copy and paste into their blog in order to feature a given video streaming on it. The originators are as follows. This distribution of music video "codes" are legal due to the "code" distributors only giving away the "code" instead of hosting the actual music video file. This new discovery can be good for the music video producers and labels that facilitates the way their of advertising their music.

Unofficial music videos

With the advent of easy distribution over the internet and cheap video-editing software, a number of fan-created videos began appearing as of the late 1990s. These are typically made by synchronizing existing footage from other sources, such as television series or movie, with the song. In the case of AMV's the source material is drawn from Japanese anime (see anime music video) or from American animation series. Since neither the music nor the film footage is typically licensed, distributing these videos is usually copyright infringement on both counts. Singular examples of unofficial videos include one made for DJ Danger Mouse's illegal mash-up of the Jay-Z track "Encore" with music sampled from The Beatles' White Album, in which concert footage of The Beatles is remixed with footage of Jay-Z and rap dancers, as well as a recent politically charged video by Franklin Lopez of subMedia, cut from television footage of the Katrina aftermath, set to an unofficial remix of Kanye West's "Gold Digger", inspired by the rap-artist's comment "George Bush doesn't care about black people."

- 1941: A new invention hits clubs and bars in the USA: The Panoram Soundie is a jukebox that plays short videoclips along with the music.
- 1956: Hollywood discovers the genre of music-centered films. A wave of rock'n'roll films begins (Rock Around the Clock, Don't Knock the Rock, Shake, Rattle and Rock, Rock Pretty Baby, The Girl Can't Help It), and the famous Elvis Presley movies. Some of these films integrated musical performances into a story, others were simply revues.

- 1970: The record industry discovers these TV-Shows as a great opportunity to promote their artists. They focus on producing short "Promos", early music videos which started to replace the live performance of the artist on the TV-stage.
- 1975: "Bohemian Rhapsody" released by Queen.
- 1981: MTV, the first 24-hour satellite music channel, launches. Initially few cable TV operators carry it, but it rapidly becomes a major hit and cultural icon.
- 1984: Michael Jackson's short film, Thriller, is released, changing the concept of music videos forever. The Making of Thriller home video was also released in 1984. It was the first ever video about the making of a music video.
- 1995: MTV begins to credit music video directors.
- 1996: Pop-up Video is first aired on VH1.
- 1996: M2 is launched as a 24-hour music video channel, as MTV has largely replaced videos with other content.
- 1999: M2 is renamed to MTV2.
- 2002: MTV Hits is launched as MTV2 is gradually showing fewer music videos.

Short Film

Short subject is an American film industry term that historically has referred to any film in the format of two reels, or approximately 20 minutes running time, or less. It is now used almost interchangeably with short film (which can run somewhat longer than 20 minutes); either term is often abbreviated to short (as a noun, e.g. 'a short').

History

Early period

The term came to be applied in the 1910s, when the majority of feature films began to be made in much longer-running editions. A typical film program came to be expected to include a feature preceded by one or more short subjects. Short subjects could be live action or animated; comedy was particularly utilized as their style, and well-known comedians such as Charlie Chaplin, Buster Keaton, Laurel and Hardy and others are best known from short subject films. Animated cartoons likewise came principally as short subjects, as did newsreels. Less frequently, short subjects might be in the form of travelogues, human interest films or concert films. The form was so popular that virtually all major production companies had fully staffed, special units assigned to develop and produce them; and many companies, especially in the silent and very early sound era, produced short subjects exclusively (e.g. Keystone Studios, Atlas Educational Film Co.).

