RectorThe word rector ("ruler," from the Latin regere) has a number of different meanings.
Academic rectors
The Rector is the highest academic official of many universities. Its use may be found all over Europe: in Italy, Germany, Scandinavia, the Netherlands, Spain, and Scotland, for example. A notable exception to this terminology was England, where universities were traditionally headed by a "chancellor" . At some universities this title is phrased as rector magnificus (National University of San Marcos in Peru) or Lord Rector.
Scotland
In Scotland, the position of Rector exists in the four ancient universities, St Andrews, Glasgow, Aberdeen, Edinburgh as well as Dundee.
The post (technically Lord Rector, usually just Rector) was made an integral part of these universities by the Universities (Scotland) Act 1889. The Rector chairs meetings of the University Court, the governing body of the university and is elected at regular intervals by the matriculated students of each university.
In recent years the Rector has become more of a figurehead. The chief executive of the university is the Principal (or Vice-Chancellor).
Rectors have often been elected from the world of celebrity (Peter Ustinov at Dundee, and John Cleese and Frank Muir at St. Andrews, for example), but nonetheless their position is of some importance to the running of each university.
Gordon Brown, the current Chancellor of the Exchequer, was Rector of Edinburgh University while a student there.
The head teacher of a Scottish secondary school may also be a rector.
Oxford University
At Oxford and Cambridge, English universities headed by "chancellors", most colleges are headed by a "master". At a few colleges, this role is instead played by a "president"; and at two of the Oxford colleges — Lincoln College and Exeter College — the head is called a "rector."

Anglican churches
In the Anglican Church, a rector is one type of parish priest. For historical reasons, some parish priests in the Church of England are called by this term while others are called vicars. Roughly speaking, the distinction was that the rector directly received the tithes of his parish, while a vicar did not, being paid instead a salary (sometimes by his diocese). The term has been re-used to designate the priest in charge of a team ministry (See also curate.)
In the Church of Ireland and Scottish Episcopal Church, most parish priests are called rectors, not vicars. Outside the British Isles the term is used more loosely. In the Episcopal Church in the United States of America, "rector" is usually used for the priest in charge of a self-sustaining parish while the priest who heads a mission—a congregation supported by the diocese—is generally called a vicar.
Roman Catholic Church
In the Roman Catholic Church, a rector is a priest appointed by the diocesan bishop to take charge of a church not belonging to a parish.
This is often the case with the cathedral of the diocese, which, in the Anglican Communion, would be headed by a dean. The specific term in the Roman Catholic Church is Plebanus.
A rector can also be in charge of the main church of a Catholic university or the church of a seminary. Rectors of those institutions have special obligations under canon law.

University
A university is an institution of higher education and of research, which grants academic degrees. A university provides both tertiary and quaternary education. University is derived from the Latin universitas, meaning corporation (since the first medieval European universities were simply groups of scholars).

History
Because of the above definition, the oldest universities in the world were all European, as the awarding of academic degrees was not a custom of older institutions of learning in Asia and Africa. However, institutions of higher learning considerably older than the most ancient European universities existed in countries such as China, Egypt and India.
The Academy, founded in 387 BC by the Greek philosopher Plato in the grove of Academos near Athens, taught its students philosophy, mathematics, and gymnastics, and is sometimes considered a forerunner of modern European universities. Other Greek cities with notable educational institutions include Kos (the home of Hippocrates), which had a medical school, and Rhodes, which had philosophical schools. Another famous classical university was the Museum and Library of Alexandria.
About a thousand years after Plato, institutions bearing a resemblance to the modern university existed in Persia and the Islamic world, notably the Academy of Gundishapur and later also al-Azhar University in Cairo.
In Asia, there were a number of institutions of higher learning that vaguely resembled universities in the Western sense of the word. In general, these are of considerable antiquity, predating western institutions of higher learning by centuries. In China, it's recorded that the education system had been established during the Yu period (2257 BC - 2208 BC) and the imperial central academy was named Shangyang (Shang means higher and Yang means school) at the time. The higher learning institution - imperial central academy, was called Piyong in Zhou Dynasty (1046 BC - 249 BC), Taixue in Han Dynasty (202 - 220) and Guozijian in Sui dynasty. For example, Nanjing University traces its source back to the imperial central academy at Nanking founded in 258 by the Kingdom of Wu. The early Chinese state depended upon literate, educated officials for operation of the empire, and an imperial examination was established in the Sui Dynasty (581 -618) for evaluating and selecting officials from the general populace. The ancient cities of Nalanda, Vikramasila, Kanchipura and Takshasila were greatly reputed centres of learning in the east, with students from all over Asia. In particular, Nalanda was a famous center of Buddhist scholarship, and as such it attracted a vast number of Buddhist scholars from China, central Asia and Southeast Asia.
In the Carolingian period, a famous academy was created by Charlemagne for the purpose of educating the children of aristocrats to help train the professionals needed to run an empire. It was a foreshadow of the rise of the University in the 11th century.
The first European medieval university was the University of Magnaura in Constantinople
(now Istanbul, Turkey), founded in 849 by the emperor Bardas, followed by the University of Salerno (9th century)University of Bologna (1088) in Bologna, Italy, and the University of Paris (c. 1100) in Paris, France. Many of the medieval universities in Western Europe were born under the aegis of the Catholic Church, usually as cathedral schools or by papal bull as Studia Generali. In the early medieval period, most new universities were founded from pre-existing schools, usually when these schools were deemed to have become primarly sites of higher education. Many historians state that universities and cathedral schools were a continuation of the interest in learning promoted by monasteries.
In Europe, young men proceeded to the university when they had completed the study of the trivium–the preparatory arts of grammar, rhetoric, and logic–and the quadrivium: arithmetic, geometry, music, and astronomy. Universities are generally established by statute or charter. In the United Kingdom, for instance, a university is instituted by Act of Parliament or Royal Charter; in either case generally with the approval of Privy Council, and only such recognized bodies can award degrees of any kind.

The funding and organisation of Universities is very different in different countries around the world. In some countries Universities are predominantly funded by the state, while in others funding may come from donors or from fees which students attending the University must pay. In some countries the vast majority of students attend University in their local town, while in other countries Universities attract students from all over the world, and may provide University accommodation for their students.

