Universala Kongreso de Esperanto (UK) estas, laŭ la Jarlibro de UEA, internacia manifestacio de la esperantistaro, organizata de UEA. Ĝi estas kulturfesto, tutmovada forumo, turisma festo kaj laborkunveno de la organoj de UEA.
UEA okazigas la Kongreson ĉiujare en malsama lando, provante respekti la geografian distribuon kaj organizajn fortojn de la movado.
Pri la loko de la kongreso decidas la Estraro de UEA. Gravan rolon ludas ankaŭ la Ĝenerala Direktoro de UEA, kiu subskribas la koncernajn dokumentojn, sed la ĉiutagan laboron pri la UK faras Konstanta Kongresa Sekretario, oficisto de UEA en Roterdamo. En la kongres-urbo mem agadas la Loka Kongresa Komitato.
La kongresoj estas similaj, sed kompreneble varias de jaro al jaro. En UK estas:
- klerigaj programeroj, kiel prelegoj kaj debatoj pri la Kongresa Temo, la Internacia Kongresa Universitato, kaj prelegoj pri la kongresa lando.
- distraj kaj artaj programeroj, kiel la nacia kaj internacia vesperoj, koncertoj, teatraj prezentoj, balo, kaj la Belartaj Konkursoj.
- organizaj kunsidoj, de la organoj de UEA, de fakaj asocioj de UEA, kaj de aliaj Esperantaj asocioj.
- Tagoj de la Libro, de la Lernejo, de la Paco.

- prezentaĵoj de movadaj aktivaĵoj en ĉiuj sferoj de la vivo.
La UK celas esti revuo de la Esperanto-movado en ĝia tuta amplekso, kaj laŭeble diskonigi Esperanton al neesperantistoj.
Specialaj kasoj akceptas donacojn de kongresanoj kaj aliaj Esperantistoj. Donacoj, kiuj atingas la Centran Oficejon de UEA antaŭ la somero, estas rekonataj en la Kongresa Libro. La kasoj en 2001 estis Blindula (por helpi la blindulan Esperanto-movadon), Gepatra (por subvencii la Infanan Kongreseton, Tria Mondo (por subvencii partoprenon de triamondaj esperantistoj), kaj la Ĝenerala Kaso (por ĝenerale apogi la organizadon de la UK).
La kvindekjaran jubileon de la UK oni festis dum la 40-a UK 1955 en la itala Bolonjo, kiu komencis tiam urboĝemeliĝon kun Boulogne-sur-Mer.
En marto 2005 okazis kongreso en Boulogne-sur-Mer kiu rememorigis pri la 1-a UK 1905 cent jarojn antaŭe.

Sabir Mahfouz Lahmar is an Algerian citizen, currently detained in Camp Delta in Guantanamo Bay.
Lahmar agreed to participate in his Combatant Status Review Tribunal.
The unclassified allegations he had to answer were:

:#The detainee advocated attacking U.S. forces and supported the Fatwa issued by Usama Bin Laden.
:#The detainee is a member of the Algerian Armed Islamic Group and attempted to assume leadership in the organization in November 2000.

:#The detainee applied for a visa in Sarajevo for travel to Afghanistan on 27 September 2001.

Lahmar's testimoney before the Tribunal was acrimonious.
He said he was arrested in his own home, in Sarajevo, not on the battlefield. The documents released by his review Tribunal confirm that.
He said that he was told that the reason for his arrest was involvement in a plot to bomb the American Embassy in Sarajevo. The documents released by his review Tribunal confirm that.
He said that although the ostensible reason for his arrest was the bomb plot his interrogators refused to interrogate him over that plot. He said he was told that if he could supply useful information he would be released.
Lahmar ridiculed the claim that he had any tie to the individual whose name was redacted in the public copy of the allegations against him.
Lahmar seems to be saying that he was detained, and whisked to Guantanamo, not for anything he did, or planned, not for any ties he might have had to terrorism, or terrorists, but because the Americans believe he knows things about other Arabs living in Bosnia who do have ties to terrorism.
Basing their determination on classified evidence the Tribunal determined that Lahmar had been appropriately classified as an "illegal combatant".