The rise of the double feature

The death of the two-reel short as a commercially successful product for independent studios put producers such as Mack Sennett out of business. Hal Roach moved Laurel and Hardy full-time into feature films after 1935, and halved his popular Our Gang films to one reel at the request of distributor Metro-Goldwyn-Mayer. Roach, who could no longer afford to produce shorts after 1938, sold Our Gang at that time to MGM. After the 1930s, fewer shorts were made for theatrical release, most of which were one-reel long, like George O'Hanlon's Joe McDoakes shorts, and the animated shorts of studios like Leon Schlesinger/Warner Bros., Walter Lantz, and Fleischer/Famous Studios. These shorts and others were produced in-house by, or financed by, motion picture companies that either owned their own theater chains (for example, Loews Theatres); or forced theaters to take their shorts by selling them in the same unalterable package as their big-name features. This practice, called block booking, was declared illegal by the US Supreme Court, who also forced the theater chains to sell off their movie studios. By 1955, thanks to double features, the ban on block booking, and the rise of television, the commercial live-action short was virtually dead, and the cartoon short was on its way to being dead. Since the 1960s, short films have been largely reserved for independent filmmakers and special major-studio projects. The Three Stooges shorts were the only major series of two-reelers to survive the double-feature system, because they were issued by Columbia Pictures using block booking. They continued into the late-1950s, largely by reusing footage from previous series entries to reduce costs. In the 1950s, television programming, including broadcast of older short subjects sold to television stations, eclipsed the value of all but cartoons featuring well-loved characters; but by the end of the 1960s, the cost of manufacturing these had come to outweigh the return, and short subjects effectively disappeared from the movie screens.

Short subjects in the modern era

Since the 1980s, the term "short subject" has come to be used interchangeably with "short film", an international, academic term used to mean a contemporary non-commercial motion picture that is substantially shorter than the average commercial feature film. The definition of maximum length varies from 40 minutes (Academy of Motion Picture Arts and Sciences rule) to about 80 minutes. The short-film form is to the full length film what the short story is to a full-fledged novel. Short films often focus on difficult topics which longer, more commercial films usually avoid. Their filmmakers benefit from larger freedoms and can take higher risks with their films, but must rely on festival and art house exhibition to achieve public display. Most short films are better known outside the United States than within, due to less rigidity of audience expectation as to programme content, arrangement, and length outside the U.S. Short films are often popular as first steps into the cinematic art among young filmmakers. This is because they are cheaper and easier to make, and also their brevity makes shorts more likely to be watched by financial backers and others who want some demonstration of a filmmaker's ability. Short film making is also growing in popularity among amateurs and enthusiasts, who are taking advantage of affordable equipment. "Prosumer" or semi-professional cameras now cost under USD$3,000), and free or low-cost software is widely available that is capable of video editing, post-production work, and DVD authoring. Such films can also be easily distributed via the Internet.

Cable television

Cable TV Hong Kong Cable television or Community Antenna Television (CATV) (often shortened to cable) is a system of providing television, FM radio programming and other services to consumers via radio frequency signals transmitted directly to people’s televisions through fixed optical fibers or coaxial cables as opposed to the over-the-air method used in traditional television broadcasting (via radio waves) in which a television antenna is required. It is most commonplace in Canada, the United States, Europe, and much of East Asia, though it is present in many other countries, mainly in Australasia, South America and the Middle East. In Africa, cable TV has had little success, as it is not cost-effective to lay cables in sparsely populated areas, and although so-called "wireless cable" or microwave-based systems are used, "direct-to-home" satellite television is far more popular, especially in South Africa. Technically, both cable TV and CATV involve distributing a number of television channels collected at a central location (called a headend) to subscribers within a community by means of a network of optical fibers and/or coaxial cables and broadband amplifiers. As in the case of radio broadcasting, the use of different frequencies allows many channels to be distributed through the same cable, without separate wires for each. The tuner of the TV, VCR or radio selects one channel from this mixed signal. The same program is often simultaneously broadcast by radio and distributed by cable, usually at different frequencies. Other programs may be distributed by cable only; rules restricting content (e.g. regarding nudity and pornography) are often more relaxed for cable than for over-the-air TV. Traditional cable TV systems worked strictly by way of analog signals (i.e. using standard radio waves) but many modern cable TV systems also employ the use of digital cable technology, which uses compressed digital signals, allowing them to provide many more channels than they could with analog alone. Many cable television systems were formerly known as CATV (Community Antenna Television) systems as they were originally composed simply of a shared antenna located in a high location to which multiple households could have their TVs connected to via coaxial cable. This was designed to provide access to television signals in areas where reception was traditionally poor. As cable-only networks began to appear on CATV systems, picked up via satellite rather than by antenna, the use of the term CATV has largely faded and the term cable television has taken its place.