Selective admissions
Unlike community colleges, enrollment at a university is generally not available to all. However, admission systems vary widely around the world, as discussed in the article college admissions.
Colloquial usage
Colloquially, the term university is used around the world for a phase in one's life: "when I was at university…"; in the United States, college is often used: "when I was in college…". See college, §3, for further discussion. In the United Kingdom and Australia "University" is often contracted to simply "Uni".
The usual practice in the United States today is to call an institution made up of several faculties and granting a range of higher degrees a "university" while a smaller institution only granting bachelor's or associate's degrees is called a "college". (See liberal arts colleges, community college). Nevertheless, a few of America's oldest and most prestigious universities, such as Boston College, Dartmouth College and the College of William and Mary, have retained the term "college" in their names for historical reasons though they offer a wide range of higher degrees.

Scandinavia
Scandinavia is the cultural and historic region in Northern Europe consisting of the Scandinavian and Jutland peninsulas and the islands inbetween. Today, this region encompasses three sovereign states:

These three countries have mutually recognized each other as parts of political and cultural region, since the height of the nationalist movements in these countries in the middle of the 19th century. The region takes its name from the peninsula, which in turn is thought to be named after Skåne (Scania) situated at the southern extreme of the Scandinavian peninsula.
Prior to the mid-19th century, the region included a larger area of Northern Europe, comparable to the modern "Greater Scandinavia":

The collective label "Scandinavia" nowadays primarily reflects the linguistic similarities, but also the strong historical and social ties between these countries despite their current political independence and different policies during the two World Wars and Cold War and membership in international organizations.
Greater Scandinavia (Norden)
Like other regions of the world, the usage and meaning of the term 'Scandinavia' can vary depending on defining criteria. Some or all of the following geo-political entities may variously be considered peripherally Scandinavian, since they traditionally have had strong political and economic ties with Scandinavia proper:

These alternative meanings are sometimes considered incorrect in some parts of Scandinavia, and occasionally some people may take offence at such usage. The term the Nordic countries is used unambiguously for the Scandinavian kingdoms of Norway, Sweden, Denmark, and the republics of Finland and Iceland. More infrequently, the term is also used occasionally to include Estonia, owing to its cultural ties with Sweden and Finland and its proximity to Scandinavia.
The terms Fennoscandia and Fenno-Scandinavia are used either to include the Scandinavian peninsula, the Kola peninsula, Karelia, Finland and Denmark under the same term alluding to the Fennoscandian Shield, even if Denmark actually resides on the North European Plain, or they may be used in a more cultural sense, more or less as a synonym for the Nordic countries, to signify the historically close contact between Finnic, Sami and other Scandinavian peoples and cultures.
Etymology
The etymology for the names Scandinavia and Skåne (Scania) is considered to be the same.
The name is most probably derived from the Germanic - Skaðin- meaning "danger" (cf. English scathing and unscathed) and - awjo meaning "island". It may have referred to the dangerous banks around Skanör (skan- is the same as in Scandinavia, and -ör means "sandbanks") and Falsterbo in Skåne in southernmost Scandinavia.
Alternatively, the first element is sometimes attributed to the Scandinavian giantess Skaði from Norse mythology.
The original form is considered to be - Skaðinawjo, which gave rise to different forms in Germanic languages and by non-Germanic scribes. In Beowulf we meet the forms Scedenigge and Scedeland. Ptolemy uses the form Scandia, and Scatinavia appears in Roman texts, e.g. Pliny the Elder, whereas Pomponius Mela used the deviant form Codanovia. The form Scadinavia, the original home of the Langobards, appears in Paulus Diaconus' Historia Langobardorum[http://www.fh-augsburg.de/~harsch/Chronologia/Lspost08/PaulusDiaconus/pau_lan1.html], but in other versions of Historia Langobardorum appear the forms Scadan, Scandanan, Scadanan and Scatenauge[http://www.northvegr.org/lore/langobard/001.php]. The name of the Scandinavian mountain range, Skanderna in Swedish, is artificially derived from Skandinavien in the 19th century, in analogy with Alperna for the Alps. The commonly used names are bergen or fjällen; both names meaning "the mountains".
History
Languages

Most dialects of Danish, Swedish and Norwegian are mutually intelligible, and Scandinavians can with little trouble understand each other's standard languages as they appear in print and are heard on radio and television. However it is often assumed that Swedes have the greatest difficulties understanding the other two languages, which may be a consequence of limited access to Danish and Norwegian radio and television in Sweden. The reason why Danish, Swedish and Norwegian are traditionally viewed as different languages, rather than dialects of one language, is that they each are well established standardized languages (Ausbausprache) in their respective countries. They are related to, but not intelligible with, the other North Germanic languages, Icelandic and Faroese, which are descended from the Norwegian dialect of Old Norse. Danish, Swedish and Norwegian have, since medieval times, been influenced to varying degrees by Middle Low German and standard German.
The Scandinavian languages are (as a language family) entirely unrelated to Finnish and Estonian, which as Finno-Ugric languages are distantly related to Hungarian. This said there still is a great deal of borrowings from the Swedish language in both the Finnish and Estonian language. Although Swedish speakers constitute a small but influential minority in Finland—and Finnish speakers constitute a minority in Sweden of similar relative size—and most ethnic Finns have studied Swedish as a mandatory school subject, the linguistic distance between the language families is often seen as indicative of a cultural distance and a reason not to classify the Finns as Scandinavian. This view was particularly prominent among Finns influenced by the ethnic nationalist movement called Fennoman in the beginning of the 20th century, as well as the language-based Scandinavian movement in the other Scandinavian countries in the 1850's. Only in 1902 was Finnish language granted an equal status with Swedish as an official language of Finland. Still in present day, the municipality with the highest fraction of native Swedish speakers of the population in the world, Korsnäs, resides in Finland.
A rather typical folk-linguistic view might suggest the following. Finns and Icelanders who have studied Swedish and Danish, respectively, as foreign languages often also find it hard to understand the other Scandinavian languages. On the other end of the scale are the Norwegians, who with two parallel written standards, and a habit to hold on strongly to local dialects, are accustomed to variation and may perceive Danish and Swedish as only slightly more distant dialects. In a conversation between a Swedish speaker and a Dane there can be significant difficulties in understanding each other's spoken language, due to differences in pronunciation and vocabulary. In the Faroe Islands Danish is mandatory, and since Faroese people this way become bilingual in two very distinct Nordic languages find it relatively easy to understand the other two Mainland Scandinavian languages.

