Sait Halim Paşa

Sait Halim Paşa (1863-1921) 1863 yılında Kahire'de doğmuştur. Mısır Valisi Kavalalı Mehmet Ali Paşa'nın dört oğlundan biri olan Mehmet Abdülhalim Paşa'nın oğludur. Sait Halim Paşa ilk ve orta tahsilini Kahire'de özel olarak yapmış, Arapça, Farsça, İngilizce ve Fransızca öğrenmiştir. Daha sonra İsviçre'de beş yıl siyasal bilgiler öğrenimi görmüştür. 1306 (1888)'de Mîr-i Mîran rütbesi ile ve Mecîdî nişanı ile Şûra-yı Devlet (Danıştay) âzâsı olmuştur. Kendisine, 1889'da II. ve 1892'de I. rütbe Osmânî ve 1899'da murassa Mecîdî nişanı, 1900'de de Rumeli Beylerbeyi pâyesi verilmiştir.1908'de ise bulunduğu Şûrâ-yı Devlet âzâlığından kadro dışı bırakılmış, ancak aynı dönemde Belediye genel seçimlerinde Yeniköy belediye dairesi reisliğine tayin olunmuştur. Daha sonra ise Cemiyet-i Umumiye-i Belediye ikinci reisliği, 1908'de de Âyân Meclisi âzâlığı yapmıştır. 1912'de Şûrâ-yı Devlet reisliği de kendisine verilmiştir. Sait Halim Paşa 1912'de reislikten çekilmiştir. Bu sırada İttihat ve Terakki Cemiyeti'nin genel sekreterliğine seçilmiş, Mahmut Şevket Paşa'nın sadrazamlığı sırasında 1913'de de 2. defa Şûrâ-yı Devlet reisliğine ve üç gün sonra Hariciye Nezareti'ne (Dışişleri Bakanlığı'na) atanmıştır. Mahmut Şevket Paşa'nın şehit edilmesinden sonra 1913'de Sadaret Kaymakamlığı'na (Başbakan Yardımcılığı'na) vezirlik rütbesi ile getirilmiştir. Sait Halim Paşa, 1913 Eylülünde, Bulgarlarla Edirne'nin Osmanlı devletinde kalması ve Meriç nehri hudut olmak üzere sulh imzalanması hizmeti sebebi ile Padişah tarafından İmtiyaz Nişanı ile onurlandırılmıştır. Osmanlı Devleti 1914 yılında tarafsızlığının ihlal edilmesi nedeni ile I. Dünya Savaşına katıldı. Bu süreçte Almanya sefiri Baron Wangenheim ile ittifak anlaşması Yeniköy'de Sait Halim Paşa Yalısında imza edilmiştir. 1919 Martında harp ilanı sırasındaki bazı kabine azaları ve Sait Halim Paşa tutuklanmış, Paşa, diğer milletvekilleri ile beraber tahliye olunduktan sonra Roma'ya gitmiştir. 6 Aralık 1921'de bir Salı günü akşamı araba ile evinin kapısına geldiği sırada komiteci bir Ermeninin silahlı saldırısına uğrayarak hayatını kaybetmiştir. Na'şı İstanbul'a getirilmiş ve 30 Aralık 1921 günü Yeniköy'deki yalısından alınarak büyük törenle Sultan Mahmut türbesinin bahçesine defnedilmiştir.