History of U.S. cable television and its regulation

During the television licensing freeze of the late 1940s, the demand for television increased. Since new television licenses were not being issued, the only way the demand was met was by Community Antenna Television. The first commercial CATV System was developed in 1948 by John Walson. He had interest in an appliance store that began to carry televisions. A major problem in selling televisions in Mahanoy City, Pennsylvania was that the stations which were available were received very poorly. Walson built an antenna on the top of a nearby mountain and strung a wire from it to his shop. A neighbor asked for the wire to be connected to his house and Walson connected it to his own house. He said he would extend the wire to anyone who would buy one of his television receivers, and in 1949 he started charging for the service. Another system in Mahanoy City was founded by Jerrold Electronics Corp. which served the other side of town. Both were originally three-channel systems and were upgraded to five. Other systems were built: some conceived the idea independently, others didn't, and others laid claim to the title of first. On August 1, 1949 T.J. Slowie, a secretary of the Federal Communications Commission, sent a letter to a CATV pioneer in Astoria, Oregon, L.E. Parsons, requesting he "furnish the Commission full information with respect to the nature of the system you may have developed and may be operating." He did. This is the first known involvement of the FCC in CATV. An FCC lawyer, E. Stratford Smith, determined the Commission could exercise common carrier jurisdiction over CATV. The FCC didn't act on this opinion and Smith later changed his mind after working in the cable industry for some time and testifying in Senate committee hearings. Senator and future Federal Communications Commissioner Kenneth A. Cox attended and participated in these hearings. He prepared a report entitled the Cox Report for the Senate Committee on Interstate and Foreign Commerce. This report was against CATV and supported the FCC policy of a television station in every community. In 1959 and 1961 bills were introduced in Congress that would have determined the role of the FCC in CATV policy. The 1959 bill, which actually made it to the floor of the Senate, would have limited FCC jurisdiction to CATV systems within the contours, i.e. the broadcast range, of a single station. It was defeated. The 1961 bill proposed by the FCC would have given the Commission authority over CATV as CATV, and not as a common carrier or broadcaster. The Commission could then adopt rules and regulations "in the public interest" to govern CATV in any area covered both by CATV and broadcast television. No action was ever taken on this bill. More important than Congressional action in determining Federal Communications Commission CATV policy were court cases and FCC hearings. Frontier Broadcasting Co. v. Collier was a hearing in which broadcasters tried to get the FCC to exercise common carrier authority over 288 CATV systems in 36 states. The broadcasters maintained that CATV went against the FCC's Sixth Report and Order, which advocated at least one television station in every community. In 1958, the FCC decided that CATV was not really a common carrier since the subscriber did not determine the programming. Carter Mountain Transmission Corp., a common carrier that already transmitted television signals by microwave to CATV systems in several Wyoming towns, wanted to add a second signal to two of the towns and add two signals to a previously unserved town. A television station in one town opposed this and protested to the FCC on the grounds of economic damage. A hearing examiner supported Carter Mountain but the Commission supported the television station. The case was taken to appeal, as most are, and the Federal Communications Commission won. "The fact that no broadcaster has actually gone off the air due to CATV competition at the time the government moved to expand its authority (nor have any since) did not stay the momentum for the expansion of regulatory authority. That some economic impact was merely plausible sufficed as the basis for government concern and government action." The FCC overruled a hearing examiner in favor of broadcasters again in the "San Diego Case". The CATV systems in San Diego, California wanted to import stations from Los Angeles, some of which could be seen in San Diego; the television stations in San Diego didn't want the signals imported. The television stations won, not allowing the signals on future cable lines in San Diego and its environs. The FCC's reasoning was to protect the present and future UHF stations in San Diego. In the First Report and Order by the Federal Communications Commission on CATV the FCC gave itself the power to regulate CATV. This Report and Order was designed to protect small town television stations. It did this by imposing two rules, which in slightly altered form still stand: one requires that a CATV system carry all local stations in which the CATV system is in the "A" (best reception) contour of the station. The second prohibits the importation of programs from a non-local station that duplicates programming on a local station if the duplication is shown either 15 days before or 15 days after its local airing. This 1965 report reasoning is as follows: 1) CATV should carry local stations because CATV supplements, not replaces, local stations and the non-carriage of local stations gives distant stations an advantage since people will not change from the cable to the antenna to see a local station; 2) non-carriage is "inherently contrary to the public interest"; 3) CATV duplication of local programming via distant signals is unfair since broadcasters and CATV do not compete for programs on an equal footing; the FCC recommends "a reasonable measure of exclusivity". The 1966 Second Report and Order made some minor changes in the First Report and Order and added a major regulation. This was designed to protect UHF stations in large cities. The new rule disallowed the importation of distant signals into the top 100 markets, thus making CATV profitable only in cities with poor reception. In 1968 the Supreme Court upheld the FCC's right to make rules and regulations concerning CATV. In its decision on United States v. Southwestern Cable, the "San Diego Case", it said "the Commissions authority over 'all interstate ... communications by wire or radio' permits the regulation of CATV systems."