Politics
The modern use of the term Scandinavia rises from the Scandinavist political movement, which was active in the middle of the 19th century, chiefly between the First war of Schleswig (Slesvig in Scandinavian) (1848-1850), in which Sweden-Norway contributed with considerable military force, and the Second war of Schleswig (1864) when Sweden's parliament denounced the King's promises of military support.
The King proposed the unification of Denmark, Norway and Sweden into a single united kingdom. The background for this was the tumultuous events during the Napoleonic wars in the beginning of the century leading to the partition of Sweden (the eastern part becoming the Russian Grand Duchy of Finland in 1809) and Denmark (whereby Norway, de jure in union with Denmark since 1387, although de facto merely a province, became independent in 1814 and thereafter was swiftly forced to accept a personal union with Sweden).
Finland being a part of the Russian Empire meant that it would have to be left out of any equation for a political union between the Nordic countries. The geographical Scandinavia included Norway, Sweden and parts of Finland, but the political Scandinavia was also to include Denmark. Politically Sweden and Norway were united in a personal union under one monarch. Denmark also included the dependent territories of Iceland, the Faroe Islands and Greenland in the Atlantic Ocean (which however historically had belonged to Norway, but unintentionally remained with Denmark according to the Treaty of Kiel).
The end of the Scandinavian political movement came when Denmark was denied military support from Sweden-Norway to annex the (Danish) Duchy of Schleswig, which together with the (German) Duchy of Holstein had been in personal union with Denmark. The Second war of Schleswig followed in 1864. That was a brief but disastrous war between Denmark and Prussia (supported by Austria). Schleswig-Holstein was conquered by Prussia, and after Prussia's success in the Franco-Prussian War a Prussian-led German Empire was created, and a new power-balance of the Baltic sea countries was established.
Even if a Scandinavian political union never came about there was a Scandinavian Monetary Union established in 1873, with the Krona/Krone as the common currency, and which lasted until World War I.
The modern Scandinavian co-operation after World War I also came to include the independent Finland and (since 1944) Iceland and Scandinavian as a political term came to be replaced by the term Nordic countries; and eventually, in 1952, by the Nordic Council institution.

The Netherlands
The Netherlands (Dutch: Nederland; IPA pronunciation: /"ne:dərlant/) is the European part of the Kingdom of the Netherlands that is formed by the Netherlands, the Netherlands Antilles and Aruba. (Dutch: Koninkrijk der Nederlanden). The Netherlands is a parliamentary democracy under a constitutional monarch, located in northwestern Europe. It borders the North Sea to the north and west, Belgium to the south, and Germany to the east.
In many countries, the Netherlands is often referred to by the name Holland, and even within the Netherlands itself this name is occasionally used as an acceptable translation of the country's name. However widespread, this usage is technically incorrect, as "Holland" is actually a region in the central-western part of the Netherlands, divided into two provinces. Also, the English plural form 'the Netherlands' is a remnant from times when the country was not yet independent and united. See below under 'naming conventions'.
The Netherlands is one of the most densely populated and geographically low-lying countries in the world (its name literally means "low country") and is famous for its dikes, windmills, wooden shoes, tulips, bicycles and social tolerance. Its liberal policies (towards drugs and prostitution among other things) receive international attention. The country is host to the International Court of Justice.
The English adjective and noun for "of or relating to the Netherlands" is "Dutch," which is also the name of the Dutch language. In the Netherlands, "Netherlands" is sometimes used as an adjective. The origin of this local usage may be that the Dutch word for "Dutch" is Nederlands and to avoid confusion with the words "Duits" (in Dutch) and "Deutsch" (in German) that refer to the country Germany and its language.
Capital
Amsterdam is the hoofdstad ("capital city"), where according to the constitution, the sovereign must be sworn in. The Hague is the Netherlands regeringszetel or residentie (seat of government, residence of the monarch). It is the seat of government, the home of the monarch, and the location of most foreign embassies.