The birth of public access television

Main article: Public-access television In 1969 the FCC issued rules requiring all CATV systems with over 3500 subscribers to have facilities for local origination of programming by April 1, 1971. The date was later suspended. In 1972, Dean Burch steered the FCC into a new area of regulation. It lifted its restrictions on CATV in large cities, but now put the burden of more local programming on CATV operators. In 1976, the FCC used its rule making power to require that new systems now had to have 20 channels, and that cable providers with systems of 3500 subscribers or more had to provide PEG (public, education, and government access) channel capacity, and facilities and equipment necessary to use this capacity.

Programming

United States

In the United States, cable television programming is often divided between basic and premium programming. Basic cable TV networks are generally transmitted without any scrambling or other special methods and thus anyone connected to the cable TV system can receive them. Basic cable networks receive at least some funding through fees paid by the cable TV systems for the right to include the network in its channel lineup. Most basic cable TV networks also include advertising to supplement the fees, due to their programming cost being greater than the fees paid by cable TV systems. Premium cable refers to networks, such as HBO and Showtime, that scramble or encrypt their signals so that only those paying additional monthly fees to their cable TV system can legally view them (via the use of cable box). Because these networks command much higher fees from cable TV systems, their programming is generally commercial free. There are several features of is cable programming that distinguish it from broadcast television. Because cable television carries more bandwidth than broadcast TV (10 to 20 times as many channels), there is room for more specialized channels catering to a particular genre or groups such as sci-fi or woman’s oriented programming. Also, because cable TV networks rely much less, or in some cases not at all, on revenue from commercials, they can feature programming (such as minority sports or ethnic programming) that draws much smaller viewer numbers than what broadcast networks would find acceptable. And finally, since cable TV signals, unlike broadcast TV, cannot be picked up by just anyone with a TV, including children, the FCC’s rules regarding acceptable content do not apply to cable TV networks, allowing greater freedom in the use of language, nudity, and violence. The lack of restrictions on content has led to cable TV programs with more adult-oriented content such as nudity and strong language, including some premium cable networks broadcasting soft-core porn programs. Premium cable networks have traditionally been the loosest with regard to content, since they require a cable box to view, making it easier to restrict children’s access to them. Thus, one can find nudity, foul language, and even soft-core pornography on these networks, though, so far, not hard-core pornography, possibly due in part to such factors as the risk of cable TV systems dropping them or legal risk. Basic cable, on the other hand, has not traditionally been as loose with regard to content. While there are no FCC rules that apply to content on basic cable networks, because most such networks rely at least partly on advertising revenue, they have buckled to pressure from advertisers to keep their content more in line with that of broadcast TV. Thus, many basic cable networks voluntarily censor their programs, particularly with regard to language and nudity. In recent years though, some basic cable networks have begun to relax their self-imposed restrictions, particularly late at night. Thus, programs like Comedy Central’s South Park often contain content deemed unsuitable for U.S. broadcast TV. Some basic cable networks have also recently aired R-rated movies, uncut, late at night. There has been a recent push to create laws that force cable providers to allow consumers to purchase individual cable TV channels "a la carte," i.e. to allow them to pick and choose which channels they would like to have available in their homes. This is not likely to occur until digital cable television becomes popular, as it is very difficult to notch out individual channels from a cable TV line. For example, many cable providers have a "basic plan" consisting of local channels and a few national cable networks; and an "economy basic" plan consisting of local channels only. Both plans are supplied on the same cable, but the cable company can filter out the expanded channels to the "economy basic" subscribers using a low-pass filter which filters out higher channels. Notch filters are available which can filter out a "notch" of channels (for example, channels 45-50 can be "notched" out yet the subscriber can receive channels below 45 and higher than 50). However, to do this individually for a single subscriber who wants many "notches," would be very difficult. These problems are alleviated with the use of digital cable, which requires a set-top converter box. This converter can be programmed remotely to allow or disallow access to channels on an individual basis.

Cable television fees and programming lineups

Cable TV systems impose a monthly fee depending on the number and perceived quality of the channels offered. Cable TV subscribers are offered various packages of channels one can subscribe to. The cost of each package depends on the type of channels offered (basic vs. premium) and the quantity. These fees cover the fees paid to individual networks for the right to carry their network as well as the cost of operating and maintaining the cable TV system so that their signals can reach subscribers homes. Additional fees and taxes are often tacked on by local, state, and federal governments. The fee the cable TV system must pay to a cable TV network will vary depending on whether it is a basic or premium channel and the perceived popularity of that channel. Because cable TV systems are not required to carry any basic cable channel they often try and negotiate the fee they will pay for carrying a channel. Thus more popular networks have been able to command much higher fees then less popular networks. The fees paid to basic cable networks has a benefit in that advertisement breaks on basic cable are either absent or their number and duration are far lower than on broadcast TV, where ads make up around 25% of programming in the U.S. Most cable systems divide their channel lineups into three or four basic channel packages. A must-carry rule requires all cable TV system carry local broadcast stations on their lineups. Cable TV systems are also required to offer a subscription package that provides these broadcast channels at a lower rate then the standard subscription rate. The basic programming package offered by cable TV systems is usually known as basic cable and provides access to a large number of basic cable TV networks, as well as broadcast channels, and local-access television channels. Some systems refer to this package as expanded basic, with their most minimal package being referred to as basic cable. In addition to the basic cable packages, all system offer premium channel add-on packages offering either just one premium network (e.g. HBO) or several premium networks for one price (e.g. HBO and Showtime together). Finally, most cable systems offer pay-per-view channels where users can watch individual movies, live programs, sports, etc. for an additional fee for single viewing at a scheduled time. Some cable systems have begun to offer on-demand programming, where customers can select programs from a list of offerings including recent releases of movies, concerts, sports, and reruns of TV shows and specials and start the program whenever they wish, as if they were watching a DVD or a VHS tape. Some of the offerings have a cost similar to renting a movie at a video store while others are free. Starting in the late 1990s, advances in digital signal compression (primarily Motorola's DigiCipher 2 technology in North America) technology have given rise to wider implementation of digital cable services. Digital cable provides many more television channels over the same available bandwidth, by converting cable TV channels to a digital signal and then compressing the signal. Currently, most system offer a hybrid analog/digital cable system. This means they offer a certain number of analog channels via basic cable service with additional channels being made available via digital cable service. Thus subscribers wishing to have access to digital cable channels must have a special cable box to receive them. Additional subscription fees is also usually required to receive these digital channels. Digital cable channels can offer a higher quality picture then their analog counterparts though digital compression has a tendency to soften the quality of the television picture, particularly of channels that are more heavily compressed. Many cable systems operate as local monopolies in the United States, as cable companies typically receive exclusive rights to serve a region as a result of a franchise agreement with a local government. In some areas that is changing as competition has been allowed to enter the market, including in some cases city run cable systems. The rise of Digital Satellite Systems, which provide the same type of programming using small satellite receivers, has also provided competition to cable TV systems.