Under Charles V, Holy Roman Emperor and king of Spain, the region was part of the Seventeen Provinces of the Netherlands, which also includes most of present-day Belgium, Luxembourg, and some land of France and Germany. In 1568 the Eighty Years' War started after the entire population had been condemned to death by the Holy See and confirmed by the king, and in 1579, the northern half of the Seventeen Provinces declared itself independent and formed the Union of Utrecht, which is seen as the foundation of the modern Netherlands. Philip II, the son of Charles V, was not prepared to let them go that easily. It would not be until 1648 that Spain would recognize Dutch independence.
After gaining formal independence from the Spanish Empire under King Philip IV, the Dutch grew to become one of the major seafaring and economic powers of the 17th century during the period of the Republic of the Seven United Netherlands. In the era, referred to as the Dutch Golden Age, colonies and trading posts were established all over the globe. (See Dutch colonial empire)
Many economic historians regard the Netherlands as the first thoroughly capitalist country in the world. In early modern Europe it featured the wealthiest trading city (Amsterdam) and the first full-time stock exchange. The inventiveness of the traders led to insurance and retirement funds as well as such less benign phenomena as the boom-bust cycle, the world's first asset-inflation bubble, the tulip mania of 1636-1637, and according to Murray Sayle, the world's first bear raider - Isaac le Maire, who forced prices down by dumping stock and then buying it back at a discount ("Japan Goes Dutch", London Review of Books [April 5, 2001]: 3-7).
After briefly being incorporated in the First French Empire under Napoleon, the Kingdom of the Netherlands was formed in 1815, consisting of the present day Netherlands, Belgium and Luxembourg. In addition, the king of the Netherlands became hereditary Grand Duke of Luxembourg. Belgium rebelled and gained independence in 1830, while the personal union between Luxembourg and the Netherlands was severed in 1890 as a result of ascendancy laws which prevented Queen Wilhelmina from becoming Grand Duke.
The Netherlands possessed several colonies, most notably the Dutch East Indies (now Indonesia) and Suriname (the latter was traded with the British for New Amsterdam, now known as New York). These 'colonies' were first administered by the Dutch East India Company and the Dutch West India Company, both collective private enterprises. Three centuries later these companies got into financial trouble and the territories in which they operated were taken over by the Dutch government (in 1815 and 1791 respectively). Only then did they become official colonies.
During the 19th century, The Netherlands was slow to industrialize compared to neighboring countries, mainly due to its unique infrastructure of waterways and reliance on wind power. After remaining neutral in World War I, over 100,000 Dutch Jews were murdered in the Holocaust of World War II, along with significant numbers of Dutch Roma (gypsies). After the war, the Dutch economy prospered again, being a member of the Benelux (Belgium, the Netherlands and Luxembourg) and European Economic Community unions. The Netherlands was among the twelve founding members of the North Atlantic Treaty Organisation (NATO) and among the six founding members of the European Coal and Steel Community, which would later evolve into the European Union.
Naming conventions
The name Holland is often used, incorrectly, for The Netherlands, especially in other languages. The origin of the misnomer lies in the fact that the region of Holland was the economic powerhouse during the time of the United Provinces (1581-1795). After the Napoleonic era, Holland became a mere province of the Kingdom and was split into North and South Holland in 1840. Many people, especially from the northern and southern provinces, object to the use of the name Holland for The Netherlands. But to avoid confusion when addressing other nationals, the Dutch themselves often use the name 'Holland'.
The plural "Netherlands" is actually an archaic term, referring to the time when it was a collection of regions that were not yet fully united. In The Netherlands itself the country is called Nederland (literally meaning "low country"), the people are called Nederlanders ("Dutch" in English) and the language is called Nederlands (again, "Dutch" in English); the -s in Nederlands is not a plural ending, but rather is cognate to the English suffix -ish. The English word "Dutch" is akin to the German word Deutsch, which originally meant "(Language) of the (common) people" in contrast with the medieval elite who spoke Latin. An old term for the language of The Netherlands is Diets or Nederdietsch. All these terms derive from what in Latin was known as Theodisca, from Germanic - Þeudiskaz.
Politics
The Netherlands has been a parliamentary democracy since 1848 and a constitutional monarchy since 1815; before that it had been a republic from 1581 to 1806 (it was occupied by France between 1806 and 1815). The pro forma head of state, since 1980, is Queen Beatrix of the House of Orange-Nassau. The Dutch monarch has little political power, but serves mostly as a ceremonial figurehead to represent the nation.
Dutch governments always consist of a coalition, as there is not (and has never been) a single political party large enough to get the majority vote. Formally, the queen appoints the members of the government. In practice, once the results of parliamentary elections are known, a coalition government is formed (in a process of negotiations that can take several months), after which the government formed in this way is officially appointed by the queen. The head of the government is the Prime Minister, in Dutch Minister President or Premier, a primus inter pares who is usually also the leader of the largest party in the coalition. The degree of influence the queen has on actual government decision making is a topic of ongoing speculation.
The parliament consists of two houses. The 150 members of the Lower House (Tweede Kamer, or Second Chamber) are elected every four years in direct elections. The provincial parliaments are directly elected every 4 years as well. The members of the provincial parliaments vote (indirectly) for the less important Senate (Eerste Kamer, or First Chamber). Together, the First and Second Chamber are known as the Staten Generaal, the States General.
Political scientists consider The Netherlands a classic example of a consociational state, at least in part caused by the necessity in the Netherlands since the middle ages for different cities to cooperate in order to fight the water (different cities were at the time like different countries by today's standards, and often at war). This necessity to reach an agreement despite differences is called the polder model in Dutch. Also, the Netherlands has long been a nation of traders and for international trade one has to be tolerant of the other person's culture. The Netherlands is a neutral country in most international affairs and thus managed to keep out of World War I (although this did not work in World War II). As a result, the Dutch have a 'friendly' reputation in other countries, to the point that bearers of a Dutch passport often have relatively little difficulty getting into other countries, for visits or even for emigration purposes.
However, the early years of the 21st century have seen a political change with the right wing in politics gaining on the left. This is illustrated by the quick rise (and fall) of the LPF. Pim Fortuyn, its founder, held former cabinets responsible for the failing integration of immigrants.
The present government is led by the cabinet Balkenende II. This cabinet got some critique about economic reforms and the immigration policies.
On June 1 2005 the Dutch electorate voted in a referendum against the proposed EU Constitution by a majority of 61.6%, three days after the French had also voted against.

The Netherlands is divided into twelve administrative regions, called provinces, each under a Governor, who is called Commissaris van de Koningin (Commissionair of the Queen).

The country is also subdivided in water districts, governed by a water board (waterschap or hoogheemraadschap), each having authority in matters concerning water management. As of 1 January 2005 there are twenty seven. The creation of water boards actually pre-dates that of the nation itself, the first appearing in 1196. In fact, the Dutch water boards are one of the oldest democratic entities in the world still in existence.