Mexico

The first cable system started to operate in the early Sixties in Monterrey, as a CATV service (an antenna at the top of the Loma Larga, which could get TV signals from South Texas). Most of the other major cities didn't develop cable systems until the late Eighties, due to government censorship. By 1989 the industry had had a major impulse with the founding of Multivisión—a MMDS system who started to develop its own channels in Spanish—and the later development of companies such as Cablemas and Megacable. Over the past few years, many US networks have started to develop content for the Mexican market, such as CNN en Español, MTV, Cartoon Network, Disney Channel, and others. The country also has a DTH service called SKY (Televisa & News Corp. owned). Recently DirecTV merged with Sky. The dominant company nowadays is Megacable.

United Kingdom

In the UK Cable Television had its origins in 1938, when the first Community Antenna TV systems were setup in towns including Bristol and Hull, for homes which couldn't recieve transmisssions over the air; however these signals were on the 405-line system. In the 1960s Ridiffusion Vision was setup to provide cable television in the newer 625-line and PAL formats. In the early 1980s Rediffusion Vision suplimented its service with other channels including The Music Box, Screensport, Sky Channel and TEN. The service was renamed to Rediffusion Cablevision. In the United Kingdom, the current generation of cable television began in the late 1980s with the issue of franchises to many local operators. These small operations proved uneconomic and there has been a continuing process of consolidation and re-financing. The two principal cable operators are now NTL and Telewest Broadband, which are themselves in the process of merging. NTL's cable service was originally known as CableTel and grew rapidly through the acquisition of, among others, ComTel (which itself had bought Telecential), Comcast, Diamond Cable and finally, in 1999, the residential and small business operations of Cable & Wireless. Telewest also steadily acquired local operators. Cable TV faces intense competition from SkyDigital's satellite television service, although most channels on that platform are also carried on cable; few channels are now exclusive to cable. However, paid for digital terrestrial television proved less of a competitive threat, as ITV Digital went into liquidation in 2002. The re-launch of DTTV as the free Freeview service has been a success in introducing people to multichannel digital TV and seems not to have adversely affected the growth of cable and satellite subscribers. Another potential source of competition in the future will be TV over broadband. This was initially launched, using ADSL, in London, where it is provided by HomeChoice, and Hull, where it where it is provided by Kingston Communications. As the speed and availability of broadband connections increase, more TV content can be delivered using protocols such as IPTV.

Republic of Ireland

Cable television first started in the Republic of Ireland in the 1970s, when state broadcaster RTÉ began a service called RTE Relays, which rebroadcast the UK's three terrestrial TV channels. Later called Cablelink, the service began offering a number of satellite channels in the 1980s. The state telephone operator Telecom Éireann (now eircom) was also a stakeholder. In rural areas, the company ran an MMDS service called Multilink, as did other companies such as Irish Mulitchannel in Cork, now called Chorus. Cablelink was later sold to NTL in 1999, and was renamed NTL Ireland. In rural areas where neither cable or MMDS are available, there have been 'deflectors', which pick up the UK terrestrial channels (either from Northern Ireland or Wales), and retransmit them on local UHF signals along with other channels. These operators faced legal action in the late 1990s from MMDS operators, as they did not pay royalties to the relevant broadcasters, and were not licensed. When the deflectors were shut down, there was such an outcry in those areas that an independent candidate in County Donegal, Tom Gildea, was elected as a TD on a platform of supporting legalisation, which occurred in 1999.

Hong Kong

i-Cable Communications Limited(branded as "CableTV") is the holding company that runs Hong Kong's one of four cable television service providers. It is listed on the Hong Kong Stock Exchange and NASDAQ. Wharf Holdings Limited owns 67 per cent of the cable provider and the rest amongst public shareholders. Another three operators offers pay-TV via DSL, they are Now Broadband TV(PCCW), HKBN Digital TV and SuperSUN(control by TVB). Many in Hong Kong watch subscription TV using satellite systems like Star TV.

Singapore

StarHub Cable Vision is the sole cable television operator in Singapore, where private ownership of satellite dishes is banned. StarHub Cable Vision was formed as a result of a merger between StarHub and Singapore Cable Vision on 15 May 2002. The latter first began broadcasting as a terrestrial pay-television operator in 1992 as the first cable network was not completed until 1995. Around 15% ofl households and offices in Singapore are connected to the StarHub network.