A remarkable aspect of the Netherlands is the flatness of the country. About half of its surface area is less than 1 m above sea level, and large parts of it are actually below sea level (see [http://www.minbuza.nl/default.asp?CMS_ITEM=MBZ302750 map showing these areas]). An extensive range of dikes and dunes protect these areas from flooding. Numerous massive pumping stations keep the ground water level in check. The highest point, the Vaalserberg, in the south-eastern most point of the country, is 321 m above sea level. A substantial part of the Netherlands, for example, all of Flevoland and large parts of Holland, has been reclaimed from the sea. These areas are known as polders. This has led to the saying "God created the world, but the Dutch created the Netherlands."
In years past, the Dutch coastline has changed considerably due to human intervention and natural disasters. Most notable in terms of land loss are the 1134 storm, which created the archipelago of Zeeland in the south west, and the 1287 storm, which killed 50,000 people and created the Zuyderzee (now dammed in and renamed the IJsselmeer - see below) in the northwest, giving Amsterdam direct access to the sea. The St. Elizabeth flood of 1421 and the mismanagement in its aftermath destroyed a newly reclaimed polder, replacing it with the 72 km² Biesbosch tidal floodplains in the southcentre. The most recent parts of Zeeland were flooded during the North Sea Flood of 1953 and 1,836 people were killed, after which the Delta Plan was executed.
The disasters were partially man-made; the people drained relatively high lying swampland for use as farmland. This drainage caused the fertile peat to compress and the ground level to drop, locking the land users in a vicious circle whereby they would lower the water level to compensate for the drop in ground level, causing the underlying peat to compress even more. The vicious circle is unsolvable and remains to this day. Up until the 19th century peat was dug up, dried, and used for fuel, further adding to the problem.
To guard against floods, a series of defences against the water were contrived. In the first millennium, villages and farmhouses were built on man-made hills called terps. Later these terps were connected by dikes. In the 12th century, local government agencies called "waterschappen" (English "waterbodies") or "hoogheemraadschappen" ("high home councils") started to appear, whose job it was to maintain the water level and to protect a region from floods. (The waterbodies are still around today performing the exact same function.) As the ground level dropped, the dikes by necessity grew and merged into an integrated system. In the 13th century, windmills came into use to pump water out of the areas by now below sea level. The windmills were later used to drain lakes, creating the famous polders. In 1932, the Afsluitdijk (English "Closure Dike") was completed, blocking the former Zuyderzee (Southern Sea) off from the North Sea and thus creating the IJsselmeer (IJssel Lake). It became part of the larger Zuiderzee Works in which four polders totalling 1,650 km² were reclaimed from the sea.
After the 1953 disaster, the Delta project, a vast construction effort designed to end the threat from the sea once and for all, was launched in 1958 and largely completed in 2002. The official goal of the Delta project was to reduce the risk of flooding in Holland to once per 10,000 years. (For the rest of the country, the protection-level is once per 4,000 years). This was achieved by raising 3,000 km of outer sea-dikes and 10,000 km of inner, canal, and river dikes to "delta" height, and by closing off the sea estuaries of the Zeeland province. New risk assessments occasionally incur additional Delta project work in the form of dike re-enforcements. The Delta project is the single largest construction effort in human history and is considered by the American Society of Civil Engineers as one of the seven wonders of the modern world.
Because of the high cost of maintaining the polders some have argued that maybe some of the deepest polders should be given up. Additionally, the Netherlands is one of the countries that may suffer most from climatic change. Not only is the rising sea a problem, but also erratic weather patterns may cause the rivers to overflow. These flooded polders might then be used as water catchments to take part of the blow.
The country is divided into two main parts by three rivers Rhine (Rijn), Waal, and Meuse (Maas). The south western part of the Netherlands is actually one big river delta of these rivers. These rivers not only function as a natural barrier, but also as a cultural divide, as is evident in the different dialects spoken north and south of these great rivers and the (previous) religious dominance of Catholics in the south and Calvinists in the north.
The predominant wind direction in the Netherlands is south west, which causes a moderate maritime climate, with cool summers and mild winters.

Economy
The Netherlands has a prosperous and open economy in which the government has reduced its role since the 1980s. Industrial activity is predominantly in food-processing (for example Unilever and Heineken), chemicals (for example DSM), petroleum refining (for example Royal Dutch Shell), and electrical machinery (for example Philips). A highly mechanised agricultural sector employs no more than 4% of the labour force but provides large surpluses for the food-processing industry and for exports. The Dutch rank third worldwide in value of agricultural exports, behind the US and France. Other important parts of the economy are international trade (Dutch colonialism started with cooperative private enterprises such as the VOC), banking and transport (for example the Rotterdam harbour). The Netherlands successfully addressed the issue of public finances and stagnating job growth long before its European partners.
As a founding member of the Euro, the Netherlands replaced its former currency, the Gulden, on January 1 1999 along with the other adopters of the single European currency, with the actual Euro coins and banknotes following on January 1, 2002. However, in the first years of the third millennium, economic and employment growth came to a standstill, which the government tried to resolve by cutting into its expenses.
In 2003 the economy shrunk 0.9%. In 2004, the recession was over and the economy began its slow recovery with a meager 1.3% growth. The CPB ("Centraal Plan Bureau", Central Planning Bureau), a think tank of leading Dutch economists linked with the government, expects a recovery of the economy in 2005, with a growth of 2.25%. In 2004, inflation was 1.2%, the lowest level since 1989.

Demographics
The Netherlands is the 15th most densely populated country in the world, with 393 inhabitants per square km (or 482/km² if only the land area is counted, 20% is water). Partly because of this it is also one of the most densely cabled countries in the world. Internet penetration [http://www.internetworldstats.com/top25.htm] is at 66.2% the 7th highest in the world.
According CBS Statline, the official statistics bureau of the Netherlands, the ethnic origins of the citizens are very diverse. The vast majority of the population however still remains Dutch. They were: 80.8% Dutch, 8.7% other European, 2.2% Turkish, 1.9% Moroccan, 6.4% other
There are no cities with a population over 1 million in the Netherlands, but the 'four big cities' as they are called (Amsterdam, Rotterdam, The Hague and Utrecht) can in many ways be regarded as one 'big city' agglomeration, the Randstad ('fringe city'), with an agricultural 'green heart' (het Groene Hart). This is illustrated by the idea to create a circular train network with a frequency and carriages similar to a metropolitan railway.
Languages
The official language is Dutch, which is spoken by practically all inhabitants. Another official language is Frisian, which is spoken in the northern province of Friesland and has a strong resemblance to English. Frisian is co-official only in the province of Friesland, although with a few restrictions. Several dialects of Plattdüütsch are spoken in much of the north and are recognised as regional languages, as protected by the European Charter for Regional or Minority Languages. To the south, the Dutch language shifts into other varieties of Low Franconian and German, which may or may not be best classified as Dutch, most notably West Flemish. One of these, Limburgish, which is spoken in the south-eastern province of Limburg has been recognised as a minority language since 1977.
Religion
According to the governmental statistics agency (CBS) 30% of the population consider themselves to be Roman Catholic, 20% Protestant (predominantly Dutch Reformed) and 8% 'other denominations'. 42% consider themselves not to belong to any religious denomination. Church attendance however is much lower than these figures may suggest: some 70% of the population 'rarely or never' visit a house of worship (be it a church, mosque, synagogue or temple). The most protestants live in the northern provinces while the southern provinces (Noord-Brabant and Limburg) are mainly Roman Catholic.
The largest part of the 'other denominations', at 920,000, are Muslim immigrant workers mainly living in the bigger cities, mostly from Morocco and Turkey, and their offspring. The other denominations also include some 200,000 (1.3%) Hindu, mostly descendants of indentured servants who migrated from India to the former Dutch colony of Surinam around 1900. Prior to the Holocaust about 140,000 Jews lived in the Netherlands, however the vast majority of [http://www.worldjewishcongress.org/communities/weurope/comm_netherlands.html Dutch Jewry] was murdered in the Holocaust. About 30,000 Dutch Jews now live in The Netherlands.
Culture
The Netherlands has had many well-known painters. The 17th century, when the Dutch republic was prosperous, was the age of the "Dutch Masters" such as Rembrandt van Rijn, Johannes Vermeer, Jan Steen and many others. Famous Dutch painters of the 19th and 20th century are Vincent van Gogh and Piet Mondriaan. M. C. Escher is a well-known graphics artist. Willem de Kooning was born and trained in Rotterdam, although he is considered to have reached acclaim as an American artist. A (in)famous Dutch master art forger is Han van Meegeren.
The Netherlands is the country of philosophers Erasmus of Rotterdam and Spinoza, and all of Descartes' major work was done there. Christiaan Huygens(1629-1695) is a famous astronomer and mathematician. He discovered Saturn's moon Titan and invented an accurate clock.
In the Dutch Golden Age, literature flowered as well, with Joost van den Vondel and P. C. Hooft as the two most famous writers. In the 19th century, Multatuli wrote about the bad treatment of the natives in Dutch colonies. Important 20th century authors include Harry Mulisch, Jan Wolkers, Simon Vestdijk, Cees Nooteboom, Gerard van het Reve and Willem Frederik Hermans. The Diary of Anne Frank was also written in the Netherlands.