Australia

In Australia, most people do not have access to cable. Satellite is a more common way of getting subscription TV services. Telstra's Foxtel-carrying cable network covers parts of Sydney, Melbourne, Brisbane, Adelaide, and Perth. Optus's network covers small parts of Sydney, Melbourne, and Brisbane, though its restrictive subscription rules means that many people in this area are not allowed to subscribe. A small part of Perth is covered by Bright Telecomunications. Part of Canberra is covered by TransACT. Much of Darwin is covered by Austar. Parts of Geelong, Ballarat and Mildura are reached by Neighbourhood Cable.

Other cable-based services

Coaxial cables are capable of bi-directional carriage of signals as well as the transmission of large amounts of data. Cable television signals use only a portion the bandwidth available over coaxial lines. This leaves plenty of space available for other digital services such as broadband internet and cable telephony. Unlike North America, many cable operators in Europe have already introduced telephone services, which operate just like existing fixed line operators. Broadband internet is achieved over coaxial cable by using cable modems to convert the network data into a type of digital signal that can be transferred over coaxial cable. One problem with some cable systems is the older amplifiers placed along the cable routes are unidirectional thus in order to allow for uploading of data the customer would need to use an analog modem to provide for the upstream connection. This limited the upstream speed to 56k and prevented the always-on convenience broadband internet typically provides. Many large cable systems have upgraded or are upgrading their equipment to allow for bi-directional signals, thus allowing for greater upload speed and always-on convenience, though these upgrades are expensive. Another service being added to many cable systems is cable telephone service. This service involves installing a special telephone interface at the customer's premises that coverts the analog signals from the customer's in-home wiring into a digital signal, which is then sent on the local loop (replacing the analog last mile, or POTS) to the company's switching center, where it is connected to the PSTN. The biggest obstacle to cable telephone service is the need for nearly 100% reliable service for emergency calls. One of the standards available for digital cable telephony, PacketCable, seems to be the most promising and able to work with the Quality of Service demands of traditional analog POTS service. The biggest advantage to digital cable telephone service is similar to the advantage of digital cable TV, namely that data can be compressed, resulting in much less bandwidth used than a dedicated analog circuit-switched service. Other advantages include better voice quality and integration to a VoIP network providing cheap or unlimited nationwide and international calling. Note that in most cases, digital cable telephone service is separate from cable modem service being offered by many cable companies and does not rely on IP traffic or the Internet. - March 1 - Bobby Sands, an IRA member, begins hunger strike for political status in Long Kesh prison - he dies May 5, the first of ten men.
- March 6 - After 19 years hosting the CBS Evening News Walter Cronkite signs off for the last time.
- March 7 - Colombian guerillas execute US bible translator Chester Allen Bitterman for being a CIA agent
- March 11 - Chilean president Augusto Pinochet sworn in for an eight-year term as president.
- March 19 - Three workers are killed and five injured during a test of the Space Shuttle Columbia.
- March 30 - President Ronald Reagan is shot in the chest outside a Washington, D.C., hotel by John Hinckley, Jr., whose family had connections with the vice president. Two police officers and James Brady are also wounded.
- April 11 - Riot in Brixton, South London - rioters throw petrol bombs, attack police and loot shops.
- April 12 - The first launch of a Space Shuttle: Columbia launches on the STS-1 mission.
- April 15 - The Australian Foreign Minister Andrew Peacock resigns from cabinet accusing the Australian Prime Minister Fraser of gross disloyalty.
- April 18 - A Minor League baseball game between the Rochester Red Wings and the Pawtucket Red Sox at McCoy Stadium in Pawtucket, Rhode Island becomes the longest professional baseball game in history: 8 hours and 25 minutes/33 innings (the 33rd inning was not played until June 23rd).

- May 13 - Pope John Paul II is shot at and nearly killed by Mehmet Ali Ağca, a Turkish gunman, as he entered St. Peter's Square in Rome to address a general audience. (Two days after Christmas in 1983, Pope John Paul went to the prison to meet and forgive his would-be assassin)