Spain
The Kingdom of Spain (Spanish and Galician: Reino de España or España; Catalan: Regne d'Espanya; Basque: Espainiako Erresuma). To west (and, in Galicia, south), it borders Portugal. To south, it borders Gibraltar and Morocco. To the northeast, along the Pyrenees mountain range, it borders France and the tiny principality of Andorra. It includes the Balearic Islands in the Mediterranean Sea, the Canary Islands in the Atlantic Ocean, the cities of Ceuta and Melilla in north Africa, and a number of uninhabited islands on the Mediterranean side of the strait of Gibraltar, known as Plazas de soberanía, such as the Chafarine islands, the "rocks" (peñones) of Vélez and Alhucemas, and the tiny Isla Perejil (disputed). In the Northeast along the Pyrenees, a small exclave town called Llívia in Catalonia is surrounded by French territory.
History

Prehistory
The aboriginal peoples of the Iberian peninsula, consisting of a number of separate tribes, are given the generic name of Iberians. This may have included the Basques, the only pre-Celtic people in Iberia surviving to the present day as a separate ethnic group. The most important culture of this period is that of the city of Tartessos. Beginning in the 9th century BC, Celtic tribes entered the Iberian peninsula through the Pyrenees and settled throughout the peninsula, becoming the Celtiberians.
The seafaring Phoenicians, Greeks and Carthaginians successively settled along the Mediterranean coast and founded trading colonies there over a period of several centuries.
Around 1,100 BC Phoenician merchants founded the trading colony of Gadir or Gades (modern day Cádiz) near Tartessos. In the 8th century BC the first Greek colonies, such as Emporion (modern Empúries), were founded along the Mediterranean coast on the East, leaving the south coast to the Phoenicians. The Greeks are responsible for the name Iberia, after the river Iber (Ebro in Spanish). In the 6th century BC the Carthaginians arrived in Iberia while struggling with the Greeks for control of the Western Mediterranean. Their most important colony was Carthago Nova (Latin name of modern day Cartagena).
Roman Empire
The Romans arrived in the Iberian peninsula during the Second Punic war in the 2nd century BC, and annexed it under Augustus after two centuries of war with the Celtic and Iberian tribes and the Phoenician, Greek and Carthaginian colonies becoming the province of Hispania. It was divided in Hispania Ulterior and Hispania Citerior during the late Roman Republic; and, during the Roman Empire, Hispania Taraconensis in the northeast, Hispania Baetica in the south and Lusitania in the southwest.
Hispania supplied the Roman Empire with food, olive oil, wine and metal. The emperors Trajan, Hadrian and Theodosius I, the philosopher Seneca and the poets Martial and Lucan were born in Spain. The Spanish Bishops held the Council at Elvira in 306. Many of Spain's present languages, religion, and laws originate from this period.
Muslim Spain

In the 8th century, nearly all the Iberian peninsula, which had been under Visigothic rule, was quickly conquered (from 711), by Muslims (the Moors), who had crossed over from North Africa, as part of the conquests of the Christian kingdoms there by the religiously inspired Umayyad empire. Only three small counties in the north of Spain kept their independence: Asturias, Navarra and Aragon, which eventually became kingdoms.
Very soon the Muslim emirate split into small kingdoms. Christian and Muslim kingdoms fought and allied among themselves, with the Christians driving the Moorish forces out of the northern most parts of the peninsula within a few decades. The Muslim taifa kings competed in patronage of the arts, and the Jewish population of Iberia set the basis of Sephardic culture. Much of Spain's distinctive art originates from this seven-hundred-year period, and many Arabic words made their way into Castilian (Spanish) and Catalan, and from them to other European languages.
The Moorish capital was Córdoba, in the southern portion of Spain known as Andalucía. During the time of Arab occupation, large populations of Jews, Christians and Muslims living in close quarters, and at its peak some non-Muslims were appointed to high offices. Though its tolerance has been exaggerated and romanticised by 19th century scholars it did produce some real achievements. At its best it produced great architecture, art, and Muslim and Jewish scholars played a great part in reviving the study of ancient western culture and philosophy, making their own important contributions to it, and becoming one of the most important ways by which these studies were revived in Europe. However there were also restrictions and imposts on non-Muslims, which tended to grow after the death of Al-Hakam II in 976, and worsened after the fall of Al-Andalus in 1031. Later invasions of stricter Muslim groups from north Africa even led to persecutions of non-Muslims, forcing some (including some Muslim scholars) to seek safety in the then still relatively tolerant city of Toledo after its Christian reconquest in 1085.

The long, convoluted period of expansion of the Christian kingdoms, beginning in 722, only eleven years after the Moorish invasion, is called the Reconquista. As early as 739, the northwestern region of Galicia, which became one of the most important centres of western medieval Christian pilgrimage, Santiago de Compostela, had been liberated from Moorish occupation by forces from neighbouring Asturias. The 1085 conquest of the central city of Toledo had largely brought to an end the reconquest of the northern half of Iberia. The Battle of Las Navas de Tolosa in 1212 heralded the collapse, within a few decades, of the great Moorish strongholds, such as Seville and Córdoba, in the south-west. By the middle of the thirteenth century most of the Iberian peninsula had been reconquered, leaving only Granada as a small tributary state in the south. It ended in 1492, when Isabella and Ferdinand captured the southern city of Granada, the last Moorish city in Spain. The Treaty of Granada [http://www.cyberistan.org/islamic/treaty1492.html] guaranteed religious toleration toward Muslims while Jews were expelled that year. At Ferdinand's insistance the Spanish Inquisition had been established and Tomás de Torquemada was appointed as its first Inquisitor General in 1482. Behind much of the real religious intolerance was always the ever present fear that the Muslims might assist another Muslim invasion. Furthermore Aragonese labourers were angered by the use of Moorish workers by landlords to undercut them. A 1499 Muslim uprising was crushed and was followed by the first of the expulsions of Muslims, in 1502. The year 1492 was also marked by the discovery of the New World. Isabel I funded the voyages of Columbus. In their contests with the French army, Spanish forces relied more on well trained, highly mobile, regular soldiers and eventually achieved success with the organised tactical use of hand guns against armoured French knights, in the Italian Wars from 1494. Already considerable powers, these wars saw the emergence of the new combined Spanish kingdoms of Castile and Aragon as a European great power.
From the Renaissance to the 19th Century
Until the late of the 15th century, Castile and Léon, Aragon and Navarre were independent states, with independent languages, monarchs, armies and, in the case of Aragon and Castile, two empires: the former with one in the Mediterranean and the latter with a new, rapidly growing, one in the Americas. The process of political unification continued into the early sixteenth century. It was the unification of these separate Iberian empires that became the base of what is in now referred to as the Spanish Empire.
By 1512, most of the kingdoms of present-day Spain were politically unified, although not as a modern, centralized state (in contemporary minds, "Spain" was a geographic term meaning Iberian Peninsula, which includes Portugal, not the present-day state called Spain). The grandson of Isabella and Ferdinand, Charles V, Holy Roman Emperor but called in Spain Carlos I, extended his crown to other places in Europe and the rest of the world. The unification of Iberia was complete when Charles V's son, Philip II, became King of Portugal in 1580, as well as of the other Iberian Kingdoms (collectively known as "Spain" at that time).
During the 16th century, under the reigns of Charles V and Philip II, Spain became the most powerful nation in Europe. The Spanish Empire covered most territories of South and Central America, Mexico, some of Eastern Asia (including The Philippines), the Iberian peninsula (including the Portuguese empire from 1580), southern Italy, Germany, and the Netherlands. It was the first empire about which it was said that the sun did not set. It was a time of daring explorations by sea and by land, the opening up of new trade routes across oceans, conquests and the beginning of European colonization. Not only did this lead to the arrival of ever increasing quantities of precious metals, spices and luxuries, and new agricultural plants, that had a great influence on the development of Europe, but the explorers, soldiers, traders and missionaries also brought back with them a flood of knowledge that radically transformed the European understanding of the world, ending conceptions inherited from medieval times.
The treasure fleet across the Atlantic and the Manila galleons across the Pacific made it the wealthiest and most powerful nation in Europe, but the rapidly rising influx of silver and gold from the colonies in the Americas throughout the 16th century ultimately resulted in economically damaging rampant inflation and led to economic depression by the 17th century. Religious and dynastic wars supported by the Spanish crown, especially in the Netherlands, also greatly burdened the empire's economy.
17th century]
In 1640, under Philip IV, the centralist policy of the Count-Duke of Olivares provoked wars in Portugal and Catalonia. Portugal became an independent kingdom again, taking with it its empire, and Catalonia enjoyed some years of French-supported independence but was quickly returned to the Spanish Crown, except Roussillon.
A series of long and costly wars and revolts followed in the early 17th century, and began a steady decline of Spanish power in Europe from the 1640s. Controversy over succession to the throne consumed the country and much of Europe during the first years of the 18th century (see War of the Spanish Succession). It was only after this war ended and a new dynasty—the French Bourbons—was installed that a true Spanish state was established when the absolutist first Bourbon king Philip V of Spain in 1707 dissolved the parliamentarist Aragon court and unified the kingdoms of Castile and Aragon into a single, unified Kingdom of Spain, abolishing many of the regional privileges and autonomies (fueros) that had hampered Habsburg rule. The British abandoned the conflict after Utrecht (1713), which led to Barcelona's easy defeat by the absolutists in 1714. The National Day of Catalonia still commemorates this defeat.
Of note during the 17th century was the cultural efflorescence now known as the Spanish Golden Age.
Historically, the period of the mid 17th century to the mid 20th century was a failure for Spain compared to north western Europe. The extended, lingering decline of the Spanish empire was due in large part, ironically, to its spectacular successes in the 15th and 16th centuries that led to the centuries of the treasure fleets bringing back silver and gold into the country from the American mines. These shipments engendered inflation (a fact noticed by the School of Salamanca) that ate away at Spanish trades and commerce by causing local goods to be uncompetitive, and eventually making the country almost totally dependant upon imports by the mid seventeenth century, which proved disasterous as the silver mines became exhausted. Greatly worsening matters were the constant wars defending the world empire against envious European rivals, internal successions and the European wars (Eighty Years War and Thirty Years War), where Spain's resources were constantly drained defending the Habsburg's dynastic and religious interests, including the Counter Reformation. From the early 17th century the government sought to meet its needs by tampering with the silver content of the currency, leading to severe bouts of inflation and deflation. The terrible burden of taxes on the productive classes of the country, and the financial instability led to the collapse of the Castilian economy to the point where people reverted to bartering in the 1620s. A severe decline in food production ensued. The result was a steep real economic and demographic decline during the 17th century, especially in empire's overburdened lynchpin, Castile, aggravated by failed harvests and plagues. Habsburg policies that entrenched the privileges and exemptions of the nobility (with its roots back in the Castilian War of the Communities) and the Church (as part of support of the Counter Reformation), with a great extension of Church lands, also played a decisive part in the undermining the Spanish economy and in curtailing the spread of modern thought. This was in stark contrast to the diminishing status of both institutions in rivals France, England and the Netherlands. The resentment of ordinary peasants and labourers would find expression in implicating the nobility of Moorish ancestory and the churchmen of hypocrisy. These accusations found their way into the theatre and literature of the time. The beggary that grew rapidly from the late 16th century forced many to live by their wits and inspired the popular picaresque genre of literature.
Following the wars of Spanish succession at its commencment, the 18th century saw a long, slow recovery, with an expansion of the iron and steel industries in the Basque country, some increase in trade and a recovery in food production and population. The Bourbons drew on the French system in trying to modernise the administration and economy, in which it was more successful in the former than the latter. However in the last two decades of the century there was a rapid growth (from a relatively low base) in general trade after the opening up of free trade within the empire (ending the south's monopoly), and even the beginnings of an industrialisation of the textile industry in Catalonia. But this promising late eighteenth century surge was shortlived, being totally disrupted by the turmoil of the Napoleonic Wars at the beginning of the 19th century, that preceeded the loss of the vast mainland American territories and plunged the country into endemic political instability, which lasted until 1939. The Napoleonic incursion led to a fierce guerilla war (Peninsular War) and saw the first wide spread appearance of Spanish nationalism. In the latter half of the 19th century, Spanish Catalonia became a center of Spain's industrialization. Pockets of relative modernity in Catalonia and the north would appear, but Spain's relative economic and political decline overall mirrored in general the fate of other regions of southern Europe such as Portugal, the Italian states, the Balkans, and much of central and eastern Europe, as much of the rapidly growing global oceanic trade, pioneered by the Iberian countries, was diverted to northwestern Europe.
Spain lost all of its remaining old colonies in the Caribbean region and Asia-Pacific region at the end of the 19th century, including Cuba, Puerto Rico, Philippines, and a large number of Pacific islands to the United States after the Spanish-American War of 1898.
However "the Disaster" of 1898, as Spanish-American War was called, led to Spain's cultural revival (Generation of '98) in which there was much critical self examination, and relieved it from the burden of its last major colonies. However political stability in such a dispersed and variegated land, caught between pockets of modernity and large areas of extreme rural backwardness and strongly differentiated regional identities would elude the country for some decades yet, and was ultimately imposed only by a brutal dictatorship in 1939.
20th century
The 20th century initially brought little peace; colonization of Western Sahara, Spanish Morocco and Equatorial Guinea was attempted. A period of dictatorial rule (1923 - 1931) ended with the establishment of the Second Spanish Republic. The Republic offered political autonomy to the Basque Country and Catalonia and gave voting rights to women. However, in July 1936, against a backdrop of increasing political polarization, anti-clericalism and pressure from all sides, coupled with growing and unchecked political violence, the Republic was faced with an attempted military coup d'etat led by right-wing army generals. Although the coup initially failed, the ensuing Spanish Civil War ended in 1939 with the victory of the nationalist forces led by General Francisco Franco and supported by Nazi Germany, Fascist Italy and the United States of America, increasingly concerned about communism. The Republican side received tepid support from European democracies, which left the Soviet Union and idealist voluntary International Brigades as the only supporters of the legitimate democratic Republican rule. The Spanish Civil War has been called the first battle of the Second World War. After the civil war, General Francisco Franco ruled a nation exhausted politically and economically. During the Second World War Franco, under extreme pressure (Hitler had brought his army to the border of Spain after invading France), opted to remain neutral arguing that Spain could not afford a new war, but, as a concession to his civil war backer, authorised volunteers to go to the Russian front to fight the Soviet Union in an anti-Communist crusade in what came to be known as the Blue Division. The resentment of Franco's brutality towards the more modern pro-Republican regions of Catalonia and the Basque country, whose distinctive languages and identity he suppressed during his long reign, continues to fuel strong separatist movements to this day.
The only official party in Spain at the time of Franco´s regime was the Falange party founded by Jose Antonio Primo de Rivera. Primo de Rivera denied his party was fascist, calling fascism fundamentaly false. His political philosophy was based on Catholicism, saying that man "carries eternal values" and carries "a soul that is capable of damning or saving itself". He called for "the greatest respect for...human dignity, for the integrity of man and for his liberty." Primo de Rivera called for what he called "organic democracy". Jose Antonio Primo de Rivera was executed in Alicante in 1936.
After World War II, being one of few surviving fascist regimes in Europe, Spain was politically and economically isolated and was kept out of the United Nations until 1955, when it became strategically important for U.S. president Eisenhower to establish a military presence in the Iberian peninsula. This opening to Spain was aided by Franco's opposition to communism. In the 1960s, more than a decade later than other western European countries, Spain began to enjoy economic growth and gradually transformed into a modern industrial economy with a thriving tourism sector. Growth continued well into the 1970s, with Franco's government going to great lengths to shield the Spanish people from the effects of the oil crisis.
Upon the death of the dictator General Franco in November 1975, his personally-designated heir Prince Juan Carlos assumed the position of king and head of state. With the approval of the Spanish Constitution of 1978 and the arrival of democracy, some regions — Basque Country, Navarra— were given complete financial autonomy, and many — Basque Country, Catalonia, Galicia and Andalusia— were given some political autonomy, which was then soon extended to all Spanish regions, resulting in a quite decentralized territorial organization in Western Europe. Remaining dysfunctionalities, such as unlimited financial strain on contributor regions such as Catalonia make their people aim for a more equilibrated system, such as those enjoyed in Germany, where finantial contribution to the whole can never exceed 4% of a Land's GDP. In the Basque Country pro-peace Basque and Spanish nationalisms coexist with radical nationalism supportive of the terrorist group ETA, which remains one of the biggest problems faced by Spanish citizens.

21st century
On March 11, 2004, a series of bombs exploded in commuter trains in Madrid, Spain. These resulted in 191 people dead and 1,460 wounded. It also had a significant effect on the upcoming elections in Spain, due in part to the ruling government's insistence that the ETA was the prime suspect in the bombings, even as the evidence of Muslim extremist terrorism rapidly emerged from the police investigation and the international press. see the 11 March 2004 Madrid train bombings article for more information

Spain is a constitutional monarchy, with a hereditary monarch and a bicameral parliament, the Cortes Generales or National Assembly. The executive branch consists of a Council of Ministers presided over by the President of Government (comparable to a prime minister), proposed by the monarch and elected by the National Assembly following legislative elections.
The legislative branch is made up of the Congress of Deputies (Congreso de los Diputados) with 350 members, elected by popular vote on block lists by proportional representation to serve four-year terms, and a Senate or Senad | | |
